中評協關于第27屆泛太平洋不動產評估師、估價師與咨詢師會議征文的通知

各省、自治區、直轄市、計劃單列市資產評估協會（注冊會計師協會）、各資產評估機構及相關院校：

第27屆泛太平洋不動產評估師、估價師與咨詢師會議（the 27th Pan Pacific Congress of Real Estate Appraisers, Valuers and Counsellors）將于2014年9月21日至24日在新加坡召開。會議主題為“可持續發展：評估行業面臨的挑戰——環境、經濟、公平公正、文化遺產等因素”（Sustainable Development: Challenges Facing The Valuation Professions - Taking Environment, Economic,Equity, Cultural and Heritage Issues into Perspective）。為增強中國資產評估行業的國際交流和溝通，促進行業專業人士與國際同行之間的相互學習和借鑒，大會現開展征文活動，請評估業界人士踴躍投稿。

一、征文建議主題

（一） 評估與估價（Valuation and Appraisal）

1. 評估方法——租賃資產評估，現金流折現法（Methods and techniques——leasehold valuation,discounted cashflow techniques）；

2. 特殊資產評估——文物建筑與歷史建筑評估（Specialised valuation——valuation of heritage buildings,historic buildings）；

3. 機器設備評估——評估準則、最佳實踐與評估方法（Plant and machinery valuation——standards, best practices, techniques）。

（二） 評估與會計（Valuation and Accounting）

1. 遵循國際財務報告準則（IFRS）的評估實踐——市場價值與公允價值（Valuation in compliance with IFRS——Market value and Fair value）；

2. 評估實踐與會計實踐之異同（Similarities and differences between valuation and accounting practices）；

3. 企業價值評估——無形資產評估（Business valuation——intangible asset valuation）。

（三）評估與環境（Valuation and Environment）

1. 綠色評估——評估準則、最佳實踐與評估方法（Green valuation——valuation standards, best practices,techniques）；

2. 影響力研究——可持續發展問題（Impact studies——sustainability issues）；

3. 環境影響評價與環境污染（Environmental impact assessment, contamination）。

（四） 評估與法律（Valuation and Law）

1. 土地征收、土地開發權評估與地下權評估（Land acquisition, development rights valuation, subterranean rights valuation）；

2. 財產稅評估——批量評估以及計算機輔助評估法（Property tax assessment——mass assessment,computerised methods）；

3. 化解評估糾紛——專家證人和專業過失（Resolving valuation disputes——expert witness,professional negligence）。

（五）評估、實踐與培訓（Valuation, Practice and Training）

1. 評估實踐中的問題——簡單復核評估及參考性評估（Valuation practice issues——kerbside valuations,indicative valuations）；

2. 實踐與獎勵——職業道德、競爭和業務發展（Practice and rewards——professional ethics, competition,business development）；

3. 培訓與發展——教育與后續教育（Training and development——education, continuous professional development）。

二、論文及摘要內容

須包含演講人姓名（請將姓氏標注下劃線）、郵寄國家和地址、代表組織或單位名稱、E-mail地址、電話及傳真號碼；標題需用大寫字母表示；摘要字數為200～300字左右（使用A4版Word文檔）；論文篇幅控制在10頁之內（使用A4版Word文檔）。

三、語言、格式及提交日期

論文語言為英語。10號字，字體為Arial；單倍行距；摘要和論文均為首次發表；參加大會“最佳論文獎”評比的作者必須在2014年7月25日之前提交論文。

論文提交者請將論文、摘要以及幻燈片分別于截止日期之前提交至中評協國際部（聯系方式見下）。其中，摘要提交截止日期：2014年2月21日；論文提交截止日期：2014年7月25日；幻燈片提交截止日期：2014年8月22日。
