重慶積極爭取重大多雙邊外事活動落戶 促成陸海新通道國際交流合作

On October 10, a press conference was held to release Chongqing’s Five-Year Action Plan for Implementing the New International Land-Sea Trade Corridor (ILSTC).Zhang Yaxi, Deputy Director-General of the Foreign Affairs Office of the Chongqing Municipal Government, stated that in recent years, Chongqing FAO has fully leveraged foreign-related resources to serve and support the development of ILSTC.

Since the beginning of this year, with the generous support of national ministries and commissions, the Chongqing FAO has successfully held a range of foreign affairs events of great significance, including the Belt and Road Forum for Land-Sea Interconnected Development 2023 and the Visit of Diplomatic Envoys in China: New International Land-Sea Trade Corridor.These events have strengthened cooperation in high-level mutual visits, economy and trade, science and technology,and people-to-people exchanges between Chongqing and the countries along the Corridor.Additionally, the ILSTC has garnered substantial media coverage, highlighting its achievements and enhancing its positive effects.As a result,the ILSTC has become more competitive and influential in the international arena.

Looking ahead, the Chongqing FAO plans to adopt precise measures, upgrade services, and bolster support in the following four aspects, so as to continuously facilitate international exchanges and cooperation within the ILSTC.

在10月10日舉行的重慶市實施西部陸海新通道五年行動方案新聞發布會上，重慶市政府外辦副主任、新聞發言人張婭茜表示，近年來，重慶市政府外辦充分利用外事資源服務保障西部陸海新通道建設。

今年以來，重慶市政府外辦在國家部委的大力支持下，成功舉辦了2023“一帶一路”陸海聯動發展論壇、“外國駐華使節陸海新通道行”等多場重要外事活動，有力促進了重慶與通道沿線國家在高層互訪、經貿、科技、人文等領域的深度交往合作，同時也邀請中外媒體聚焦通道成果宣介，放大了通道建設效應，增強了通道建設國際競爭力和影響力。

接下來，重慶市政府外辦將從以下四個方面精準發力、優化服務、強化保障，持續推動西部陸海新通道國際交流合作。

I.Soliciting Support from National Ministries and Commissions

With the support of the International Department of the CPC Central Committee and the Ministry of Foreign Affairs of China, Chongqing will deeply engage itself in multilateral cooperation mechanisms such as China-ASEAN Cooperation,Lancang-Mekong Cooperation (LMC), and RCEP.Chongqing will actively hold various bilateral and multilateral foreign affairs events and integrate the ILSTC into its top-level planning.Under the guidance of the Ministry of Foreign Affairs of China,it will also ensure the success of the 2023 Sichuan-Chongqing and Mekong Countries Sub-National Cooperation Forum.

爭取國家部委更多支持

在中聯部、外交部大力支持下，深度參與中國—東盟、瀾湄合作、RCEP等多邊合作機制，積極爭取重大多雙邊外事活動落戶重慶，促成陸海新通道建設納入頂層設計。在外交部指導下，辦好2023川渝地區—湄公河國家地方合作論壇。

II.Expanding the International Circle of Friends of the ILSTC

Chongqing will leverage the resources of foreign embassies and consulates in China of countries along the ILSTC, such as Singapore, Myanmar, Cambodia, Thailand, and Malaysia.It aims to establish a mechanism of communication and coordination with these diplomatic missions.It will also make the best use of the resources available from sister cities, including Ho Chi Minh City in Vietnam, Bangkok and Chiang Mai in Thailand, Phnom Penh in Cambodia, and West Java in Indonesia.These efforts will foster friendship between Chongqing and key cities along the Corridor, such as Champasak Province in Lao PDR and Yangon in Myanmar, while developing a partnership network with hub cities.

持續擴大通道國際朋友圈

用好新加坡、緬甸、柬埔寨、泰國、馬來西亞等沿線國家駐華使領館資源，搭建溝通協調機制。用好越南胡志明市，泰國曼谷市、清邁府，柬埔寨金邊市，印尼西爪哇省等國際友城資源，推動與老撾占巴塞省、緬甸仰光市等沿線重點城市結好，打造節點城市伙伴網。

III.Deepening International Exchanges and Cooperation

The Center for ILSTC International Exchanges and Cooperation is developed by high standards.Chongqing will maintain close coordination with Chinese embassies and consulates abroad to consistently enhance practical exchanges and cooperation in economy and trade, culture and tourism,and education, thus facilitating the establishment of overseas warehouses and organizing the sources of goods on the return trips.To further boost promotion, Chongqing plans to host more than ten promotional events in cooperation with key countries such as Vietnam, Lao PDR, Myanmar, Thailand, Cambodia,Indonesia, and Malaysia.These events will significantly contribute to enhancing the international influence of the ILSTC.

不斷深化國際交流合作

配合高標準建設陸海新通道國際交流合作中心。加強與我駐外使領館對接，持續推動經貿、科技、文旅、教育等各領域務實交流合作；為通道海外倉建設以及回程貨源組織提供便利。加大宣傳力度，和越南、老撾、緬甸、泰國、柬埔寨、印度尼西亞、馬來西亞等重點國家共同舉辦10場以上專場推介活動，大力提升通道國際影響力。

IV.Leveraging the Role of International Think Tanks

Chongqing will give full play to the role of the “ILSTC Think Tank Association”.It will organize the implementation of research projects on international cooperation within the ILSTC,with particular emphasis on strategic study, project assessments,and decision analysis.Task forces will also be sent to countries along the ILSTC to conduct field research and provide tailored solutions and advice, so as to ensure high-quality development of the ILSTC.
