卡塔爾，期待與中國經貿合作的飛躍

提起阿拉伯，人們首先想到的是豐富的石油，提起卡塔爾，人們自然會聯想起首都多哈，以及在那里舉行的世界貿易談判。同時，卡塔爾又是中東地區重要的石油天然氣供應國。可見，卡塔爾在世界經濟政治格局當中占有十分重要的、而且是特殊的地位。

2008年是中國與卡塔爾建交20周年。20年以來，兩國不僅建立了牢固的政治互信，而且在經濟領域開展了廣泛的互利合作。9月，《亞洲財富論壇》專訪了卡塔爾國駐華大使阿卜杜拉·穆夫塔赫，大使稱：卡塔爾期待與中國經貿合作的飛躍。

重大項目鎖定10倍貿易額

《亞洲財富論壇》：大使閣下，今年是中國與卡塔爾建交20周年，兩國經貿關系發展如何？在哪些領域開展了務

實的合作？

阿卜杜拉·穆夫塔赫：卡塔爾與中國于1988年建立外交關系，至今已整整20年。在過去的20年里，雙邊關系發展良好，同時，我們期待雙邊經貿合作取得更多成果。近年來，雙邊貿易額呈平穩增長勢頭，2006年，雙邊貿易額達到10億美元，到2007年底，達到12億美元，我們相信，未來一定會有更大的發展。最近，卡塔爾與中國簽署了一項重大的投資合作協議，根據該協議，兩國將在能源領域開展一項大型投資合作項目。根據該項目的合作協議，卡塔爾將向中國出口石油、天然氣、石油化工產品等等，該項目如果合作順利，預計雙邊貿易額將獲得10倍增長。

我懷著十分興奮的心情告訴大家，目前，許多中國建筑行業最優秀的企業都在卡塔爾進行投資并進行項目合作，它們是真正享譽世界的，它們在卡塔爾所從事的工程進展也十分順利，這些工程項目都是大項目，并且惠及每一個卡塔爾人。同時，我還要強調，它們作為國際一流的大公司，不僅在項目建設上保持了一流的國際水準，并且提供的服務也是一流的，否則我們也不會選擇中國公司。這些工程項目大多為政府辦公、商務及公共事業所用，比如由中國公司承建的新國際機場，將于2009年開放并投入使用。

卡塔爾是一個美麗的國家。作為阿拉伯國家的一員，也在大力開發旅游產業，現已發展成為中國游客在中東地區的旅游目的地。旅游產業的發展也帶動了投資業的進步，卡塔爾首都多哈現已成為中國投資的理想之地。

貿易無逆差，外資零稅收

《亞洲財富論壇》：中國與卡塔爾都是奉行自由貿易的國家，兩國采取了哪些務實政策推動經貿合作的發展？

阿卜杜拉·穆夫塔赫：2008年，卡中經貿合作進入了一個新的階段，兩國簽署了一系列商務合作協議，其中最重要的包括雙方在投資領域的合作，共同開發石油、天然氣等能源。今年，卡塔爾總理將訪華，我相信總理訪華之后，我們兩國的合作將更加成功。中國國家副主席習近平閣下也曾多次對卡塔爾進行了富有成果的訪問，雙方簽訂了一系列能源及投資合作的協議。所以我認為，2008年雙邊經貿合作會呈現出一個大的飛躍。據我使館了解，中國政府對于這些合作協議的達成是非常滿意的，所以，我們期待著兩國經貿關系在未來能夠不斷取得長足的發展。

為了更好地促進卡塔爾產品向中國出口，我們在中國主要城市設立了辦事處，其中包括北京、上海、廣州和香港，并且很快還將在其他城市設立辦事處，所有這些努力都取得了令人滿意的成果。

卡塔爾與中國的貿易合作不存在逆差問題，事實上，卡塔爾對中國的出口大大超過進口，并且預計在雙方所簽訂的合作協議落實之后，向中國的出口量還將迅猛增長。這主要是因為卡塔爾是中東地區的主要能源供應國，而中國是能源消費大國，卡塔爾的石油、天然氣以及化工產品等等能夠滿足中國的需求。

卡塔爾不僅是中國旅游者理想的旅游目的地，同時，由于特殊的地理位置，卡塔爾已成為中國旅游者前往中東和歐洲地區重要的航空中轉站，因此，雙方加強民航業的交流與合作是十分必要的。中國是卡塔爾民航業的重要市場，卡塔爾航空公司班機在北京、上海、廣州以及香港都設有始發站，目前香港每日一班，上海每周五班，廣州和北京每周四班，而我們的目標是將航班增加到每日兩班，比如，北京的航班將由目前的每周四班增加到每周十四班。卡塔爾航空公司目前正在與中國國航加強合作，比如，根據雙方達成的協議，當卡航班機的座位不夠時，多出來的乘客可乘坐中國國航班機。

卡塔爾是一個奉行自由貿易的國家，為了與鄰國競爭、更多更好地吸引外國投資，卡塔爾采取的政策都是積極的和鼓勵外來投資的，對于大規模的外國投資，無論在哪個領域，在一定期限內都給予零稅收的鼓勵政策。

