全民健身與旅游業齊飛萬盛，一座體育與旅游共融共贏的城市

“萬盛的變化讓我欣喜，城市更整潔了，景區更漂亮了，體育運動和賽事組織的水平也越來越高了……”

日前，在“重慶萬盛龍鱗石海杯”2015年全國無線電測向錦標賽比賽現場，國家體育總局航空無線電模型運動管理中心副主任陳建軍這樣評價了今天的萬盛。

陳建軍是萬盛的老朋友。2011年第十八屆全國定向錦標賽、第七屆全國定向冠軍賽以及2012年世界定向排位賽系列賽期間，陳建軍兩度蒞臨萬盛，親身感受了萬盛的城市環境、旅游風貌、比賽場地和賽事組織等情況。

今年，全國無線電測向錦標賽在次在萬盛舉辦，全國300余名高手同臺競技，陳建軍再次光臨萬盛。他無不感慨地說，萬盛現在正在大力實施全民健身戰略，定向測向運動具備的特性，與“全民健身”這個關鍵詞特別契合，同時定向測向運動更多是在野外舉行，這與萬盛旅游城市的內涵打造不謀而合。

走體育與旅游結合之路，將運動健康植入旅游，促進體旅融合發展，著力打造運動休閑之城，構建全民健身事業與旅游產業發展的雙贏格局，是萬盛經開區近年來明確提出的“體旅融合”發展的重大戰略。

那么，萬盛為什么要大力推進體旅融合？體育融合有什么意義？如何對其謀篇布局？又要實現什么樣的目標呢？

全民健身：萬盛旅游“三次創業”的核心驅動力

黨的十八大提出了“兩個一百年”的奮斗目標。據測算，到2020年我國人均GDP將達到1.2-1.5萬美元，跨入中等收入國家行列，中國消費需求結構將從生存型消費向發展型消費升級，從物質消費向服務消費升級，旅游業發展進入新常態，大眾對旅游的消費理念和模式正在加快轉變。

萬盛是重慶市的一個老工礦區，也是全國100個產煤大縣之一，屬于典型的資源型城市。面對資源枯竭，萬盛未來如何轉型？如何在消費結構升級過程中，并結合自己的特點創新型發展？這是他們思考的重點問題。

“當前，我們實施全民健身戰略，將全民健身作為旅游‘三次創業’的重要內容，將運動健康作為萬盛旅游的特質，通過體育與旅游全面融合，大力發展體育旅游，正是新常態下適應旅游業發展趨勢的重要舉措。”萬盛經開區有關負責人說，由此萬盛將一舉搶占體育旅游的新興市場，促使萬盛旅游繼續領跑全市旅游發展。

萬盛旅游資源獨特，擁有黑山谷國家AAAAA級旅游景區，是“中國優秀旅游城區”、重慶市唯一的“旅游經濟試驗區”、“中國羽毛球之鄉”、“中國定向運動訓練基地”和“國家資源轉型試點城市”，已成為重慶“山水都市”最具影響力的生態旅游精品、長江三峽旅游帶外環的重要節點和重慶周邊旅游的熱點地區之一。然而，目前萬盛旅游產品結構單一、淡旺季明顯、消費業態奇缺。這既不能充分滿足人民群眾日益增長的旅游需求，也制約了萬盛旅游業的轉型升級、提質增效。為此，萬盛確定，當前和今后一個時期，要把傳統旅游產品升級和豐富旅游新產品新業態擺在突出位置，推動旅游產品結構由觀光為主，向生態旅游、體育旅游全面發展。

為此，實施全民健身戰略將充分發揮萬盛體育與旅游先天優勢，致使旅游與一二三產業融合發展，與生態文明、城鎮化、信息化、農業現代化緊密結合，與文化、科技、醫療、商貿領域深度融合，不斷催生體育競技旅游、體育健身旅游、體育賽事旅游、體育文化旅游、體育科技旅游、體育醫療健康旅游等新業態，延長游客停留時間，拉動來區游客人均消費水平跨越式增長（預計從現階段500元/人，躍升到1000元/人），形成從量到質的變化。由此推動萬盛旅游產業與優勢資本相結合，拓展旅游產業鏈、拉長產業鏈，激勵萬眾創業，共享旅游發展機遇，共同做大旅游產業，實現旅游經濟極速增長。

