關于中國—東盟合作你未必知曉的“南寧渠道”

東經108.3°、北緯22.8°，坐標定位中國的南方綠城——南寧。在中國—東盟合作中，這座城市猶如一個“磁場”，匯聚了越來越多的東盟特色。

“南寧渠道”的形成，與中國—東盟博覽會的舉辦密不可分。圖為東博會上參觀者對泰國香米紛紛點贊。

在南寧各高校里，不時可以碰到東盟國家留學生，他們在南寧學習、生活，并逐漸愛上這座城市。如今，南寧已成為接收東盟留學生最多的中國城市之一。

在南寧商場街頭，越來越多的東南亞餐館涌現(xiàn)，市民在家門口即可吃到地道的泰國冬陰功湯，菲律賓椰汁飯、馬來西亞峇峇娘惹美食……東南亞美食正在豐富這個城市的味蕾。

在南寧舉辦的東博會上，“東盟國家會有哪些領導人前來參會”，“在會上，國家領導人又達成了哪些共識”，“哪些領域和產業(yè)在高層推動下將迎來發(fā)展機遇”……這些人們熱議的焦點，通過這座城市，將中國—東盟合作的最強音傳向世界。

可以說，作為東博會的永久舉辦地，南寧見證了中國與東盟合作共贏的歷程。讓中國與東盟的關系用貼近人們生活的方式悄然發(fā)展和逐步升華，形成了中國—東盟合作中獨有的、不可或缺的“南寧渠道”。

而“南寧渠道”的形成，與中國—東盟博覽會的舉辦密不可分。越來越的人通過東博會，認識了南寧；越來越多的合作，通過“南寧渠道”，收獲成果。

相伴相生 相得益彰

“‘南寧渠道’是與中國—東盟博覽會相伴而生、相輔相成、相得益彰的，最早由原東盟秘書長王景榮提出。”在接受本刊記者采訪時，廣西壯族自治區(qū)黨委黨史研究室副主任、研究員黃志勇說道。

黃志勇表示，每屆東博會都圍繞雙方戰(zhàn)略合作重點，舉辦領導人會議、部長級磋商、主題國活動，搭建起了中國與東盟政治外交、經貿促進、人文交流的全方位合作平臺，形成了中國—東盟全方位合作的“南寧渠道”。

自2004年首屆中國—東盟博覽會在中國南寧舉辦至今，東博會不僅為中國與東盟實現(xiàn)經貿互利雙贏提供了重要平臺，而且還及時反映了中國—東盟自貿區(qū)的建設進程，反映企業(yè)和市場的內在要求，引導中國—東盟自貿區(qū)朝著務實、健康的方向發(fā)展。

12年來，中國—東盟博覽會的主題都圍繞雙方的合作熱點而展開。黃志勇說，從第1屆的“共注合作之水”到第12屆的“21世紀海上絲綢之路——共創(chuàng)海洋合作美好藍圖”，始終突出一個“合”字，這個“合”字，體現(xiàn)的是中國與東盟10國的合作、合力；始終追求一個“共”字，體現(xiàn)的是中國與東盟10國的共辦、共享、共贏。

“通過中國—東盟博覽會和‘南寧渠道’，中國與東盟成為一個整體，形成 ‘10+1＞11’的整體形象和綜合效果，為中國與東盟的友好合作注入了強大的正能量。”黃志勇說道。正因為這樣，“南寧渠道”自原東盟秘書長王景榮提出，就得到中國與東盟各方面的廣泛認同。

12年來，在中國—東盟博覽會的影響下，其舉辦地南寧也取得了跨越式發(fā)展，經濟基礎不斷雄厚，國際知名度及影響力得到大幅度提升，成為中國與東盟開放合作的示范區(qū)、試驗區(qū)和集聚區(qū)，南寧也成為中國與東盟全方位合作重要活動的首選地。《南寧宣言》、《南寧聲明》、《南寧共識》等一系列重要文件，都在積極影響著中國—東盟合作進程。

“南寧渠道”逐漸形成，越來越多的中國—東盟間的戰(zhàn)略合作經南寧牽線搭橋。

順應時勢 加速升級

2014年，中國—東盟博覽會與博鰲亞洲論壇、夏季達沃斯論壇被列為三大國家一類展會，明確每年舉辦一屆，中國領導人按現(xiàn)有規(guī)格出席。同時，作為21世紀“海上絲綢之路”建設的現(xiàn)有成熟平臺，東博會升級模式已經開啟。相伴相生的“南寧渠道”也順勢邁開升級發(fā)展步伐。

根據(jù)南寧的“十三五”規(guī)劃，在未來五年時間里，南寧將加強軟件和硬件建設，構建面向東盟、聯(lián)動中國西南及中南、對內對外開放合作的平臺，全方位升級“南寧渠道”。

