區域合作政策效果的評估體系構建

摘要：在科學界定區域合作政策及其效果評估內涵的基礎上，梳理了國內外關于政策評估的研究，根據事實與價值統一、顯性與隱性綜合的主張，結合區域合作政策涉及的合作領域，分別以交通基礎設施、產業轉移、園區建設、旅游、經貿合作、市場服務作為直接效果評估的觀測點，同時將與其他自由貿易區合作發展、與兄弟省市合作發展、與臺灣經貿合作發展、所屬經濟區域發展作為間接影響評估的觀測點，構建區域合作政策效果評估體系。

Abstract:On the basis of the scientific definition of regional cooperation policies and their effect on the assessment of the connotation, sort out researches on policy evaluation, according to the unity of fact and value, dominant and recessive integrated proposition, combined with regional cooperation in the field of cooperation policy involves, namely to transport infrastructure, industrial transfer, park construction, tourism, trade and economic cooperation, market services directly impact assessment as observation points, while the co-development and other free trade zone, in collaboration with provinces and municipalities develop economic and trade cooperation with Taiwan, an regional economic development as observation points indirect impact assessment, to build regional cooperation policy impact assessment system.

Key Words:Policy impact assessment；System Construction；Regional cooperation當今世界范圍內，區域合作呈加速發展的態勢，各政府主體紛紛出臺各種政策促進區域合作的發展。由此引發政策制定者和執行者以及公眾對政策施行效果的密切關注，對政策所產生的效果評判越來越強烈，這都是對構建區域合作政策效果評估體系的強大動力。

一、區域合作政策及其效果評估的內涵

（一）區域合作政策

區域合作是指以行政區劃為主要劃分標準的區域之間或區域內部不同地區之間的主體，包括政府、團體、自然人等，依據一定的目標、原則和制度，將不同的系統要素在地區之間進行重新配置、整合與優化，形成規模更大、結構更佳的組織體系，以便獲取最大的經濟效益、社會效益和生態效益的個體和集體相互協作的行為[1]。……