推進體旅融合發展擁有深厚的基礎

一直以來，萬盛經開區都非常注重全民健身運動，為該區體育旅游融合發展作了有益的探索和嘗試。據區旅游局局長梁正和介紹，他們曾成功舉辦過2011年全國定向錦標賽、2012年全國定向冠軍賽，吸引了世界和全國最優秀的定向運動選手參賽，同時萬盛也成為了中國首個定向運動訓練活動基地。同時，他們曾多次冠名國家、市級羽毛球賽事活動，通過在賽場上的曝光率，提升并展示萬盛旅游品牌形象。比如，舉辦了“體驗萬盛羽球文化、暢游最美養生峽谷”中國運動養生旅游專線黑山谷百車自駕體驗活動，開辟康體健身旅游線路；舉辦了“全市大學生徒步穿越黑山谷戶外競技大賽”、“氧出健康美”黑山谷·新女報2015重慶小姐大賽等系列體育與旅游結合的活動，進一步弘揚運動之美、健康之旅。

近年來，萬盛旅游業也獲得了快速發展。2013年，萬盛接待游客數達712萬人次，旅游綜合收入為35.6億元。2014年，全區接待游客數為770.3萬人次，同比增長8%，實現旅游綜合收入38.5億元，同比增長8.1%。

從三個方面，加快推進體旅深度融合

那么，在新的歷史階段，萬盛區對體旅融合發展如何謀篇布局呢？

據介紹，按照實施全民健身戰略意見要求，該區將從三個方面加快推進體旅深度融合：

一是打造運動健康景區景點。以黑山谷、龍鱗石海景區為重點，打造戶外運動、定向測向運動基地。完善旅游度假區健身設施，為游客提供旅游健身服務。

二是開發運動健康線路產品。策劃包裝以羽毛球、定向運動、戶外健身等為主題的旅游線路，鼓勵旅行社開發團隊線路產品，參觀運動健康景點，體驗體育健身活動。支持運動健康俱樂部、社團組織開展體育旅游主題活動。

三是策劃體育旅游宣傳營銷活動。將“健康之旅”作為旅游宣傳營銷主題，充分利用各類媒體，大力度、全方位、深層次廣泛宣傳。策劃組織體育與旅游的賽事活動，重點打造黑山谷全國羽毛球挑戰賽，增強旅游影響力，提升地區知名度。

千里之行 始于足下

方向已經明確，目標已經確定，那么眼下如何做呢？

“當前，我們正在積極策劃和籌備一系列體旅融合賽事活動。”梁正和談到了眼下他們要做的一些具體事宜。

一是推出健步走系列活動。在黑山谷景區開展“走出健康美、氧在黑山谷”——有氧健步走運動體驗游活動，通過具體的運動指標參數，讓游客直觀感受到健步走運動給身體帶來的各種益處。邀請“重慶走走族”、萬盛戶外運動協會等，到景區實地體驗健步走運動。結合金科、天籟谷等旅游地產企業組織的大型銷售活動，開展萬人黑山谷健步走活動。

二是開展定向體驗系列活動。啟動“重返6億年，定向古石林”—定向運動體驗游活動，在龍鱗石海景區內安裝定向運動體驗設備，讓廣大市民游客親身體驗定向運動的樂趣。邀請南岸區珊瑚小學定向運動隊與萬盛小學定向運動隊在龍鱗石海景區進行定向運動友誼賽，共同切磋技藝、交流感受。在第四屆中國西部旅游產業博覽會萬盛展廳中設置定向運動體驗游項目，游客可在專業教練指導下，帶上指卡，現場參與定向運動旅游。

三是舉辦中國·重慶萬盛黑山谷杯羽毛球挑戰賽。該賽事于2015年7月4日-2016年1月3日舉行，主要面向業余羽毛球運動員，比賽分為周賽和總決賽，其中周賽將舉辦24場，每場將決出前3名，分別獲得1萬元、8000元、5000元獎勵；最終24名周冠軍將角逐最后的總冠軍，總冠軍將獲得20萬元巨額獎勵，亞軍至第六名將分別獲得10萬元、8萬元、4萬元、3萬元和2萬元的獎勵。賽事期間還將舉行子如廣場“千人揮拍”、羽球高峰論壇、媒體記者羽球邀請賽、公益捐助等活動。

