戰火無情 歸途有愛

從當地時間4月15日在蘇丹喀土穆聽到第一聲槍響，到輾轉撤離至沙特吉達，再到乘坐包機平安抵達北京，經歷了半個多月的撤離行動，我終于回到祖國母親的懷抱。

我是四川外國語大學東方語言文化學院阿拉伯語專業的大三學生，今年3月有幸獲得國家公派留學機會，啟程赴蘇丹喀土穆國際阿拉伯語學院留學。我對蘇丹最初的印象是社會秩序井然，居民淳樸和善。一個多月后，我漸漸適應當地生活，沒想到戰火即將彌漫整個蘇丹。

4月15日早上9點左右，一聲槍響打破了正值“齋月”的蘇丹平靜的局面。我所在的喀土穆國際阿拉伯語學院女生宿舍與快速支援部隊基地僅一院之隔，我和另外5名女同學在宿管老師的指揮下，當即撤離到了學校的清真寺。第一次遇到戰爭，緊張惶恐的情形下，我們留學生第一時間想到的是向中國駐蘇丹大使館報備情況。使館建議我們原地不動、等待指令。晚上9點，經過使館斡旋和多方努力，我們脫離了戰區，轉移到相對安全的中資企業駐地，看到鮮艷的五星紅旗，我心里頓時踏實了。

4月23日，戰火燃燒的第八天，上午我們接到使館指令，轉移到喀土穆另一中資企業駐地，準備離開蘇丹前往沙特。下午5點半，我們乘坐使館和中資企業協調的大巴車前往蘇丹港，途中有中國公民陸續加入。

然而，這條撤離之路充滿了不確定性：使館協調的沙特軍艦抵達蘇丹港的時間推遲了。此時，因大量等待撤離的人員滯留，蘇丹港已人滿為患。出于安全考慮，我們在距離蘇丹港100公里左右的薩瓦金市停留了一天。

4月26日凌晨3點，我們抵達蘇丹港。當看見撤離的軍艦，尤其是身著“中國港建”工作服的同胞為了撤離人員能吃上口熱飯忙前忙后，心中感到無比溫暖和感動。

沙特時間4月27日晚上9點，我們乘坐的軍艦在吉達港順利靠岸。“歡迎你們平安歸來，一路辛苦！”令人驚喜的是，中國駐沙特大使館、駐吉達總領事館的外交官，以及其他中方工作人員早已在此等候，向我們致以親切的問候，并安排我們乘車有序前往酒店休息。

由于撤離過程緊張倉促，我和幾位留學生都沒有帶護照。為了我們能順利搭乘包機回國，中國駐吉達總領事館和國內相關方面連夜協調，給我們辦理了旅行證件。

5月2日凌晨1點，根據使領館的安排，我們乘車前往阿卜杜勒-阿齊茲國王機場。經過6個小時的漫長等待，我們迎著朝陽踏上了期待已久的歸途。

北京時間5月2日晚上9點，我們平安抵達北京首都國際機場的那一刻，“祖國萬歲！”的呼聲響徹夜空。

回到重慶，看著這座熟悉的城市和來來往往的人潮，我不禁熱淚盈眶。回想起過去兩周的經歷，看著母校專門為我創建的后援微信群里密密麻麻的聊天記錄，我恍若一夢。但是，耳邊仿佛隱約回響的槍炮聲，撤離路上溫暖我們的那一抹“中國紅”，都在提醒我確實經歷了戰爭。

這次撤離行動是黨和國家“外交為民”的又一次壯舉。祖國日益強盛的國力和每時每刻對海外同胞的關心，令人感到無比驕傲和自豪。一條條及時的領事保護提醒，妥善周全的撤離方案，高質量的后勤保障……這些都被我看在眼里，記在心里。此生無悔入華夏，我會記住祖國的牽掛，并將這份愛傳播出去，回饋給每一個需要的人。

Trade and Economic Multifunctional Platform for SCO Countries:Building an International Ecosystem for Industrial Innovation, Supporting Local Governments in Investment Promotion

“The core mission of the Trade and Economic Multifunctional Platform for SCO Countries (SCO TEMP)is to create a new SCO ecosystem that deeply integrates the digital economy with the traditional economy.This includes fulfilling three assurance tasks of think tank, logistics, and financial services and gradually expanding into more fields such as culture, tourism, education, and health to establish cooperation,”said Hu Kaiqiang, Deputy Director of the Hong Kong, Macao, Taiwan, and Overseas Chinese Affairs Committee of the Chongqing Municipal Committee of Chinese People’s Political Consultative Conference and Director-General of SCO TEMP, recently in an interview.He also added that the platform innovatively operated international economic and trade organizations, integrated various market entities with different types of ownership to build an international ecosystem for industrial innovation with an internationally accepted form of establishing NGOs, namely the industry working committees, explored new models to support local government investment promotion.

