捷克總統顧問高厚德：

亞歐互聯互通可以促進各地區的經濟繁榮，經濟的發展又能消除貧窮，促進地區的安全與穩定。中國政府提出的“一帶一路”構想非常不錯，古代絲綢之路中，人們進行的是貨物的貿易交換，在新的絲綢之路中，需要分享創新型的理念，建議通過合建研發中心的方式，將區域的互聯互通提升到新的境界。亞歐深化互聯互通將推進跨區域合作，拉動投資和就業，增強經濟的內生動力和抗風險能力，并將有力推動亞歐各國實現可持續、創新、均衡和開放的發展。

Asia-Europe interconnection and interworking could promote the economic prosperity in various regions. Economic development could eliminate poverty, promote regional safety and stability. The idea of “One Belt, One Road” China brings up is very good. In the ancient Silk Road,people conducted trade of goods. In the new Silk Road, innovative ideas need to be shared. I suggest that we lift regional interconnection and interworking to a new level by building a research and development center together. The deepening of Asia-Europe interconnection will enhance transregional cooperation, promote investment and employment, increase economy’s endogenous power and risk resistance capability, and propel a sustainable, innovative, balance and open development among Eurasian countries.

互聯互通是時代潮流，是世界各國的共同需要。亞洲和歐洲在市場、資源、技術上各有優勢，歐洲具有深厚的工業基礎和積淀，亞洲則集中了很多新興市場國家。推進亞歐互聯互通可以促進兩大區域內貨物、服務、資本、人員的高效流動，便利貿易和投資，形成亞歐經濟的良性互動、優勢互補。亞歐地區的金融業必須創新融資模式，克服投資瓶頸，通過多元化的投融資搭配和多幣種組合，為“一帶一路”建設提供有效資金保障。

Interconnection and interworking is this era’s trend and the common need of every country in the world. Asia and Europe have their own advantages in markets, resources and technologies.Europe has a solid industry foundation, while Asia has many emerging markets and countries.Propelling Asia-Europe connectivity could promote efficient flow of goods, services, capital and personnel within the region, facilitate trade and investment, and form a positive interaction between Asian and European economies to enable them to complement each other’s advantages. In terms of the two areas’ fi nance industry in building “One Belt, One Road,” fi nance industry must innovate in capital modes, overcome the bottlenecks in investment, rationally combine diversif i ed investment and fi nancing modes to provide effective capital assurance for “One Belt, One Road.”

隨著亞洲市場逐漸成為全球經濟發展的中心，許多全球型企業，尤其是來自歐洲的跨國企業，在亞洲國家大力開發最新技術和尋求境外直接投資從而刺激經濟發展的同時，都想要抓住進入亞洲市場的機會。東盟經濟論壇和中國的“一帶一路”倡議都有助于這一趨勢發展。亞洲市場有著豐富的多樣性，東盟和中國的倡議對接都能加快市場一體化的進程，與此同時，增強地區間的互聯互通對加速經濟增長，互利共贏也至關重要。地區間的互聯互通還將進一步推進各領域的跨區域流通，同時希望政府與私營企業能構建聯合經營模式吸引更多境外直接投資，增強互聯互通。然而，一些提供專業服務的外國企業，例如銀行，金融，法律和會計等領域，都面臨著問題和挑戰，在以政府組織為主導、國家政策為引導的環境下，有效機制下的公營和私營領域間的相互合作對推進地區間的互聯互通起著重要作用。公私合營是確保外商直接投資，超越國界無縫連接最有效的方式。

As the global economy gravitates towards Asia, companies across the world especially from Europe are seizing growth opportunities in Asia, while Asian countries seek the latest technologies and foreign direct investments to accelerate economic development. This trend is expected to gather pace on the back of regional economic initiatives such as the ASEAN Economic Community and China’s “One Belt, One Road” initiative. While these regional initiatives will engender greater integration of regional markets, strengthening regional connectivity is increasingly critical to foster economic growth and benef i ts, particularly in the highly diverse markets of Asia. Regional connectivity enhances the flow of goods, services, capital and people across geographies, and requires an effective public-private-partnership between government and the private sector for effective regional connectivity to facilitate foreign direct investment. Developing an effective framework and ecosystem to enhance collaboration between the public and private sectors will be key to strengthen regional connectivity, where regional initiatives are driven by government agencies and policies, while the private sector complement to address practical issues and hurdles faced by foreign companies through professional service fi rms in banking and fi nance, legal, and accounting fields. A few key deliverables of such public-private partnerships will be accessibility to timely market access information, joint outreach efforts to share foreign investment best practices, and effective receptacles comprising industry experts in each regional market to facilitate the market entry of foreign direct investment into the host markets.

