國際陸海貿易新通道區域合作論壇在新加坡隆重舉行 堅持共商共建共享 深化中新互聯互通

On the morning of July 18， Yuan Jiajun， Secretary of the CPC Chongqing Municipal Committee attended the CCI-New International Land-Sea Trade Corridor （ILSTC） Regional Cooperation Forum and delivered a keynote speech， witnessing the launching of “Jointly Building CCI-ILSTC & Chongqing Cross-Border Digital Trade Development Strategic Cooperation”.

Josephine Teo， Minister for Communications and Information and Second Minister for Home Affairs of Singapore， Sun Haiyan， Ambassador of China to Singapore， Guo Yezhou， Vice Minister of International Department of CPC Central Committee， Chen Mingbo and Luo Lin， Leadership of Chongqing， and Kho Choon Keng， President of Singapore Chinese Chamber of Commerce & Industry （SCCCI） attended relevant events.

On the morning of July 18， delegates of governments， business communities， and media from China， Singapore， and countries along the CCI-ILSTC joined in the forum to enhance cooperation and pursue common development in the future on the topic of “Joining Efforts for CCI-ILSTC， Sharing Diverse New Opportunities”.

In his speech， Yuan Jiajun conveyed cordial greetings to all the guests and extended heartfelt thanks to people from all sectors who care about and support the development of Chongqing. He noted that Chongqing is the only centrally-administered municipality in Central and Western China， a national key city， an anchor in the Large-Scale Western Development， connecting the Silk Road Economic Belt， the 21st Century Maritime Silk Road， and the Yangtze Economic Belt. Chongqing enjoys a solid industrial foundation， well-connected transport， and strong competitiveness， and is a premium place to live， work， and travel. Chongqing is playing a unique and key role in Chinas regional development and opening-up endeavors. In 2023， Chongqing has got off to a good start in building a modern and new Chongqing. Chongqing has been fully implementing the guiding principles of the 20th CPC National Congress， and promoting national strategies of the Chengdu-Chongqing Twin-Hub Mega-Region and the CCI-ILSTC， striving for high-quality development， high-quality life， and efficient governance.

Yuan Jiajun noted that， in recent years， CCI has been advancing and our cooperation mechanism has been working well and efficiently. There have been multiple cooperation highlights in priority areas， the CCI network has grown from strength to strength and CCI has become a crucial bond for closer China-Singapore relations. Chongqing is ready to work with Singapore to actively explore cooperation on green finance and fin-tech， and continue to hold the CCI Financial Summit with high standards， making new achievements in financial cooperation. Chongqing and Singapore will accelerate the construction of land and air corridors， improve the connectivity of logistics hubs， facilitate cross-border trade， and make breakthroughs in transport and logistics cooperation. The two sides will jointly build the Airport Economy Industrial Cluster， promote “aviation + tourism” cooperation， and make new progress in aviation cooperation.

Chongqing will fully leverage the Smart China Expo to expand the application of the China-Singapore （Chongqing） International Dedicated Connectivity （IDC） and join hands to foster new advantages in ICT cooperation. Chongqing stands ready to expand sci-tech innovation cooperation with Singapore， co-host the “Belt and Road” Sci-Tech Exchange Conference， increase high-quality personnel exchanges， and scale new heights for sci-tech innovation cooperation. Chongqing will make the best of Chongqing Week in Singapore， jointly develop Chongqing-Singapore tourism offerings， deepen international cooperation in healthcare， and deliver more fruitful outcomes in people-to-people exchanges and cooperation.