“Introducing Intelligence First, Investment Second”Model Facilitating Local Investment Promotion

In the current context of building a “dual circulation”pattern in China’s economy to achieve high-quality development, industrial advancement requires a twopronged approach of focusing on “innovation”and “market”simultaneously.According to Hu Kaiqiang, “innovation”necessitates the overall innovation of the industrial chain,while “market”implies the globalization of supplies and sales; therefore, SCO TEMP has proposed the new model of “Introducing Intelligence First, Investment Second”.“Introducing Intelligence”here mainly refers to recruiting entrepreneurs rather than scientists or research institutions.Because scientists concentrate on solving problems from the realm of science to that of technology, pursuing technological value in a single point.Meanwhile, entrepreneurs are primarily concerned with solving problems related to the productization,industrialization, and commercialization of technology, seeking to create economic value with an overall balance.

The model aims to introduce entrepreneurs with innovative consciousness, brand awareness, and a globalization mindset.

Industry Working Committees Accelerating the Transition from “Attracting Intelligence”to “Introducing Investment”

How to transition from “Attracting Intelligence”to“Introducing Investment”? Industry working committees are important carriers.Hu Kaiqiang introduced that industry working committees were usually composed of various market entities with different types of ownership, including central state-owned enterprises, local state-owned enterprises, private enterprises, and foreign-funded enterprises, among others.The cooperation barriers between enterprises of different ownership types have been broken down, forming a new integrated development model led by state-owned enterprises,supported by local state-owned enterprises, spearheaded by private enterprises, and complemented by foreign-funded enterprises.With a focus on developing international industrial innovation projects, industry working committees have helped Chinese enterprises “go global in groups”and achieve cluster development by integrating with enterprises of other countries.Also, they have attracted investment for SCO countries and local governments.

As of now, SCO TEMP has established 12 working committees, covering education services, mining, the aluminum industry, digital agricultural trade services,environmental resources, and others.The number of industry working committees is projected to exceed 20 by the end of 2023.SCO TEMP has also inked strategic agreements with Kazakhstan State-owned Co., Ltd.and Beijing Huanuo Exiang(REX) Trading Company Limited (affiliated to Russia’s development institution VEB.RF), as well as the China-SCO Local Economic and Trade Cooperation Demonstration Area, Chongqing Municipal Committee of the Communist Youth League, Chongqing Municipal Education Commission,Lianglu-cuntan Free Trade Port Area, Changshou District,Wulong District, Jiulongpo District, and many others, and has set up a SCO taskforce to see through the implementation, and build a platform for political and business cooperation between local governments and the SCO countries.They will take the lead in initiating corresponding industry working committees based on their own industrial advantages and international layout directions, to help attract investment while further advancing the construction of an international collaborative innovation ecosystem for industrial chains and supply chains that is led by top Chinese enterprises.

Think Tank-International NGO System Integrated Development System Guaranteeing International Ecosystem for Industrial Innovation

To safeguard the international ecosystem for industrial innovation, SCO TEMP furthers the construction of think tanks, integrates their development with the international NGO system, and facilitates the building of country consultation and warning centers.“We will primarily rely on overseas companies, offices, branches, and local cooperative organizations established by work committees as the basis to promote the establishment of overseas NGOs and form an international NGO organizational system,”said Hu Kaiqiang,adding that the think tanks will attract well-known figures,experts, and scholars, both domestically and internationally,to participate in in-depth special studies, helping the working committees transform research results into practical outcomes both at home and abroad.

Hu also noted that, in collaboration with the Chongqing Municipal Education Commission, SCO TEMP has established two educational organizations: the SCO TEMP Educational System High-end Think Tank Associated Society and the SCO TEMP Education Work Alliance.Their goal is to leverage the Chongqing education system's think tanks' advantages and important roles, speed up the effective integration of different countries', regional, sectoral, and industrial think tank research and applied research.They aim to create collaborative programs, such as general and vocational education integration, China-Russia ＂1+3＂ international higher education cooperation, and China-Russia international sister schools.Thus, the development of international educational and cultural exchanges will be effectively boosted.