面對新形勢新任務新要求，黃志勇認為，必須開拓、搭建、創(chuàng)新新的南寧渠道，不斷拓展南寧渠道的領域和空間，不斷豐富南寧渠道的內容和內涵，不斷壯大南寧渠道的功能和作用。

對此，黃志勇主張，應賦予“南寧渠道”新的內涵和價值，進一步擴大南寧渠道的品牌影響力。“要在‘一帶一路’、中國—東盟命運共同體、中國—東盟自貿區(qū)升級等大趨勢中把握和發(fā)揮其全新的作用。”比如，強化“南寧渠道”共建“一帶一路”的重要機制和平臺；構建“南寧渠道”作為共建中國—東盟命運共同體的有效途徑；推進“南寧渠道”對中國—東盟自貿區(qū)升級版建設的積極作用。

此外，還要繼續(xù)服務好中國—東盟博覽會、中國—東盟商務與投資峰會等重大國際活動，繼續(xù)深化以東盟國家和“一帶一路”沿線國家為重點的對外交流與合作。對中國—東盟博覽會的辦會理念、辦會機制、辦會內容等進行全面升級，創(chuàng)新展會模式，提升其綜合服務能力，強化中國—東盟博覽會在“南寧渠道”中的主心骨和軸心作用。

除了積極參與、服務推動“一帶一路”、“中國—東盟命運共同體”、“中國—東盟自貿區(qū)升級版”等，拓寬進行“南寧渠道”硬件建設也非常重要。

“便利的交通網絡是‘南寧渠道’形成和發(fā)揮作用的基本條件，也是廣西積極參與建設‘一帶一路’的應有之義。”黃志勇表示。目前，南寧市已經初步構筑了涵蓋公路、鐵路、航空和水運的立體綜合交通網絡，還應加大力度把南寧打造成為中國與東盟的綜合交通運輸樞紐，并推進“南寧渠道”的軟渠道建設，形成硬渠道與軟渠道的良性互動和相互促進。

東博會舉辦12年來，“南寧渠道”的影響范圍不斷擴大，作用更加凸顯，中國南寧正在成為面向東盟開放合作的區(qū)域性國際城市。隨著東博會以及“南寧渠道” 的升級發(fā)展，更多的中國—東盟合作奇跡將在南寧這座中國綠城創(chuàng)造，驚艷世人。

Lift the Veil of “Nanning Channel”O(jiān)riented towards China-ASEAN Cooperation

P eople say that Nanning, the provincial capital of Guangxi Zhuang Autonomous Region in Southern China, is the Green City, in a precise geographical position: 22°8′N, 108°3′E.Just like a tremendous magnet, Nanning has brought an increasing number of ASEAN characteristics together here, thanks to the cooperation between ASEAN and China.

Occasionally, you may encounter students from ASEAN nations who are studying in Nanning’s colleges and universities, adapting themselves everything here.As of now, Nanning has already served as one of the cities with the most oversea students from ASEAN nations.

There is a bustling scene around Nanning’s shopping malls and streets, with a growing number of Southeast Asia cuisine restaurants springing up.Citizens can get a taste of authentic and delicious Southeast Asia Cuisines, like Thailand’s Tom Yum Goong, the Philippines’ Coconut Rice, Malaysia’s Peranakan Cuisine, etc., which will excite and satisfy their taste buds.

Topics concerning the CAEXPO annually held in Nanning are being hotly debated: how many leaders of ASEAN nations will attend the CAEXPO; what agreements have been reached on the Meeting; which filed or industry will be the next concern with abundant opportunities and favorable policies, etc.As the loudest voice of China-ASEAN cooperation, all their discussions and focuses are reaching millions of people throughout the world, spreading from Nanning.

Nanning as the permanent home for the CAEXPO has witnessed its development oriented towards China-ASEAN cooperation with mutual benefits.The mutual cooperation has developed and sublimated imperceptibly based on a wide range of contents closer to people’s daily lives, forming a so-called “Nanning Channel” which is unique and indispensable for China-ASEAN cooperation.

The formation of “Nanning Channel” is inseparable from the CAEXPO, through which Nanning is increasingly wellknown while more cooperation can be achieved via the “Nanning Channel”.

Coexist and complement each other

“The concept of ‘Nanning Channel’ and CAEXPO coexist and complement each other” was first put forward by H.E.Ong Keng Yong, the former Secretary-General of ASEAN,” said the Deputy Director and Researcher of Research Office of CPC History of Guangxi Zhuang Autonomous Region Party Committee Huang Zhiyong in an interview.

Centering on the bilateral strategic cooperative priorities, CAEXPO holds Leaders’ Meeting, Ministerial-level Consultations and activities of CAEXPO Country of Honor annually, serving as a platform for China-ASEAN allround cooperation in areas of political diplomacy, economic & trade promotion and cultural & educational exchanges.Against the backdrop, the “Nanning Channel” oriented towards China-ASEAN all-round cooperation came into being.

