分組論壇四打造各界共同參與合作的新格局

中國國際經濟交流中心常務副理事長張曉強：

關于促進亞歐合作有五方面具體建議：一、更好的發揮政府間的政策溝通作用；二，更好的發揮行業組織的服務作用；三，更好的發揮企業的主體作用；四，更好的發揮金融機構的作用；五，更好的發揮智庫的作用。深化亞歐合作符合人民的共同利益，作為中國的一家智庫，CCIEE愿意以實際行動推動亞歐深化合作，與大家一到致力于建立超越政治制度差異和文明差異的親密伙伴關系，開創優勢互補、互利共贏的新局面。我相信，通過共同的努力必將會形成一個更加開放繁榮的亞歐大陸和更加和平、和諧的美好未來。

Zhang Xiaoqiang, Deputy Executive Director of China Center for International Economic Exchanges

I have five specific suggestions for promoting cooperation between Asia and Europe. First,policy communication between governments should be given a full play. Second, the service function of line organizations should be come into play. Third, enterprises should play a dominant role.Fourth, fi nancial institutions should come into play. Fifth, think tank should come into play. Deepening cooperation between Asia and Europe conforms to people’s interest. As a think tank in China,CCIEE is willing to propel the deepening of cooperation between Asia and Europe with practical action, and will also make efforts in establishing an intimate partnership relationship that surpasses differences in political systems and cultures with others together to open up a new situation where we complement each other’s advantages and achieve win-win result. I believe through joint efforts,we are sure to build a more open and prosperous Eurasia and a more peaceful and harmonious and beautiful future.

柬埔寨青年企業家協會主席索皮塞：

中小型企正在成為經濟增長和對 GDP 貢獻的重要力量，它對于刺激就業創造和生產力的增長，尤其是對窮人和低端收入人群來說，起著非常關鍵的作用。更重要的，中小型企業也是減少貧困的機制。但是，目前中小企業在發展過程中正面臨著許多挑戰，諸如信息渠道的獲取成本過高，有限的資金來源和因為資金來源、監管負擔，和窮人的支持設施和服務，包括人力資源、創新和技術而造成的基金可用性難度。正是這些特征，為中小企業在參與互聯互通中帶來了挑戰和機遇。我們強烈推崇為中小企業建立一個專業的、可持續的支撐團隊，一站式注冊辦公室，加強中小企業能力建設。

Piseth Sok, President of Young Entrepreneurs Association of Cambodia

Small and medium-sized enterprises (SMEs)is being a backbone for economic growth and contributing more and more to GDP. It plays a very crucial role to stimulate job creation and productivity growth , especially for poor and low in-come people. More importantly, SMEs is also being a mechanism for poverty reduction. However, SMEs currently are facing a lot of challenges in their development such as high cost of access to information, limited access to fi nance despite of the availability of fund from variety of sources, regulatory burden, and poor support facilities and service including human resource, innovation and technology. These features have brought up challenges and opportunities to SMEs when they are in the interconnection and interworking. We strongly recommend to establish business information center (BIS), form a continues support team, one-stop registration off i ce and capacity building for SMEs.

匈牙利察薩德格基金會經濟政策分析師拉斯洛：

中小企業就就業比例（歐洲67%，匈牙利71%）和增加值（歐洲58%，匈牙利54%）來說，是歐洲和匈牙利經濟的重要元素。但是，他們面臨著像高稅收、很難獲得資金來源、創新技術低、國際化不夠等巨大挑戰。為了幫助中小企業，我們應該設立一個一體化的貿易公司，準確了解每個中小企業的專業，對它們進行分類，根據他們各自的優勢進行分配，并將它們與亞洲和歐洲的市場連接起來。

GY?RGY László, Chief Economic Policy Analyst, Szazadveg Foundation, Hungary

SMEs are important elements of the European and Hungarian economy in terms of their share in employment (EU: 67%, H: 71%)and added value (EU: 58%, H: 54%). However they face numerous challenges such as high taxation, difficult access to financial sources, low level of skills and innovation, and low degree of internationalisation. To help SME, we should establish an integrative trading company, know exactly each SME’s specialty, classify them, allocate their advantages and connect them with Asian and European markets.

為推動亞歐媒體間的互聯互通，可以以建立亞歐媒體共同體為切入口，打造亞歐合作的基礎平臺之一，我在此提出四點建議：1.在亞歐會議框架下，建立主流媒體交流平臺，并適時推動建立“一帶一路”沿線媒體合作平臺，以融合發展提升和共享共同價值；2.確立定期交流機制，促進各媒體間人員交往、信息和技術交流，消除相互之間的歧視和分歧，求同存異，互通有無，取長補短；3.創新媒體研究合作模式，建立專業的跨國媒體大學和研究機構聯盟，組建相應的創新研究團隊；4.建立亞歐媒體間資源共享平臺，打造開放式、可視化和定制化內容生產和發布平臺。構建媒體信息與用戶大數據庫，通過云計算、智能終端、以及社交關系傳播等打造媒體新生態鏈和文化產業共同體，共享媒體發展紅利。