In her speech， Minister Josephine Teo stated that CCI-ILSTC is unleashing the potential of regional development. As the gap between Western China and coastal provinces continues to narrow， the elevation of the Chengdu-Chongqing Twin-Hub Mega-Region as a national-level developmental strategy underscores the importance of Western China to Chinas overall development. Southeast Asia and Western China have become each others largest trading partners with strong complementarity. In line with Singapores and Chongqings emphasis on sustainability and digitalization as new areas of growth and collaboration， both sides are looking forward to piloting green and digital initiatives， especially along the CCI-ILSTC. The CCI-ILSTC is an open and inclusive platform that thrives when there are more partners. She strongly encourages more engagement to attract more potential partners who can participate in the further development of the Corridor， unlock our economic potential， and benefit our people.

Ambassador Sun Haiyan said Chongqing is a pivotal hub connecting the Silk Road and Maritime Silk Road across land and sea. The CCI-ILSTC has enabled Chongqing and Western China to move faster in development within the Belt and Road Initiative framework. Thanks to the coordinated efforts from all parties， the CCI-ILSTC has demonstrated remarkable efficiency and seamless operations. Chongqing has now reached new heights， with a more solid foundation and enabling conditions that contribute more significantly to the new positioning of China-Singapore relations， Chinese modernization， and the BRI development. The CCI-ILSTC， acting as a powerful engine， will propel regional development where Chongqing will shine as the most brilliant star along this dynamic corridor， offering vast untapped potential for growth. Every stakeholder is encouraged to seize this opportunity by active participation and thrive together with Chongqing， Singapore， and the CCI-ILSTC.

In his speech， Kho Choon Keng highlighted the maturing progress of the CCI-ILSTC. The “city-to-city” collaboration between Singapore and Chongqing has played a significant role in fostering “region-to-region” connectivity between Western China and Southeast Asia. This collaboration has created excellent opportunities for win-win development and added more vitality to the sustained growth of the economy. Chongqing， where the Silk Road Economic Belt and the Yangtze River Economic Belt meet， has a prime location that links Eastern and Western China and drives development between its North and South. Thanks to these strengths， the confidence in the future Singapore-Chongqing cooperation has grown stronger. The SCCCI is willing to continue to actively work with Chongqing to generate transferable experience that can be applied elsewhere. Together， Singapore and Chongqing can facilitate a more unimpeded， prosperous， integrity-based， and mutually beneficial CCI-ILSTC.

During the forum， there was a dialogue centered around jointly building the CCI-ILSTC， where the industrial and business communities from China and Singapore offered proposals on building the CCI-ILSTC. Yuan Jiajun attentively listened to these perspectives， engaging in meaningful exchanges and discussions. In his remarks， he emphasized that building CCI-ILSTC is a major strategic decision aligned with the shared vision of the leaders of China and Singapore. It serves as a catalyst for advancing the BRI development and presents a vital strategic opportunity for Chongqings high-quality development. He stressed the importance of focusing concerted efforts on building major corridors， hubs， trade， and industries. In this way， new economic growth potentials can be explored， with shared emerging development opportunities and joint contributions to a brighter future.

During his visit to Singapore， Yuan Jiajun engaged in communications with the industrial and business communities in Singapore. Notably， he met with Pua Seck Guan， Chief Operating Officer and Executive Director of Wilmar International and Executive Chairman and CEO of Perennial Real Estate Holdings Limited， and Lim Boon Heng， Chairperson of Temasek Holdings. Yuan Jiajun presented Chongqings roadmaps and initiatives to implement the guiding principles of the 20th National Congress of the Communist Party of China and advance the modernization for a new Chongqing. These measures focus on sustainable development， sci-tech innovation， healthcare， green and low-carbon development， and the application of digital technologies. Pua Seck Guan and Lim Boon Heng expressed their commitment to seizing new opportunities brought by the modernization towards a new Chongqing， by deepening practical cooperation， expanding their industrial presence， and increasing investment in Chongqing. Furthermore， during a breakfast meeting with senior executives of financial institutions in Singapore， Yuan Jiajun highlighted Chongqings progress in the Smart， Integrated， Inclusive， and Facilitated Finance Program. He encouraged the financial institutions of the two places to enhance policy coordination and foster partnerships in financial equity， trading platforms， and financial businesses， to enable the crucial role of finance in empowering high-quality development.

