歷史文化街區(qū)保護(hù)和更新規(guī)劃的實(shí)踐探索

摘要:歷史文化街區(qū)賦存的大量彌足珍貴的歷史文化遺跡是延續(xù)和發(fā)展城市歷史和文化的骨骼，具有不可替代的價(jià)值和作用。如何在科學(xué)發(fā)展觀的指導(dǎo)下，建立科學(xué)可行的保護(hù)體系，同時(shí)通過合理的產(chǎn)業(yè)置換和功能更新，實(shí)現(xiàn)歷史文化街區(qū)的可持續(xù)發(fā)展，對(duì)城市歷史文化的傳承和城市風(fēng)貌特色的形成具有重要意義。本文在研究國內(nèi)外有關(guān)歷史文化街區(qū)保護(hù)的理論和方法基礎(chǔ)上，結(jié)合邵陽市歷史文化街區(qū)現(xiàn)狀特征分析，在控制性詳細(xì)規(guī)劃層面針對(duì)歷史文化街區(qū)的保護(hù)和更新規(guī)劃進(jìn)行實(shí)踐探索，并提出了歷史文化街區(qū)保護(hù)和更新兩大規(guī)劃體系和相應(yīng)的規(guī)劃策略，以期為歷史文化街區(qū)同類規(guī)劃提供參考。

Abstract:The precious historical cultural relics， which are abounding in the historic and cultural streets， constitute the backbone of one city’s history culture continuation and development， whose value and function is indispensable. How to erect a feasible preservation system under the guidance of Scientific Development Concept and simultaneity achieve the sustainable development of the historical cultural blocks through rational industrial replacement and functional update is of great significance for the formation and succession of one city’s history culture and also its characteristics. Based on the theories and methods concerning the protection of historical cultural blocks home and abroadthis paper analyzing the status quo of Shaoyang’s historical cultural blocks deals with theprogrammingof the historical cultural blocks’ protection and renovation at the level of controlled detailed planning. In order to provide some references for similar plans of historical cultural blocks， this paper also brings forward planning systems and corresponding strategies for the protection and renovation of historicaland cultural blocks.

1背景分析

1.1城市化與城市擴(kuò)張

中國城市化水平已超過40%，進(jìn)入快速城市化時(shí)期，城市面積、高度、密度的進(jìn)一步擴(kuò)張，對(duì)城市傳統(tǒng)風(fēng)貌的威脅進(jìn)一步顯現(xiàn)，而歷史文化街區(qū)也將經(jīng)受嚴(yán)峻的挑戰(zhàn)。

1.2城市更新與舊城改造

我國過去的城市更新與舊城改造由于缺乏對(duì)歷史文化街區(qū)的認(rèn)識(shí)，用一般城市舊區(qū)拆建改造方式對(duì)歷史文化街區(qū)進(jìn)行破壞性改造，導(dǎo)致歷史文化街區(qū)的固有風(fēng)貌和形態(tài)受到嚴(yán)重破壞，更割斷了城市歷史文脈，也使許多珍貴的歷史文化遺產(chǎn)在改造過程中毀于一旦。在當(dāng)前城市進(jìn)入快速發(fā)展和建設(shè)高峰時(shí)期，如何處理好保護(hù)與發(fā)展的關(guān)系，展現(xiàn)城市歷史文化內(nèi)涵，提升城市品質(zhì)，創(chuàng)造城市形象，已成為邵陽城市建設(shè)重點(diǎn)。……