同時，他們還將以羽毛球運動、戶外運動、定向測向運動為特色打造提升全民健身中心（羽毛球公園、羽毛球廣場）、黑山谷景區、龍鱗石海景區、青山湖、板遼湖、魚子崗等體育旅游景區景點；開發以羽毛球、定向運動、戶外健身等為主題的參觀體育旅游景點、體驗運動健身活動的體育旅游線路；將“運動之旅”作為旅游宣傳營銷主題，重點打造中國（重慶）萬盛羽毛球旅游文化節、重慶萬盛黑山谷羽毛球公開賽，開展體育旅游宣傳營銷活動。

這些，都將極大豐富萬盛旅游內涵，切實增強萬盛旅游的知名度和影響力，形成萬盛旅游的特質和賣點，有力提升萬盛旅游核心競爭力。

To most people who love to travel, they are quite familiar with Wansheng Black Mountain Valley which is well-known to every household in Chongqing. Wansheng Black Mountain Valley has been open to public since 2002; people who have been there once will never forget its "nature, simplicity, origin". In recent years, Black Mountain valley added new projects that explore more fun and health experiences to tourists, on the basis of the original ecological landscape by re-planning, renovation.

Black Mountain valley scenic area is one of the national 5A scenic spot, as well as a national forest park, a national geological park. It is also one of the most attractive scenic spots and famous mountains for best tourist resort in China. Natural Dragon Scale Stone Sea, Explores the secrets of nature

Dragon Scale Stone Sea is the other main scenic spot of Black Mountain Valley. It is a typical carbonate karsts erosion karsts landforms, demonstrated by the stone forest, underground caves and ancient fossils landscape. This scenic spot could be dated back to 465-600 million years ago.

As China's first flower- stone forest, it is surrounded by a lot of flowers and plants, and the Dragon Scale Stone Sea seems to have many secrets. It has been found that one of the oldest stone forest with a view of rare dragon scaly surface rendering, as well as their reputation, both due to accident of natural viewing, and due to the heavy history, culture, the perfect fusion.

In January of 2014, 10 tourist resorts including Chongqing Black Mountain Valley were conferred the First Batch o Municipal-level (Provincial-level) Tourist Resort after the deliberation of the leading group of Chongqing Tourism and Economy Development on its fi rst plenary session. Black Mountain Valley—what is in store?

On Otc.28th, 2014, Chongqing Municipal People’s Government issued an official approval of“Overall Plan for the Chongqing Black Valley Tourist Resort(2014—2030)” ( hereinafter referred to as plan), which provides Wansheng with a detailed plan and high standards for the establishment of the statelevel Black Valley Tourist Resort.

The prospective of the Black Mountain Valley is indeed worth expectation. But what can we mass consumers expect of the resort?

According to the plan, the development of the state-level Black Valley Tourist Resort mainly covers the following aspects:

Planning scope and area

Based on the standards of state-level tourist resort and the status of construction, the scope of Black Valley Tourist Resort covers the region along“Guanyin Temple—Hegou—Bajiao—Dapingtu—Tianlai Valley”, with an area as large as 28 square kilometers and an aptitude between 800 to 1559 meters.

Strategic positioning

The functional positioning of the Black Mountain Valley Tourist Resort is to be distinctive in natural ecology and with a cultural connotation of health maintenance, it will integrate functions such as healthy holidaying, eco-recreation, rehabilitation and convalesce, sports and exercise, commercial meeting, and cultural experience, which make it a mountainous tourist resort in the suburb that is suitable for traveling, living, and health caring.

Development goals

By 2017, the Black Mountain Valley Tourist Resort will have been developed into a state-level tourist resort and a base for summer vacation and health maintenance in the city of Chongqing. By 2025, it will have been built into a nationwide renowned tourist destination for holidaying and health maintenance.

Space arrangement and zone planning

Based on the circumstances of the space and resource, the resort was set a development pattern called “One Corridor and Three Clusters”. “One corridor” refers to the long landscape corridor that crosses the resort area from the south to the north, and “three clusters” means Tianlai Valley’s ecoleisure cluster, Bajiao mountain summer vacation cluster, and Hegou outdoor sports consultation cluster.

With Kucaotang and Tianlai Valley as the core areas, Tianlai Valley eco-leisure cluster will highlight the theme of eco-leisure, introducing various projects of leisure and recreation to make it an eco-leisure resort that is rich in activities and forms, suitable for all-season traveling.