Yuan Jiajun also paid field visits to an airport， higher education institutions， and research institutes. At Changi Airport and Singapore City Gallery， Yuan Jiajun explored the “Jewel Changi Airport” project， gaining a comprehensive understanding of the airports advanced operational management， as well as the citys urban planning and construction practices. In addition， Yuan Jiajun engaged in discussions with scientists， young researchers， and medical workers during visits to institutions such as the National University of Singapore， Nanyang Technological University， Advanced Remanufacturing and Technology Center， and National Cancer Center Singapore. These interactions allowed him to grasp the latest trends in cutting-edge science and technology， insights into the mechanisms of commercializing scientific and technological achievements， and an understanding of Singapores advancements in medical and healthcare industry. He expressed his aspirations to strengthen cooperation between higher education institutions， foster talent development and exchanges， and promote collaborative scientific and technological innovations between the two countries， to better serve high-quality socio-economic development.

Heads from the Singaporean side， as well as officials from districts， counties， and departments of Chongqing， were present at the relevant activities.

新加坡通訊及新聞部部長、內政部第二部長楊莉明，中國駐新加坡大使孫海燕，中共中央對外聯絡部副部長郭業洲，重慶市領導陳鳴波、羅藺，新加坡中華總商會會長高泉慶等出席有關活動。

18日上午，來自中國、新加坡和國際陸海貿易新通道相關國家的政府、工商界和媒體人士代表齊聚論壇現場，圍繞“共建陸海新通道 共享多元新機遇”主題共謀合作大計、共商未來發展。

袁家軍在演講中向與會嘉賓致以誠摯問候，向關心支持重慶發展的各界人士表示衷心感謝。他說，重慶是中國中西部地區唯一的直轄市、國家重要中心城市，是中國西部大開發的重要戰略支點，處在“一帶一路”和長江經濟帶的聯結點上，產業基礎堅實、交通條件優越、城市競爭力強、宜居宜業宜游，在中國區域發展和對外開放格局中具有獨特而重要的作用。今年以來，重慶圍繞貫徹落實中共二十大精神，扎實推進成渝地區雙城經濟圈建設、西部陸海新通道建設等國家戰略實施，努力實現高質量發展、創造高品質生活、促進高效能治理，現代化新重慶建設實現了良好開局。

袁家軍說，近年來，中新互聯互通項目不斷深入實施，對接合作機制務實高效，重點領域合作亮點紛呈，輻射帶動作用日益增強，成為深化中新雙邊關系的重要“紐帶”。重慶愿與新方一道，積極探索綠色金融、金融科技等合作，持續辦好中新金融峰會，推動金融領域合作取得新成效；加快陸上、空中交通走廊建設，提高物流樞紐聯動能力，提升跨境貿易便利化水平，推動交通物流合作實現新突破；共同打造臨空經濟產業集群，推動“航空+旅游”發展，促進航空產業合作邁出新步伐；用好國際智能產業博覽會平臺，持續拓展中新（重慶）國際互聯網數據專用通道應用場景，推動信息通信合作形成新優勢；積極擴大科技創新合作，舉辦“一帶一路”科技交流大會，深化高端人才交流，推動科技創新合作邁上新臺階；做優做精“新加坡·重慶周”活動，合作開發重慶新加坡連線旅游產品，深入拓展醫養國際合作，推動人文交流合作結出新碩果。

楊莉明在致辭中說，國際陸海貿易新通道為推動地區發展注入了新動力。中國西部地區與沿海省份發展差距持續縮小，成渝地區雙城經濟圈建設發展戰略提出后，強化了中國西部對中國經濟發展的重要性。東南亞與中國西部經濟互補性強，東盟與中國是彼此最大貿易伙伴。新加坡和重慶都把可持續發展、數字化作為經濟發展與推動合作的新領域，積極推動綠色發展和數字化項目，這將進一步凸顯國際陸海貿易新通道的獨特價值。當有更多合作伙伴參與國際陸海貿易新通道建設，它會更加開放和包容，會實現更蓬勃發展。我希望更多潛在的合作伙伴參與通道建設、推動通道發展，釋放更大經濟潛力、更好造福沿線人民。