政治互信推動經貿健康發展

《亞洲財富論壇》：卡塔爾是中東地區重要國家，而中國也在世界舞臺上扮演越來越重要的角色，兩國政治關系如何？

阿卜杜拉·穆夫塔赫：自兩國建立外交關系以來，兩國領導人不斷進行高層互訪，其中包括兩國總理、副總理、外長之間的會晤，使得兩國關系不斷躍上新臺階。卡塔爾總理最近一次訪問中國會見了中國總理溫家寶，在海南三亞會見了胡錦濤主席，并出席了博鰲亞洲論壇。6月，中國國家副主席習近平訪問了卡塔爾。卡塔爾方面高度重視此次訪問，對訪問結果表示滿意。卡塔爾國王埃米爾哈馬德陛下已經向胡錦濤主席發出邀請對卡塔爾進行國事訪問，并將很快成行。屆時，兩國元首將共同討論制定一系列方針和政策，而兩國政府也將相互學習、借鑒。

由于卡塔爾使館的積極努力，卡中兩國政治、經濟關系得到了健康的發展。我們正在采取措施促進兩國人員的交流與往來，幫助商務人士、貿易人士、旅游者解決互訪中遇到的一些實際問題，為他們鋪平道路。我們鼓勵卡塔爾投資者到中國訪問，以便更多更好地了解中國，到中國投資、開展業務，讓他們相信這里的投資環境是安全的、寬松的。卡塔爾政府也在制定計劃，促進兩國在許多領域經濟和貿易關系的發展。

卡塔爾使館每年都舉辦一些活動，包括論壇、研討會等等，借助這些活動，我們幫助兩國商務人士加強交流。北京奧運會的召開也為包括卡塔爾在內的各國人士提供了一個很好的機會近距離地了解中國，了解中國的發展和變化。在奧運會之后，中國還將有巨大的發展機會和潛力，旅游業也將得到很大的促進。2010年上海將舉行世博會，世界上許多國家都將參加，卡塔爾也將參加。

中國正在國際舞臺上扮演著越來越重要的角色，而且中國的投資環境也十分良好。卡塔爾政府也在積極地幫助卡塔爾商人了解中國的重要性。卡塔爾國家計劃委員會向政府提交了積極的建設性的建議，政府根據這些建議幫助國內投資者更多地了解中國。作為大使，我由衷地贊嘆：中國政府在國際合作等許多方面都做得非常好。

Qatar， More Trade Cooperation with China Expected

——Interview with H.E. Mr. Abdulla A. Al-Muftah， Ambassador Extraordinary and Plenipotentiary of Qatar

Arabia reminds you of the rich oil reserve， while Qatar reminds you of its capital city Doha， and the world trade negotiation there. In the meantime， Qatar is an important oil and natural gas supplier in the Middle East. Therefore， we understand that Qatar plays a quite special and important role in the world political and economic development.

2008 is the 20th anniversary of China-Qatar diplomatic relations. Over the 2 decades， China and Qatar have established firm political and economic relations. In September， Asia Fortune Forum had a special interview with H.E. Mr. Abdulla A. Al-Muftah， Ambassador Extraordinary and Plenipotentiary of Qatar， he stressed: Qatar is looking forward to a leap of trade cooperation with China.

Giant project conducted， 10 more times of trade targeted

Asia Fortune Forum: Your Excellency， 2008 is the 20th anniversary of the China-Qatar diplomatic relations. Would you present your comments on the bilateral economic and trade relations over the last 20 years?

Abdulla A. Al-Muftah:Qatar and China established diplomatic relations in 1988. Over the last 20 years， the bilateral relations have developed very well， and we are looking forward to more fruitful cooperation with China. For years， the bilateral trade has witnessed a stable increase， in 2006， the trade volume reached US$1 billion， while by the end of 2007， it reached US$1.2 billion. Hence， we believe that our relations will lead to more and more fruitful cooperation. Recently， Qatar and China have reached an important agreement of investment cooperation， accordingly， both sides will conduct a giant investment cooperation project in the energy fields， Qatar will export more oil， natural gas and petrochemical products to China. If smoothly， the bilateral trade volume will increase for 10 more times.

I am so excited to say that so many outstanding Chinese construction companies are conducting investment in Qatar， all of them enjoy nice reputations in the world. Their projects in Qatar are very smoothly conducted， which will creat benefits for everyone in Qatar. I want to stress that as the first-class giant companies in the world， they are excellent both in products and services， otherwise， we would never have chosen the Chinese companies.

Zero trade deficit， Zero tax for foreign investment

Asia Fortune Forum: Free trade is a rule extensively respected in the world， including China and Qatar， what practical measures have been taken to promote free trade between China and Qatar?

Abdulla A. Al-Muftah: In 2008， the bilateral economic and trade relations have reached a new stage， both sides have signed a series of business cooperation agreements， concerning the investment cooperation in oil and natural gas， etc. In 2008， Vice President Xi Jinping paid official visits to Qatar with very fruitful achievements. Hence， we believe that a great leap will be eyed in the bilateral trade relations. According to my knowledge， the Chinese government is very satisfied with these agreements.

With no deficit， the trade with China has developed very well. In fact， the export to China exceeds the import from China， we predict that when the agreements of trade cooperation with China are conducted， the export to China will increase greatly， because Qatar is an important energy supplier in the Middle East， while China is a large energy consumption country， Qatar's oil and natural gas are rich enough to meet the needs of China.

Free Trade is respected in Qatar， in order to strengthen competition with the neighboring countries， and attract more foreign investment， Qatar has taken active policies and measures to encourage the foreign investment， including zero tax for the large foreign investment within a limited period.
