




Research on the Influence Factors of Emergency Logistics System in Zhengzhou Based on ISM Model

摘" 要:破解市域應急物流發展的理論與實踐瓶頸,因地制宜構建高效、可靠的應急物流體系,是鄭州市面臨的重要課題。運用ISM解釋結構模型,分析鄭州市應急物流體系建設的影響因素及其相互聯系,在此基礎上提出完善鄭州市應急物流體系的對策建議:優化應急物流協調組織機制、應急物流中心布局結構,完善應急物流信息系統、應急物資儲備體系、配送運輸體系,建設應急物流專業隊伍。

Abstract: It is an important task for Zhengzhou to break the theoretical and practical bottleneck of the development of emergency logistics in the city and build an efficient and reliable emergency logistics system according to local conditions. On the basis of summarizing and analyzing the development conditions of emergency logistics system construction in Zhengzhou City, the ISM explanatory structure model is used to quantitatively study the influencing factors of emergency logistics system construction and their interconnection, and on this basis, countermeasure suggestions for improving the emergency logistics system in Zhengzhou City are explored: Improving the coordination and organization mechanism of emergency logistics, optimizing the layout structure of emergency logistics center, constructing block chain-based emergency logistics information system, improving the emergency material reserve system and distribution system, and building a professional team for emergency logistics.

新冠疫情及7.20鄭州特大暴雨等應急事件的爆發,強力倒逼鄭州市必須盡快建設完善的應急物流體系。關于應急物流體系影響因素的國內研究成果較少,學者們主要運用解釋結構模型、灰色聚類法等方法對應急物流的影響因素進行定性、定量分析[1-5]。鮮見關于鄭州市應急物流體系影響因素的研究成果,僅有的相關文獻亦缺乏嚴格的數量分析。本文在確定鄭州市應急物流體系影響因素指標的基礎上,構建ISM解釋結構模型,分析鄭州市應急物流體系影響因素及其關聯關系,提出完善鄭州市應急物流體系的對策建議。
1" 鄭州市應急物流體系影響因素指標的確定
運用解釋結構模型(ISM)方法,從8個方面對鄭州市應急物流體系建設發展的主要影響因素進行分析和排序,以確定它們的影響程度(如表1所示)。