孫海燕說，重慶是貫通陸上和海上絲綢之路的關鍵節點。國際陸海貿易新通道為重慶和廣大中國西部地區插上了通過“一帶一路”實現騰飛的翅膀。開行以來，在各方共同努力下，今天的國際陸海貿易新通道全線便捷暢通。今天的重慶站在了全新高度，有更扎實基礎和更優越條件為中新關系新定位、中國式現代化和“一帶一路”建設作出更突出的貢獻。國際陸海貿易新通道將成為帶動整個地區進步的強勁動力帶，重慶將成為這條動力帶上最耀眼的明珠，釋放巨大發展潛能。希望大家抓住時機、積極參與，與重慶、新加坡和國際陸海貿易新通道攜手騰飛。

高泉慶說，國際陸海貿易新通道已逐漸發展成熟，以新加坡和重慶的“點對點”合作，帶動中國西部與東南亞各國“面對面”的互聯互通，為共贏發展創造了良好的機會，為經濟大環境的持續發展注入新活力。重慶作為絲綢之路經濟帶與長江經濟帶的交匯點，具有聯動東西、帶動南北的區位優勢，我們對新渝合作的未來也更加充滿信心。新加坡中華總商會愿意繼續發揮積極作用，與重慶一道，創造更多可復制、可推廣的經驗，攜手開辟更暢通繁榮、以誠信為本、互惠互利的國際陸海貿易新通道。

論壇舉行了高質量共建國際陸海貿易新通道對話會，中新兩國工商界人士就推動國際陸海貿易新通道建設提出建議。袁家軍認真聽取發言，同大家交流討論。他在講話中說，建設國際陸海貿易新通道，是落實中新兩國領導人共識、推動“一帶一路”建設的重大戰略部署，是重慶高質量發展的重要戰略機遇。要在建設大通道、打造大樞紐、繁榮大貿易、發展大產業上聚焦發力，共同尋找新的經濟增長點，共享新的發展機遇，共同創造美好未來。

訪新期間，袁家軍與新加坡工商界人士會面，進行溝通交流。在會見豐益國際首席運營官兼執行董事、鵬瑞利集團執行董事長兼首席執行官潘錫源和淡馬錫公司董事長林文興時，袁家軍介紹了重慶貫徹中共二十大精神、建設現代化新重慶的思路和舉措，聚焦可持續發展、科技創新、生命健康、綠色低碳、數字化等進行深入探討。潘錫源、林文興表示，將抓住現代化新重慶建設帶來的新機遇，深入開展務實合作，進一步擴大在渝產業布局和投資規模。在與新加坡金融機構高層舉行早餐會時，袁家軍介紹了重慶推動“智融惠暢”工程有關情況，希望兩地金融機構加強政策對接、推動金融股權合作、探索交易平臺合作、推動金融業務合作，更好發揮金融賦能高質量發展的重要作用。

袁家軍還實地考察了新加坡機場和高校、科研院所等。在樟宜機場和新加坡城市規劃館，袁家軍參觀“星耀樟宜”項目，深入了解機場先進運營管理理念和城市規劃建設做法。在新加坡國立大學、南洋理工大學、先進再制造與技術中心和新加坡國立癌癥中心，袁家軍同科學家、青年科研人員、醫務工作者等交談，考察前沿科技發展趨勢、科技成果轉化機制及新加坡醫療衛生事業發展情況，希望兩地加強高校合作、人才培養交流和科技創新合作，更好服務經濟社會高質量發展。
