新時代檢測實驗室建設管理舉措探索與研究

【摘要】本文對新時代檢測實驗室新特征進行剖析，提出積極響應多合一認證認可法規標準方面的落實舉措；圍繞國防實驗室新時代安全管控要求，兼顧統籌發展的同時嚴把項目安全管控，提出控制措施；探討檢測實驗室流程再造、優化、升級等。

Exploration and Research on the Construction and Management of Testing Laboratories in the New Era

Abstract：This paper analyzes the new characteristics of testing laboratories in the new era，and puts forward measures to actively respond to the multi in one certification and accreditation laws and standards. Focusing on the requirements of security management and control in the new era of national defense laboratories，taking into account the overall development，while strictly controlling the project security management and control，propose control measures. Finally，it discusses the process reengineering，optimization and upgrading of testing laboratories.

1內外部環境分析

1.1裝備質量檢測及多合一認證認可新要求

國家層面不斷強化檢驗檢測、認證認可等專業手段的持續建設，裝備質量建設基礎亟待進一步夯實[1]。國家市場監督管理總局、國家認證認可監督管理委員會陸續修訂檢測機構監督管理辦法、實驗室認可相關準則規范等，法規標準要求越來越高，實驗室不僅須確保法規標準落實落地，還要將要求融入崗位職責、工作流程、行為規范中，對實驗室提出更高要求。

1.2國防軍工安全管控呈現新特點

新時代實驗室建設管理已邁上新征程，主要表現為兩個方面：1）新技術發展給裝備研發帶來不確定因素，新產品設計、工藝、生產等問題機理認識不清。2）環境試驗的新檢測技術、新手段、新方法等還存在短板缺項，實驗室還無法充分地識別各類風險，實驗室安全風險管控亟待加強。

1.3行業管理流程優化升級的新需求

國家市場監督管理總局對體系建設要求非常明確，結合實際在業務流程再造、優化升級、檢測質量要素融合等方面積極探索。面對任務和資源之間的沖突，要通過流程管理提升實驗室運作效率。……
