我國高校學生事務管理分工體系的構建

摘 要 高校輔導員制度自確立以來，為高等院校的穩定與發展起到了重要作用。今天隨著我國高等教育的蓬勃發展以及對外交流層面的擴大，學生事務管理人員（輔導員）不僅僅承擔以往的思想政治教育的工作，而且在管理、思想政治教育工作的基礎上增加了發展學生和服務學生的職能。輔導員制度也由最初的出于政治性目的設置轉變為專業化的取向。我國高校學生事務管理分工模式體系的構建也應適應時代的要求，與時俱進。

Abstract College Counselors system since the establishment， for the stability and development of colleges and universities play an important role. Today， with the expansion of the vigorous development of China's higher education and the level of foreign exchange， student affairs management staff （counselors） not to work under the previous ideological and political education， but also on the basis of management， the ideological and political education work on increasing the development of students and student services functions. Counselors system from the initial set up for the purpose of political transition to a professional orientation. Construction of College Student Affairs division of labor system should also meet the requirements of the times， and go with the times.

我國高校學生事務管理模式的改革認真落實了中共中央辦公廳、國務院辦公廳下發的《關于進一步加強和改進新形勢下高校宣傳思想工作的意見》精神，通過資源整合，加強師生思想隊伍建設，有利于增強師生積極性和主動性，鼓勵學生事務管理人員開展自我教育等。

1 扁平化的管理模式

高校學生事務管理分工模式是以學生為中心的一站式服務機構，實行一級管理，即機構的設置和權限的分配只在學校一級進行。學生工作及其管理根據分工由各專業輔導員直接面向學生和學生組織開展工作。學生事務發展中心管轄若干機構：學習輔導中心、就業輔導中心、咨詢與心理健康輔導中心、考研輔導中心、安全與生活服務輔導中心、宿舍管理中心。通過構建扁平化的管理模式和專業化的分工內容并且加以政策和制度的保障，以此推進高校的卓越發展和育人目標的實現。……