Ever since the fi rst CAEXPO took place in 2004 in Nanning, China, not only has CAEXPO served as a crucial platform for mutual economic & trade benefits and win-win cooperation, but also has reflected the construction process of CAFTA, as well as the intrinsic requirements for enterprises and markets in a timely manner, so as to guide CAFTA towards pragmatic and healthy development.

For the past 12 years, CAEXPO’s themes were all centered on hot issues about bilateral cooperation.Huang indicated that the themes have been always highlighting two Chinese characters:“合” (“he”means cooperation and joint efforts in Chinese) and “共” (“gong” means joint-organizer, share and double wins in Chinese), ranging from the 1st CAEXPO, themed with “Water of Cooperation” to the 12th CAEXPO, themed with “Building the 21st Century Maritime Silk Road, Creating a NewBlueprint for Marine Cooperation”.

“Based on both CAEXPO and ‘Nanning Channel’, China and ASEAN are integrated as a whole, which has well formed an integral image and general effect of the inequality ‘10+1>11’, and injected new vigor and vitality into the friendly China-ASEAN cooperation,”said Huang.It was precisely because of this that the concept of “Nanning Channel”was extensively recognized by China and ASEAN as soon as it was proposed by H.E.Ong Keng Yong, the former Secretary-General of ASEAN.

Under the influence of previous CAEXPOs, Nanning has realized greatleap-forward development with a continuously solid economic foundation, lifting its international reputation and infl uence sharply.As a demonstration area, a pilot site and a cluster district for opening up and cooperation of China-ASEAN, Nanning will be preferred to take on a role in holding critical activities oriented towards China-ASEAN comprehensive cooperation.Furthermore, a series of important documents, like Nanning Declaration, Nanning Statement and Nanning Consensus, have exerted positive infl uence on the course of China-ASEAN cooperation.

Thus, more and more China-ASEAN strategic cooperation has been reached by virtue of the “Nanning Channel”.

Speed up upgrading in tune with the times

It was explicitly stipulated that CAEXPO, BFA and the Summer Davos were classifi ed as three national first-class exhibitions in 2014.They will be held annually which Chinese leaders will attend with the existing specification.Simultaneously, serving as an existing and well-developed platform for the construction of the 21st Century Maritime Silk Road, CAEXPO has initiated its upgrade version, so has the associated “Nanning Channel” in tune with the times.

Based on the 13th Five-Year Plan, the “Nanning Channel” will be upgraded in all directions by enhancing the software and hardware construction, building an opening up and cooperation platform oriented towards ASEAN, linking with South Central China and Southwest China, and aiming for both internal and external markets.

In a new stage, Huang suggested that it is urgent to exploit, build and create a new “Nanning Channel”.To achieve this goal, we should constantly expand its domain and room, enrich its content and connotation, and enlarge its function and impact.

To which Huang advocated that “Nanning Channel” should be bestowed by new connotation and value to further expand its brand infl uence.“We should give full play to its all-new function under the megatrends of the Belt and Road Initiative, ASEANChina Community of Common Destiny and an upgraded version of CAFTA” by consolidating the core mechanism and platform between “Nanning Channel”and the construction of the Belt and Road, making “Nanning Channel” an effective bridge linking ASEAN-China Community of Common Destiny, and exerting positive influence of “Nanning Channel” on an upgraded version of CAFTA.

Besides, “Nanning Channel” should continue to provide good services for those important international events, like CAEXPO and China-ASEAN Business & Investment Summit, deepening external exchanges and cooperation with ASEAN and countries along the Belt and Road.The CAEXPO should continue to be the backbone and pivot of “Nanning Channel” by virtue of overall upgrade on CAEXPO’s concept, mechanism and content, innovation on exhibition model and improvement on comprehensive service capacity.

It is also vital to broadening the hardware construction of “Nanning Channel” apart from active involvement and service promotion in the Belt and Road, ASEANChina Community of Common Destiny and an upgraded version of CAFTA.

“Advantageous transportation network serves as a prerequisite for ‘Nanning Channel’ and it is also viewed as something inherent in the construction of the Belt and Road,” said Huang.At present, a stereoscopic and comprehensive transmodality system in Nanning has been realized preliminarily.Greater efforts should be made to transform Nanning into a comprehensive transportation hub between China and ASEAN and impel the software construction of “Nanning Channel”, so as to achieve positive interaction and mutual promotion between hardware channel and software channel.

The last 12 CAEXPOs have helped “Nanning Channel” extend and highlight its influence.Against the background, Nanning has been a regional international city opening up for and cooperating with ASEAN.Along with the upgrade and development of CAEXPO and “Nanning Channel”, more world-shaking miracles based on China-ASEAN cooperation are expected to be created by Nanning, the Green City of China.
