大型儀器設(shè)備共享平臺(tái)建設(shè)

摘 要 從平臺(tái)建設(shè)布局和規(guī)劃、平臺(tái)建設(shè)與管理、平臺(tái)保障與運(yùn)行等3個(gè)方面分析了目前大型儀器設(shè)備共享平臺(tái)建設(shè)和運(yùn)行實(shí)踐中存在的問(wèn)題提出解決，加強(qiáng)平臺(tái)的建設(shè)與運(yùn)行管理的具體措施，以達(dá)到科技協(xié)作和協(xié)同創(chuàng)新的根本目的。

Abstract The problems during the current construction and practice of platform of sharing large instruments and equipment were analyzed from the aspects of platform construction layout and planning， platform construction and management， platform security and operation. Measures were proposed for the problems， strengthening the construction and operation management of platform， in order to achieve the fundamental aim of science and technology cooperation and collaborative innovation.

科技投入和科技基礎(chǔ)條件平臺(tái)，是科技創(chuàng)新的物質(zhì)基礎(chǔ)，是科技持續(xù)發(fā)展的重要前提和根本保障。國(guó)家中長(zhǎng)期科學(xué)和技術(shù)發(fā)展規(guī)劃綱要（2006-2020年）明確指出“要推進(jìn)大型科學(xué)儀器、設(shè)備、設(shè)施的共享與建設(shè)，逐步形成全國(guó)性共享網(wǎng)絡(luò)”，根本目的是提高儀器設(shè)備的利用率和使用效率。為響應(yīng)政府號(hào)召，提高設(shè)備使用和利用效率，提升自身科技協(xié)作和創(chuàng)新能力，目前，許多高校和科研單位都進(jìn)行了大型儀器設(shè)備共享平臺(tái)建設(shè)的嘗試。經(jīng)過(guò)近10年的持續(xù)發(fā)展和投入，目前全國(guó)的科學(xué)儀器設(shè)備數(shù)量比歐盟15國(guó)數(shù)量總和還多，但許多儀器設(shè)備的利用率不到25 %[1]。一方面，投入巨大和重復(fù)投入，要求設(shè)備共享的內(nèi)在要求不斷強(qiáng)烈。另一方面，目前已建和在建的共享平臺(tái)整體仍處于探索階段，沒(méi)有形成完整、切實(shí)有效的管理體系[2]。共享水平不高、平臺(tái)實(shí)際利用效率低、缺乏可操作性，仍是目前設(shè)備共享平臺(tái)普遍存在的問(wèn)題。究其原因，依筆者淺見(jiàn)，目前在平臺(tái)建設(shè)和管理過(guò)程中存在的諸多體制、制度和管理的矛盾，是阻礙共享平臺(tái)建設(shè)和發(fā)展的重要因素。