Bajiao mountain summer vacation cluster, with Bajiao, Dapingtu as core areas, will demonstrate itself in its advantages of natural, ecological environment and unique mountain climate for summer holiday. It will exert efforts on the development of modern service industry and build characteristic summer holiday town in mountain area and new urbanization projects oriented by wellness and retirement vocation industry.

The Hegou outdoor sports consultation cluster, with areas like Guanyin Temple and Hegou as its core, will highlight Linhai’s eco-environment advantage and the theme of “Staying healthy by exercise”, putting efforts into the development of leisure sports and ecological conference vocation industry so as to build a characteristic outdoor mountain sports base and a resort center of ecological conference in the mountainous area of West China.

System planning of tourism products

On the basis of Black Mountain Valley’s image positioning as “an all-season health-care tourist resort”, 10 quality tourism projects and 28 supporting tourism projects and a batch of supporting projects of tourism real estate are set in the plan.

The 10 quality tourism projects include an all-season indoor skiing resort, a wind tunnel for space entertainment, a club for low-aptitude flight sightseeing, a leisure park for outdoor mountain sports, Bajiao health care and holiday town, Dapingtu Medical Rehabilitation Center, Chinese Medicine Health World, Black Mountain Yelangli, Baoding Temple Monastery, and Black Valley Great Cultural Theater.

The 28 supporting tourism projects include 1 comprehensive service center, that is, the Bajiao Tourism Service Center; 2 commercial theme streets, which are, the Bajiao Leisure and Cultural Street and Tianlai Gourmet Street; 15 ecological experience projects that involve a long landscape corridor, Banshan Agricultural Tourist Park, Tianlai Karst Cave Science Fiction World, and the Forest Kingdom Adventure World; and 10 regimen vocation theme hotels which consist of Tianlai Valley Thermal Spring Spa Hotel, Black Mountain Forest Holiday Hotel, Kucaotang Chinese Medical Regimen Hotel and so on. The batch of supporting tourism real estates covers Jinke Chinese Regimen Town and Chongbao Cultural village.

As Zhu Chuan puts it, a tourism product system themed on ecological, medical, sports, food, cultural and entertainment regiment will thus take shape after the completion of the abovementioned projects, which on the other hand contributes to the building of a unique regimen industrial chain of the Black Mountain Valley and the creation of wellness tourism in mountainous area with Chinese characteristics.

Recently, at “Chongqing Wansheng Dragon Scale Stone Sea Cup" national radio directionfinding championship competition 2015, the general administration of sport aviation radio model, deputy director Chen Jianjun said a lot about Wansheng.

Chen is an old friend of Wansheng. When Wansheng was the host city for the 18th national directional championships in 2011, the 7th national directional championship and the 2012 world orientation qualifying series, Chen came to Wansheng for two times. To Chen, Wansheng seems to be a city for tourism and championship.

In the year of 2015, the national radio direction-fi nding championship was again hold in Wansheng. There were more than 300 experts coming to compete in events. Chen said he was very happy to see that Wansheng is now becoming as a city in which people are vigorous about to the national fi tness. The characteristics of directional movement direction are actually in accordance with the keywords "national fi tness".

The development of the combination of sports and tourism perfectly demonstrates the mutual benefits of sports and tourism, further promotes the integration of city lifestyle. It is also considered as a major force to drive theeconomic development of the city, and strategically create a win-win situation.

Wansheng has its unique tourism resources, with Black Mountain valley which is now know as a national AAAAA level scenic spots, as well as the only "China excellent tourism city", “Chongqing tourism economy test area ", "Chinese badminton of the township", "China's directional movement training base" and "national pilotcities resources transformation". The city has become the most influential "landscape city" of Chongqing. However, the city doest not have diversity for its tourism products, and it is also heavily infl uenced by seasons having impact on its local consumption. Second, there will be special sport events for tourists, such as swimming championship in Dragon Scale Stone Sea. Professional coach will be aside giving instructions.

Third, China?Chongqing Black Mountain badminton challenge will be held as well . The event will be on July 4, 2015 to January 3, 2016, and winners from this event will be awarded from 10,000 yuan to 100,000 yuan regarding to their levels and groups.

Meanwhile, there will be series of tourism events while having so many sport events in Wansheng. It will explore so much fun and different experiences to tourists from all over the world.
