西部陸海新通道智庫(kù)聯(lián)盟和陸海新通道國(guó)際交流合作中心成立

On May 17, during the 2023 Belt and Road Forum for Interconnected Land-Sea Development, a significant milestone was achieved with the establishment of the ILSTC Think Tank Association (referred to as the “Think Tank Association”).This association was jointly initiated by 48 Chinese and international think tanks to drive forward the development of the New International Land-Sea Trade Corridor (ILSTC).Leading the association as Secretary-General is Dong Hongchuan, the President of Sichuan International Studies University (SISU).The Think Tank Association aims to consolidate the expertise of these think tanks and focus their efforts on policy interpretation,strategic analysis, decision-making support, and project evaluation on the faster development of the ILSTC.The Think Tank Association is committed to the high-quality development in countries along the ILSTC.

On that day, the Center for ILSTC International Exchanges and Cooperation was inaugurated, a collaborative effort led by the Foreign Affairs Office and the Port and Logistics Office of the Chongqing Municipal People’s Government,along with other relevant stakeholders.As part of the Coordination Center for the Logistics and Operation of New International Land-Sea Trade Corridor,the Center for ILSTC International Exchanges and Cooperation serves as a coordinator and facilitator for international exchanges and cooperation on the ILSTC.

Agreements on friendship and cooperation between Chinese and international think tanks were signed between SISU and Panyapiwat Institute of Management in Thailand, between Southwest University of Political Science and Law and the Southeast Asia Research Centre for Humanities in Malaysia,and between the Center of Chinese and Greek Ancient Civilizations at Southwest University and the Belt and Road Institute Belgrade in Serbia, respectively.Additionally, international think tanks such as Thailand Siam Think Tank, China Research Center of National University of Laos, Cambodian Chinese Evolution Researcher Association, Tanzania Vijana Think Tank, and China Studies Center,Kazakhstan signed a framework agreement on friendship and cooperation in rural revitalization and exchanges with Pengshui Autonomous County in Chongqing.

The ILSTC Think Tank Association proposes to build itself into a harmonious, inclusive and equal platform for dialogue, an open platform for mutual learning and development, an exchange platform for shared prosperity and advancement among diversified civilizations, and a signature and worldrenowned cooperation platform.

5月17日，2023“一帶一路”陸海聯(lián)動(dòng)發(fā)展論壇期間，48家中外智庫(kù)聯(lián)合發(fā)起成立西部陸海新通道智庫(kù)聯(lián)盟（以下簡(jiǎn)稱(chēng)：智庫(kù)聯(lián)盟），由四川外國(guó)語(yǔ)大學(xué)校長(zhǎng)董洪川擔(dān)任智庫(kù)聯(lián)盟秘書(shū)長(zhǎng)。智庫(kù)聯(lián)盟將凝聚各方面智庫(kù)力量，圍繞加快建設(shè)西部陸海新通道相關(guān)的政策解讀、戰(zhàn)略研判、決策分析、項(xiàng)目評(píng)估等工作，服務(wù)西部陸海新通道沿線國(guó)家高質(zhì)量發(fā)展。

當(dāng)天，由市政府外辦、市政府口岸物流辦牽頭會(huì)同有關(guān)方面共同打造的陸海新通道國(guó)際交流合作中心也宣告成立，設(shè)立在西部陸海新通道物流和運(yùn)營(yíng)組織中心，主要負(fù)責(zé)協(xié)調(diào)推動(dòng)通道國(guó)際交流合作方面有關(guān)工作。

四川外國(guó)語(yǔ)大學(xué)與泰國(guó)正大管理學(xué)院，西南政法大學(xué)與馬來(lái)西亞?wèn)|南亞社科研究中心，西南大學(xué)中希文明互鑒中心與塞爾維亞“一帶一路”研究中心等分別簽署中外智庫(kù)友好合作協(xié)議。泰國(guó)暹羅智庫(kù)、老撾國(guó)立大學(xué)中國(guó)研究中心、柬埔寨柬中關(guān)系發(fā)展學(xué)會(huì)、坦桑尼亞維加納智庫(kù)、哈薩克斯坦中國(guó)研究中心等國(guó)際智庫(kù)和重慶彭水自治縣六方共同簽署鄉(xiāng)村振興建設(shè)交流互鑒友好合作框架協(xié)議。

智庫(kù)聯(lián)盟提出，要打造成和諧包容、普惠平等的對(duì)話平臺(tái)，互學(xué)互鑒、互促互進(jìn)的開(kāi)放平臺(tái)，文明共榮、多元共進(jìn)的交流平臺(tái)，品牌彰顯、享譽(yù)世界的合作平臺(tái)。

陸海新通道國(guó)際交流合作中心成立。

More specifically, it entails embracing the overarching trend of global partnerships for connectivity and fostering extensive exchanges and dialogues among think tanks.This endeavor aims to establish an equitable and wellorganized platform for discussions, while generating innovative approaches and solutions to the high-quality development of the ILSTC.By doing so, it strives to harness collective efforts and foster consensus to enhance the wellbeing of individuals.

The Think Tank Association takes a proactive approach in exploring new theories and initiatives to address global crises and challenges.Through dialogue, it aims to identify solutions to global challenges, and through negotiation, it seeks to resolve global issues.By pooling collective expertise and resources, the association conducts thorough investigations to develop a comprehensive theoretical framework and address the practical requirements for the ILSTC development, thus continuously enhancing its value and significance on a global scale.

While developing the ILSTC, the association seeks to enhance cross-field cooperation among think tanks and work together to build an open and shared academic cooperation network.This is to highlight the defining feature of culture through exchanges and expand the influence of culture through mutual learning.Additionally, it plays an active role in promoting cultural exchanges among different countries and advance the establishment of a diversified international discourse system to enhance people-to-people bonds among countries and regions along the ILSTC.

Leveraging the expertise of think tanks, the association strives to disseminate the notion of a human community with a shared future and join hands in creating an internationally recognized think tank brand.The concerted efforts are directed towards deepening the understanding of the world on the ILSTC and offering new channels and pathways for resolving relevant international disputes and differences.

依托西部陸海新通道建設(shè)，加強(qiáng)跨領(lǐng)域智庫(kù)聯(lián)合，打造開(kāi)放共享的學(xué)術(shù)合作網(wǎng)絡(luò)，以交流凸顯文明底色、以互鑒擴(kuò)大文明影響，積極擔(dān)當(dāng)多元文明交流角色，推動(dòng)多元世界話語(yǔ)體系構(gòu)建，促進(jìn)西部陸海新通道沿線國(guó)家和地區(qū)的民心相通。

發(fā)揮智庫(kù)專(zhuān)家力量，積極傳播人類(lèi)命運(yùn)共同體理念，攜手打造國(guó)際智庫(kù)品牌，推動(dòng)世界對(duì)西部陸海新通道深入了解，為解決相關(guān)國(guó)際爭(zhēng)端和分歧提供新渠道新路徑。
