國家互聯(lián)網(wǎng)信息辦公室信息化發(fā)展局局長徐愈：

“互聯(lián)網(wǎng)+”將促進“一帶一路”沿線和周邊國家的網(wǎng)絡(luò)互聯(lián)、信息互通，進一步深化互聯(lián)網(wǎng)經(jīng)貿(mào)和技術(shù)合作，推動形成經(jīng)濟發(fā)展新常態(tài)。未來五年，物流、交通、教育、醫(yī)療、房地產(chǎn)、能源等行業(yè)都會逐步地互聯(lián)網(wǎng)化，“互聯(lián)網(wǎng)+”正在從信息傳輸逐漸滲透到銷售、運營和制造等多個產(chǎn)業(yè)鏈環(huán)節(jié)，形成人與物、物與物的全面聯(lián)接，不斷促進產(chǎn)業(yè)鏈的開放和融合。隨著全球互聯(lián)網(wǎng)產(chǎn)業(yè)鏈的不斷延伸和拓展，互聯(lián)網(wǎng)相關(guān)企業(yè)間的國際合作程度顯著提高，為我國企業(yè)走出去、外國企業(yè)走進來提供了重要的機遇，“互聯(lián)網(wǎng)+”也將促進中國與“一帶一路”沿線國家和周邊國家的網(wǎng)絡(luò)互聯(lián)、信息互通，進一步深化互聯(lián)網(wǎng)經(jīng)貿(mào)和技術(shù)合作。

In the next fi ve years, logistics, transport, education, healthcare, real estate, energy and other industries will all be internetized gradually. “Internet Plus” is penetrating from information transmission into marketing, operation, manufacturing and many other parts in industry chains,forging a comprehensive connection of people and objects, and between objects. This will promote the openness and integration of industry chains. SAP中國研究院院長、SAP高級副總裁李瑞成:

SAP's Industry 4.0 roadmap, as well as some examples of intelligent factories. Connecting the Internet with different industries will lead to revolutionary changes, and Industry 4.0 should focus on the development of intelligent factories and intelligent production. SAP is playing a major role in facilitating the development of Industry 4.0 with support from the German government, Siemens,and other large companies. To promote Industry 4.0 in China, SAP will focus on establishing global standards and IT security, guiding companies on the way to realize the country's 'Made in China 2025' strategy. Also, SAP customers Harley Davison Motor, and the Shenyang Institute of Automation of Chinese Academy of Sciences as two examples of how SAP helps companies achieve intelligent production.

浙江省義烏市市長盛秋平:

義烏作為中國跨境電商的先發(fā)地區(qū)，愿意與亞歐國家的政府、行業(yè)組織及企業(yè)積極合作，共同促進亞歐互聯(lián)互通。2015年1至4月，義烏實現(xiàn)快遞收入11億元，增長43%，日均發(fā)送電商快遞超過150萬件，其中發(fā)到世界各地的跨境電商小包及快遞超過40萬件，居全國城市第四。義烏跨境電商的迅猛發(fā)展，是“互聯(lián)網(wǎng)+貿(mào)易”的結(jié)果。義烏作為全球知名的小商品貿(mào)易中心，越來越多的采購商和消費者通過互聯(lián)網(wǎng)，以義烏為紐帶把中國制造帶到海外，把世界制造帶到中國。重慶作為直轄市有體制和機制的優(yōu)勢，渝新歐鐵路又形成了常態(tài)化運行，在發(fā)展跨境電子商務(wù)方面有很大的發(fā)展?jié)摿Α?/p>

Sheng Qiuping, Mayor of Yiwu, Zhejing

As an early region of China’s transborder E-business, Yiwu would love to cooperate proactively with governments, line organizations and companies from Asia and Europe, and jointly promote the Asia-Europe connectivity. From January to April 2015, Yiwu achieved 1.1 billion yuan in express delivery income, increasing 43%. The average daily E-business express delivery is over 1.5 million,among which transborder packets are over 0.4 million, ranking Yiwu the fourth around the country.The rapid development of Yiwu’s transborder E-business is the fruit of “Internet Plus Trade.” As a world famous small commodities trade center, Yiwu is being taken as link between Made in China and overseas by more and more purchasers and consumers operating online. As a municipality,Chongqing has advantages in system mechanism. Chongqing-Xinjiang-Europe Railway has achieved normalization and possesses a great potential in developing transborder E-business.

中國交通通信信息中心主任曹德勝：

在我國實施的三大戰(zhàn)略中，明確要求交通先行。天地一體交通通信信息網(wǎng)是互聯(lián)互通的重要基礎(chǔ)，將為互聯(lián)互通提供通信信息服務(wù)保障。在大數(shù)據(jù)時代加強建設(shè)交通通信信息網(wǎng)，將有力支撐交通運輸發(fā)揮先行作用。交通運輸部已加入“互聯(lián)網(wǎng)+”行動計劃編制工作組，積極參與大數(shù)據(jù)、云計算等相關(guān)重要政策意見的制定工作。中國交通通信信息中心在重慶搭建全國車聯(lián)網(wǎng)監(jiān)管與服務(wù)平臺，打造以應(yīng)用服務(wù)為特色的汽車網(wǎng)全產(chǎn)業(yè)鏈，為智慧交通的建設(shè)與發(fā)展做出積極貢獻。

In the implementation of the three major strategies in China claimed that transportation should be given priority.Transport telecommunication and information internet is an essential foundation of interconnection and networking; it provides service assurance. To build information center of interconnection and networking in the big data era, transportation should play an advanced role.Ministry of Transport has joined the “Internet Plus” action plan working team, participated actively in formulating important policies regarding to big data and cloud computing. Ministry of Transport is going to build a west side platform in Chongqing to monitor vehicles throughout the country, a road transport logistics information platform and automobile after-sale service platform, thus building a auto industry chain and contributing to the construction and development of intelligence traff i c.

Entrepreneurs are going to have their spring come. Now, the development of cloud computing,big data and other technologies has made things easier for start-ups and greatly reduced the startup cost. Entrepreneurs could start a business with only a computer, a desk and a cable. Besides,data reconstitution, data mining and analysis of big data promote the continuous innovation of business mode, making start-ups unprecedentedly lively. To build a better entrepreneurial environment, government needs to further free its mind, and support innovative start-ups with a more inclusive attitude. New technology, new industry and new business mode will challenge the current institutional framework, some of which are in the grey zone of regulation and will break the current interest pattern. Government needs to be tolerant to new things. Administrative staff should be humble and to learn these new things, improve regulation measures towards the management problems that new things bring up, and improve their service.