To promote the media interconnection and interworking between Asia and Europe, we can start with establishing an Asian-European media community as one of the basic platforms of Asia-Europe cooperation. I would love to make four pieces of suggestions here. First, under the framework of Asia-Europe meeting, we should establish a communication platform of mainstream media, and propel setting up a cooperation platform for media along the line of “One Belt, One Road” to integrate, develop, improve and share common value. Secondly, we should set up a regular communication mechanism to promote the communication of personnel, information and technology,erase discrimination and difference, seek common points while reserving difference. Moreover,we should exchange needed goods, and make the best of others’ strong points. Thirdly, we should innovate in media research and cooperation mode. We should establish a professional transnational media university and a research institute alliance, and build an innovative research team. Fourthly,we should set up a resource sharing platform among Asian and European media. We should build an open-style, visual and customized content production and releasing platform, and establish a database of medium information and users. Through cloud computing, intelligent terminal and social relationship communication, we should forge a new ecological chain for media, a community for culture industry, and share the bonus of media development.

在華投資的跨國企業與社區互動這一需求仍在增長，他們認為，在此經營自己主要業務的同時，也減輕了社會及環境的風險。就此而言，一場社區利益共享的對話對于找出問題，并制定行動方案是必要的?；ネㄟ@個概念，是對中歐合作定義的關鍵詞，它可以發展成為一個有效的，針對利益共享互動的三維立體概念。

基于這樣一個推理，這篇文章闡述了媒體和智囊團在解決沖突中發揮的重大作用。前者在非層次、多方位的話語中打開了受信任信息的渠道，而后者則可以為行動導向的對話提供公正與創新。

Brehm Stefan, Researcher in Asian Studies Center in Lund University

Multinational enterprises investing in China see a growing need to interact with the communities that host their operations as a means to mitigate social and environmental risks. In this context a community stakeholder dialogue is essential to identify problems, and formulate action. The notion of connectivity, a key term def i ning Sino-European cooperation, can be developed into a concept that brings to the fore three dimensions of effective stakeholder interaction. Based on this reasoning the article illustrates how media and think tanks both can play a crucial role in addressing conf l icts. The former opens channels for trusted information in a non-hierarchical, multi-directional discourse; the latter can provide impartial, innovative input for action-oriented dialogues.

國家文化發展國際戰略研究院院長李小牧：

文化產業國際合作是亞歐產業互聯互通的重要領域，文化產品與服務的國際貿易是國際貿易中的重要組成部分，其內容涉及貨物貿易、服務貿易和知識產權，具有極強的特殊性，因此應成為亞歐互聯互通的前導鏈和壓艙石。文化貿易學術研究機構在亞歐互聯互通進程中發揮著獨特且不可替代的作用。語言是不同文化交流的橋梁，但我們同樣面臨著跨越橋梁之后對方的文化圍城。智庫或者研究機構可以通過自身努力，不僅通過研究成果直接貢獻與“一帶一路”和亞歐互聯互通的進程，同時也可以在整個亞歐互聯互通過程中發揮智庫、研究機構獨特的某種程度上不可替代的作用。

International cooperation in culture industry is an important field in Asia-Europe industrial interconnection and interworking. Culture trade is important content in international trade; it concerns with goods trade, service trade and intellectual property and it has great uniqueness. Therefore it should be the leading strand and the ballast of Asia-Europe interconnection and interworking.Culture trade academic research institutions play an unique and irreplaceable role in Asia-Europe interconnection and interworking. Think tanks or research institutions could directly contribute the progress of “One Belt, One Road” and Asia-Europe interconnection and interworking with research achievement, also they could play their unique and irreplaceable roles in the whole process.

國家發改委西部司巡視員歐曉理：

政府間要推進合作編制規劃和確定項目，目前中國正在與俄羅斯、蒙古國啟動編制促進中蒙俄經濟走廊的規劃綱要。他同時指出，跨國基礎設施互聯互通項目實施起來普遍進展緩慢，共建“一帶一路”是沿線國家的共同事業，加快推動互聯互通也是各國共同的使命，需要各方面相向而行，共同努力。

Ou Xiaoli, Inspector of NDRC West Department

Governments should propel the planning of cooperation compilation and the project identif i cation. Now China is launching compilation together with Russia and Mongolia to promote the layout plan of China-Russia-Mongolia economic corridor. Ou also points out that transnational interconnection infrastructure projects usually develop slowly. Building “One Belt, One Road” is the joint enterprise of countries along the line; accelerate promoting interconnection and interworking is also every nation’s mission. It needs joint efforts.

歐洲對外行動署東亞司司長薩巴蒂爾：

亞歐互通對我們廣義上來說是非常具有挑戰的，實際上我們物理上的連接相對于非物質連接要簡單一些，所以我們在非物質連接上面還有更多的努力需要去做。我們需要這樣一條數字化的，可監管的，又是連接歐亞大陸的絲綢之路，同時讓歐亞地區的人際交往間的信息自由交流得到最大互通。

The connection between Asia and Europe is very challenging to us. In fact, physical connection is easier than nonphysical connection. Therefore, we have more things to do in terms of nonphysical connection. We need a digital and regulatory silk road with free fl ow of information for maximum connectivity in Eurasia and full ownership for the peoples along the road.