重慶市經濟和信息化委員會副主任、物流辦主任楊麗瓊：

為了發揮“渝新歐”國際大通道在“一帶一路”建設中的作用，今年，重慶將按照國家戰略，在國家部委的支持下，加強“五國六方”國際合作，優化和完善市場操作，進行郵包運輸常態化、增加貨物集結點、擴大回程貨源等規劃布局和重大課題攻關，不斷推進“渝新歐”去回程公共班列更加常態開行，努力為“一帶一路”建設提供物流支撐。目前，“渝新歐”首個國際段運輸郵包已經獲得成功。這個成功，創造了中歐國際鐵路聯運大通道運行60多年來運輸國際郵包奇跡，成為了中國內陸鐵路口岸首次營運國際郵包業務的范例。我們相信，下一步經過各個方面的努力和探索，隨著包括國際郵包在內的公共班列的的運輸常態化，“渝新歐”國際鐵路大通道，還將為重慶和歐洲的跨境電子商務運輸發揮更加重要的作用。

Yang Liqiong, Deputy Director and Director of Logistics Off i ce at Chongqing Economy and Information Committee

To give a more important role to Yu Xin Ou --the Eurasian railway in accordance with “One Belt, One Road” initiative. Supported by Ministries and State Commissions, in 2015, Chongqing is focusing on international cooperation which is in terms of Five Countries and Six Parties, as well as on integration of market operation, regarding to State strategies. Yu Xin Ou Eurasian Railway is making efforts to the contribution of “One Belt, One Road” initiative, especially in the area of logistic infrastructure. It aims at normalizing international parcels, increasing warehouse and transit stations, and expanding the landscape for round-way logistics. At present, Yu Xin Ou has succeeded in international parcel transits at its fi rst step. Over 60 years later, it fi nally reached a new stage of Eurasian Railway connectivity for international parcels and became a demonstration of inland railway transit for international parcels. We believe, through further exploration, with more efforts, and as the normalization of inland logistic on the global stage, Yu Xin Ou International Railway is a key to the development of cross-border e-business and Chongqing-Europe connectivity.

中國政府提倡的廣泛推進跨境經濟合作與交流“一帶一路”理念得到了中國各領域和其周邊地區的積極響應和廣泛支持。和眾多其他物流企業一樣，DHL已經拓展了其投資范圍，開設了新的服務領域。我對DHL參與到亞歐互聯互通十分看好，同時對中國經濟也非常有信心。我堅信互聯互通對維護世界和平與繁榮，推動發展的起著至關重要的作用。

“One Belt, One Road” initiative, which promises to be among the widest-reaching in terms of boosting cross-border economic interactions, has ramped up huge enthusiasm in China and the region. Along with other players in the logistics industry, DHL has taken immediate action to expand investment and initiate new services. I am very positive about the outcomes for us and for the Chinese economy because I strongly believe that connectivity is the key element to foster peace,prosperity and sustainability in the world.

Tadeusz Chomicki, Ambassador of Poland to China

Poland is a major transportation hub of Europe, situated at the heart of the continent, where all important transportation routes cross each other. Because of this geographic advantage, we are the gateway to Europe, and have the potential to become one of the key participants in European and Eurasian trade. We fi nd China’s initiative to create “One Belt, One Road” very interesting. Poland is ready to cooperate with China in this respect and participate in the implementation of this strategy,which we support as an important idea, with the potential to increase connectivity between Europe and Asia, promote economic development, and also deepen understanding and mutual trust and between our two great continents.

巴基斯坦駐華使館副館長拉特：

近年來，無論是多邊會談，或是今天這樣的對話會，或者兩國間的雙邊議會，互聯互通與合作共贏都備受關注。亞歐議會對維護地區間的和平，促進地區的發展和增進地區間的相互了解都至關重要。亞歐互聯互通產業對話會的意義就在于幫助亞歐各國實現互聯互通，深化亞歐間的經濟、政治和文化交流。

In recent years, whether in multilateral meetings like today’s discussion and planning or member countries’ bilateral discussions, connectivity and collaboration have become a widely discussed theme. Asia-Europe meeting is of strategic importance to the peace and development of these two areas; it also plays a crucial role in deepening mutual understanding. This is a meaningful dialogue and cooperation forum. Asia needs Europe’s experience and technology; Europe needs Asia’s growing markets and human resource. A vigorous Asia-Europe meeting will bring the two continents together and realize connectivity and cooperation through promotion of economic interdependence and political and cultural cohesion.
