面向東盟 服務“一帶一路”

摘 要 隨著“一帶一路”戰略的實施和中國與東盟合作領域的不斷擴展，中國與東盟國家之間的教育文化交流成為新的合作熱點。海南熱帶海洋學院是全國最南端唯一的國家公立本科院校，地處東盟合作的最前哨，肩負著傳播中華文化、增進友誼、培養經貿和海洋科技人才的特殊使命。認清形勢，找準定位，把握時機，狠抓落實，將學校建設成為國際化開放型的海洋大學是學校發展的必然之路。

Abstract With the application of OBOR and the development in the field of China-Asean cooperation， the cooperative activities between China and the Asean countries in culture and education has become a new hot spot. As the only important state-run university in the southernmost point of the country， Qiongzhou University is shouldering the responsibilities of spreading the ancient Chinese culture， promoting the mutual understanding and friendship， and training talents for developing the mutual economy and trade. It is the sure way for the university to recognize the situation， to find its exact position， to catch the opportunity and to pay close attention to implement so as to turn it into an international ocean university.

隨著“一帶一路”戰略的實施和中國——東盟自貿區建設的不斷深入，中國與東盟合作領域不斷擴展，各領域合作不斷深化，雙方對各方面人才的需求不斷擴大，增進彼此間相互了解與交流、發展雙方教育合作成為中國與東盟各國新熱點。在此形勢下，伴隨著海南熱帶海洋學院轉型步伐的推進和中國-東盟教育培訓中心在該校的建立，中國-東盟教育文化交流活動已成為海南熱帶海洋學院未來發展工作的重點之一。

1 形勢分析

近年來，中國與東盟國家在教育領域的交流與合作蓬勃發展，成效明顯。其中，高等院校教育合作成為雙方教育交流與合作的重點，學生在相互間的流動成為教育交流合作的中心，中國和東盟國家的教育領域分別形成了強勁的“東盟熱”和“中國熱”。截止目前，中國已經與東盟10國全部簽署了教育交流協議，其中與菲律賓、泰國、越南和馬來西亞4國簽訂了學歷學位互認協議。……
