Analysis of the Impact of Service Trade on Economic Development of Guangdong Province

Abstract Service trade is an important part of international trade. Since the late of ?twentieth Century， the international transfer of service industry for international service trade with the rapid development of information technology gradually spread in the world， which has become a new hot spot in the current international trade .It is important to promote the development of trade in services for Guangdong Province， actively attract Multi-National Corporation investment in the service industry， to undertake international service outsourcing， and vigorously promote the imports and exports of service industry， to promote the transformation of trade structure adjustment and growth mode.

Recently， economic growth mainly depends on foreign trade in goods trade in Guangdong Province， which relies on the "three to one meeting of foreign trade and economic development"， and really made a lot of achievements.

It used to support high-speed growth of Guangdong Province industrial， low value-added labor-intensive industry development is very limited space because of its restriction of land， labor， energy and the environment. Industry and producer service industry in Pearl River Delta split has increasingly become a bottleneck of industrial upgrading. The development of low power consumption and high added value service trade has important significance in Guangdong Province Economic Growth Strategy. In 2013， Guangdong provincial government promulgated on accelerating the development of service trade of views which included the important strategic position of the development of trade in services， the excellent human resources advantage of Guangdong Province to the service area.

In recent years， the development of service in Guangdong Province is becoming fast. In 2012， the total trade in services import is amounted to USD 1064，600，000，000， for the first time exceeded 100 billion dollars. Trade in goods trade in services on the whole serious lag of Guangdong.Over the years， Guangdong Import and export volume accounted for one third above. However， the total amount of service trade accounts for about one eighth of the total merchandise trade for a long time， behind than Shanghai， Beijing. Though shipping service advantage and play of Guangdong is better on location in tourism， in many other fields of service trade does not have sufficient research and development， and missed a lot of opportunities for development. Therefore， Guangdong service trade is still at the primary stage.

According to the balance of payments statistics， from 2005 to 2013， Guangdong trade in services of foreign-related revenue is at an average annual growth rate of 30%， higher than the same period in the province's average annual GDP growth rate of 13.1%. With the national service trade deficit continued different Guangdong， service trade and import and export of goods， in recent years the basic surplus state， and Guangdong Province service trade import and export is negative in the 90's.

According to the balance of payments statistics in 2013， the transport and other business services payments of Guangdong Province is amounted to USD 16，077，000，000， the proportion of the province's total services trade amounted to 63.14%.The province's communication services and financial services over the same period， computer and information services， royalties and license fees， sports， justice and entertainment services technology and knowledge intensive projects. Revenue is totaled USD 4，465，000，000， accounting for only 31.83% of total services trade balance. Visible， Guangdong service trade structure is more one fold; trade imbalance is more prominent， mainly concentrated in labor-intensive and resource advantage of the field. Distribution of foreign investment in third industries mainly concentrated in the real estate industry and traditional service industry， and the financial insurance industry health， sports and social welfare education， culture and art of Radio Film and television industry， scientific research and comprehensive art service industry had the less investment.

How to deepen the service trade impact on Guangdong Province Economic Development？

The first half of 2014， the cumulative Guangdong Province service industry added value of 1，465，327，000，000 Yuan，a year-on-year growth of 8.1%，the GDP growth rate reached 48.7%. The structure of the three industries continues to adjust， the third industries accounted for 0.9 percentage point increase over the year.

The rise of emerging service industry is changing economic institution in China， which not only makes the structure more optimized， but also realizes the sharing of resources， reduces resource consumption and cost. The export unit trade scale is gradually increasing， and provides services to some of the scarce resources. The emerging service trade obtains the full scale development， and some precious resources also in the domestic trade sector inflows; the economic benefit is improved significantly. Trade in services is composed of import trade and export trade， China's service trade basically in the state of deficit， while exports to GDP growth stimulating contribution than total trade also twice as high， this shows that imports accounted for more than 50% of the total part of service trade have no stimulating effect on the Chinese GDP growth， or even negative， which explains the foreign trade multiplier theory of Keynes. But it is worth our attention， if the import of service trade is in order to ensure the future of the export trade more smooth， for increasing the added value of the export products， to promote industrial structure upgrade or enhance the ability to export reproduction， to attract a large number of high-tech， new technology， qualified personnel and management technology， to help expand the trade volume of imports， imports of services the pattern is to be encouraged and respected.

With the rapid development of Chinese economy， regional economic relationship is in the optimal portfolios： one is the domestic region which is from the eastern and Western longitudinal distribution of transverse distribution of North South transition; the two is India ocean geo strategic position in the rapidly rising， so as to enhance the strategic value of Southeast Asia to India. From the domestic point of view， with the development of Tianjin New Area， Chinese has formed a horizontal regional economic relations to the Pearl River Delta， Pudong Development Zone， Tianjin New Area as a leader of the. Including the northeast， North China， northwest， north to heavy industry based economy belt or the northern economic zone; middle and lower reaches of Yangtze River， various provinces and cities in basic industry as the center of the Yangtze River economic belt; Fujian， Guangdong， Guangxi and beyond， Joan， Yunnan， to industry based economy in the South belt.

The scope of service trade involves is wide， involving more sectors of the economy， especially pay attention to service trade body to the construction of cooperation network. Whether government agencies and government related service industry development mechanism， or semiofficial institutions and civil society institutions， the scope of its functions， rights， responsibility must be explicitly stipulated in the laws， regulations， so as to ensure the service trade subject behavior effectively， as the scope， expand service trade to improve the level of trade and create a harmonious environment.

In general， the service trade itself is a complex and arduous task， conscientiously fulfill the task， has the vital role to the national economy， improve the level and therefore， we must according to the development trend of international service trade， the implementation of the reform and opening up， and their integration into the world economy， but also to choose different ways according to the service trade the actual situation in the country. For a country， the development of trade in services is equal to the economic level， people's quality of life continues to improve， in order to achieve this goal， countries should accelerate the pace of opening to the outside of the service industry， service trade on economic growth play an active role in promoting.
