11月6日，首屆“一帶一路”科技交流大會在重慶開幕。中共中央政治局委員、重慶市委書記袁家軍在開幕式上宣讀了習(xí)近平主席的賀信。中共中央政治局常委、國務(wù)院副總理丁薛祥出席開幕式并致辭。

丁薛祥表示，習(xí)近平主席在第三屆“一帶一路”國際合作高峰論壇上提出舉辦首屆“一帶一路”科技交流大會，并專門給這次大會發(fā)來賀信，充分體現(xiàn)了對“一帶一路”科技交流合作的高度重視。共建“一帶一路”倡議提出以來，中國與各方一道，深入實施“一帶一路”科技創(chuàng)新行動計劃，加快建設(shè)創(chuàng)新絲綢之路，推動科技創(chuàng)新合作取得一批實實在在的成果。

丁薛祥強調(diào)，中國愿與共建國家攜手努力，持續(xù)深化“一帶一路”科技創(chuàng)新合作，推動科技成果惠及各國人民。一是共同構(gòu)建創(chuàng)新伙伴關(guān)系，加強科技發(fā)展規(guī)劃與政策對接，中方將推動“一帶一路”科技交流大會和科技創(chuàng)新部長會議機制化，打造促進(jìn)交流互鑒的高端對話平臺。二是共同培育創(chuàng)新增長動力，把握新一輪科技革命和產(chǎn)業(yè)變革機遇，拓展人工智能、生命科學(xué)、綠色能源、先進(jìn)制造等領(lǐng)域合作空間，推動各國產(chǎn)業(yè)轉(zhuǎn)型升級。三是共同營造開放創(chuàng)新生態(tài)，推動形成尊重知識、尊重創(chuàng)造的良好氛圍，促進(jìn)知識、技術(shù)、人才等創(chuàng)新要素順暢流動，讓創(chuàng)新源泉在“一帶一路”充分涌流。四是共同完善全球科技治理，維護真正的多邊主義，推動在充分參與、凝聚共識的基礎(chǔ)上制定規(guī)則，加強知識產(chǎn)權(quán)保護，反對知識封鎖和人為擴大科技鴻溝。中方將在本次大會上提出國際科技合作倡議，倡導(dǎo)并踐行開放、公平、公正、非歧視的國際科技合作理念，堅持“科學(xué)無國界、惠及全人類”，攜手構(gòu)建全球科技共同體。

匈牙利國會副主席雅高布致辭，表示匈方堅定支持共建“一帶一路”，愿與中方加強科技創(chuàng)新合作，造福兩國乃至世界人民。

開幕式后，丁薛祥參觀了“一帶一路”科技創(chuàng)新合作十年成果展，并與科技人員交流。

國內(nèi)外科技人員、企業(yè)負(fù)責(zé)人、政府官員和國際組織代表等約800人參加了開幕式。

On November 6， the First Belt and Road Conference on Science and Technology Exchange was convened in Chongqing. Yuan Jiajun， Member of the Political Bureau of the CPC Central Committee and Secretary of the CPC Chongqing Municipal Committee， read out the Congratulatory Letter from President Xi Jinping during the opening ceremony. Ding Xuexiang， Member of the Standing Committee of the Political Bureau of the CPC Central Committee and the Vice Premier of the State Council， attended and addressed the opening ceremony.

Ding Xuexiang noted that during the Third Belt and Road Forum for International Cooperation， President Xi Jinping proposed the first Belt and Road Conference on Science and Technology Exchange. President Xi Jinping sent a congratulatory letter specifically for this conference， showcasing a profound emphasis on cooperation in science and technology exchanges under the Belt and Road Initiative （BRI）. Since the proposal of the BRI， China has been cooperating with all partner countries to implement the Belt and Road Science， Technology and Innovation Cooperation Action Plan， move faster to build the innovative Silk Road， and drive sci-tech innovation cooperation to achieve numerable tangible results.

Ding Xuexiang stressed that China is willing to work hand in hand with partner countries to deepen STI cooperation and promote sci-tech achievements to benefit people globally.

First， we will forge innovative partnerships by strengthening the alignment between technological development plans and policies. China is committed to institutionalizing the Belt and Road Conference on Science and Technology Exchange， along with the Belt and Road Ministerial Meeting on Science， Technology and Innovation. This endeavor seeks to establish a high-end platform conducive to fostering exchanges and mutual learning through dialogue.

Second， we will jointly nurture innovation as a new driver of growth and seize the opportunities in a new round of scientific and technological revolution and industrial transformation. We aim to expand cooperation in areas such as AI， life sciences， green energy， and advanced manufacturing， and promote industrial transformation and upgrading in all countries.

Third， we will jointly create an open innovation ecosystem， fostering an enabling environment for people to respect knowledge and creativity. We will facilitate the smooth flow of innovative elements such as knowledge， technology， and talent， fully bringing out the innovation potential under the Belt and Road initiative.

Fourth， we will jointly improve global science and technology governance， uphold true multilateralism， and make rules based on extensive participation and consensus building. We will step up intellectual property protection and oppose knowledge blockade and artificially widened technology gap. China will propose an initiative on international science and technology cooperation at this conference， advocating and practicing the principles of open， fair， just， and non-discriminatory international science and technology cooperation， adhering to the belief that “Science knows no borders and benefits all of humanity” and working together to build a global community of science and technology.

Jakab István， Deputy Speaker of the National Assembly of Hungary， delivered a speech expressing Hungarys firm support for the Belt and Road cooperation. He expressed willingness to strengthen cooperation on STI with China for the benefit of both countries and even the people of the world.

After the opening ceremony， Ding Xuexiang visited the achievements exhibition “Ten Years On： Belt and Road Cooperation on Science， Technology and Innovation” and engaged in exchanges with scientists and technologists.

Approximately 800 participants attended the opening ceremony， including Chinese and international scientists， technologists， business leaders， government officials， and representatives from international organizations.
