The vigorous development of government public administration has a foothold on the cyberlization process of service platform to make an effective analysis on concrete situation and development status between society and government,collecting and analyzing the concrete information retained from utilizing the government service platform to specify the objective and targeted elements to make the cut-in point clear and promote the functions such as guidance,service and coordination in order to achieve the goal of uplifting the government’s public service functions on the basis of cyber development.〔1〕For the purpose that social public administration can effectively work with social organizations,its directions for service and coordination will be set to make its functions systematized and perfect to impel the effective development of public administration.

Internet,as a medium bridging the personal development and social needs,has shortened the distance between the society and individuals.The essential characteristics of cyber are to eliminate the specific differences in the time and space to form a virtual society which is in line with people’s wide requirements.The government network construction for the public administration service platform highlights the comprehensive presentation of the social phenomenon,to form a real and concrete evaluation to the public administration in the real society through the virtual network,and form a definite analysis on the issues existing on the basis of management content and sphere.This will prompt strengthening the weak point of social administration by virtual spatial exchange to meet the internal needs of the individuals in the society meanwhile forming a positive attitude of service,which makes the government fulfilling its administration transparently,and increase the communication,cooperation and impetus between the social cause of public administration and individuals.〔2〕By doing this the valuable information feedback will be provided for government to improve the new features of web service in its administration,and a motive to dig deeply into the service value of network communication with guarantee from both time and spatial and provide the core elements with the government to construct the cyber service platform.

Ⅱ.Focusing on the new pattern for government to administrate the society under the network development.

The role of government social public administration is to strengthen its service function to social communities,so that it can be changed from the angle of compulsive to the angle of service.This platform is a carrier for the government to administrate the public affairs by releasing and collecting information through network to integrate and optimize social information effectively.At the same time,the transparency of the government’s public administration is strengthened and effectively issues the social public information,making the social communities participate in the supervision of public administration.In such situation,the government can expand its network service platform gradually and timely listen to the voice of the community to ensure that the government public administration can provide for real-time protection.

At this level,the government cyber service platform serves a close tie between network information technology and social public management and makes a complementary to the role of government public administration.〔3〕This will provide a potential development platform for the government to execute its public administration functions,to integrate comprehensively the main trend of social development in the era,and promote the role of the network development of the service platform in the social public administration fully with purposes to provide potential development conditions for the government with clear and transparent management,and provide sufficient power for the realization of the goal of the social public administration service platform.

Ⅲ.Propelling to construct a new normal to develop cyber service platform for government public administration.

1.Adhering to the professional development of social public administration via network service platform

The development pattern of public administration in contemporary society should stick to the reticulation with full coverage and the multi function as the principles to enhance gradually the government professional management,which makes the government change its roles from mandatory to a multi-level coordination.Combing the basic features of government service platform functioning as guidance,the internal ascendancy of cyber service can be integrated in order to construct a new service platform with the new features of social public administration.Strengthening the disclosure of network information,service guidance transparent and a service platform with coordination under new principle,setting a higher requirement to the reticulation of the government public administration,these are the inevitable factors of the government social administration towards the intelligent development with a goal of constructing social development atmosphere to meet the inherent requirements for the new normal in the government social public administration.〔4〕While protruding the service value to the cyber platform,we should not neglect its propelling for the construction of the society in organization and coordination,so as to achieve the objective of the network service platform in the government social function to lay a solid network security for the harmonious and stable social development.

2.Ensuring the supervision of public administration through the government network service platform

The key of the development of social public administration is to strengthen the supervision of its circumscription to provide an important guarantee for the comprehensive development of society.Combining the advantages with functions of the network for the government service platform,its service and the supervision will be bilateral.Service is mainly referring that the government should create a good environment for the development of social groups,and supervision is that the community is carrying out a comprehensive,multi-level supervision and evaluation to the government.The overall development of public utilities is to supervise the direction of social public administration,content management and the role of coordination as the fundamental networking service platform to reflect its supervisory functions,in which the administration can be oriented to the whole society,and gradually form a multi-level,multi perspective and all aspects of the systematic supervision to ensure that the direction of building social admonition by the Party with the final,open and transparent requirements,and presenting the fundamental role of the government network service platform,so that the supervision of social public administration can be accepted and promoted for the strong momentum to keep the overall development.

3.Emphasizing the government role to enhance the network service platform is the construction requirements to the social public administration

4.Building a new normal to achieve a wide range of public administration on the network service platform

With accelerating pace of constructing soft environment,harmonious society has become the persistent goal for the government to pursue in its public administration.

The cyber development of the government service platform has the characteristics of the era,progressiveness fully expressed to meet the needs of social groups and individuals in the inner environment.The development of the government’s public administration,as a breakthrough,aims at constructing the cyber service platform to explore the government specific function as an important supplement to the functions of leading,service and guidance to achieve the ultimate goal of the effective coordination and organization of the executive environment.This is the key integration of the network development for today’s government public administration with service platform,which generates a positive roles for more extensive social groups and individuals to ensure dimension and orientation of the government social and public administration and maintain a high degree of accuracy,providing the external prerequisite to optimize the social development environment,to form the new normal by fulfilling the executive administration,which is driven systematically,extensively and scientifically.

Ⅳ.Conclusion

The development of the government cyber service platform has brought great impetus to the effective development of the government’s social and public administration,which enables the function and value of information communication through network to be fully implemented.And constantly improve the internal functions of the social and public administration,in addition to the government organizing and coordinating the social development,will provide the external conditions for the vigorous social public administration to meet the overall requirements of today’s social development and propel social and public administration to a new height.
