鄉(xiāng)村振興與新型城鎮(zhèn)化戰(zhàn)略耦合機(jī)理研究

摘 要：黨的二十大報(bào)告指出，要深入實(shí)施新型城鎮(zhèn)化戰(zhàn)略，全面推進(jìn)鄉(xiāng)村振興。鄉(xiāng)村振興與新型城鎮(zhèn)化兩大戰(zhàn)略之間具有價(jià)值相通性、目標(biāo)趨同性、主體一致性、政策共融性的特點(diǎn)，要素流動(dòng)視角下，構(gòu)建城鄉(xiāng)互促共生的有機(jī)生命體必須協(xié)同推進(jìn)鄉(xiāng)村振興戰(zhàn)略和新型城鎮(zhèn)化戰(zhàn)略。文章通過(guò)構(gòu)建內(nèi)在動(dòng)因—價(jià)值范式—載體依托的分析框架，對(duì)鄉(xiāng)村振興與新型城鎮(zhèn)化戰(zhàn)略耦合機(jī)理進(jìn)行闡釋。研究發(fā)現(xiàn)，鄉(xiāng)村振興與新型城鎮(zhèn)化戰(zhàn)略耦合內(nèi)在動(dòng)因源自城鄉(xiāng)要素滲流通道梗阻，價(jià)值范式為市場(chǎng)經(jīng)濟(jì)理性規(guī)則、政府有效政策供給與政策引導(dǎo)“雙輪驅(qū)動(dòng)”，載體依托為縣域城鎮(zhèn)化。鄉(xiāng)村振興與新型城鎮(zhèn)化戰(zhàn)略耦合路徑重構(gòu)應(yīng)秉承系統(tǒng)治理理念，在突破利益固化藩籬中，實(shí)現(xiàn)城鄉(xiāng)“人、地、錢、技”等要素雙向等價(jià)流動(dòng)。

Abstract：The report of the 20th National Congress of the Communist Party of China pointed out that it is necessary to deeply implement the new urbanization strategy and comprehensively promote rural revitalization. The two major strategies of rural revitalization and new urbanization have the characteristics of value similarity，goal convergence，subject consistency，and policy integration. From the perspective of factor flow，building an organic organism that promotes mutual coexistence between urban and rural areas must coordinate the promotion of rural revitalization strategy and new urbanization strategy. This paper explains the coupling mechanism between rural revitalization and new urbanization strategy by constructing an analytical framework of internal motivation-value paradigm-carrier support. Research has found that the internal motivation behind the coupling of rural revitalization and new urbanization strategies stems from the obstruction of urban-rural factor infiltration channels. The value paradigm is the “dual wheel drive” of rational rules of market economy，effective policy supply and policy guidance from the government. The carrier support is the county-level urbanization. The reconstruction of the coupling path between rural revitalization and new urbanization strategies should adhere to the concept of systematic governance，and achieve two-way equal flow of elements such as “people，land，money，and technology” between urban and rural areas while breaking through the barriers of solidified interests.

一、引 言

黨的二十大報(bào)告對(duì)全面建成社會(huì)主義現(xiàn)代化強(qiáng)國(guó)的宏偉藍(lán)圖與實(shí)踐路徑進(jìn)行了戰(zhàn)略擘畫(huà)，是一篇馬克思主義的綱領(lǐng)性文獻(xiàn)。黨的二十大報(bào)告指出，全面建設(shè)社會(huì)主義現(xiàn)代化國(guó)家，最艱巨最繁重的任務(wù)仍然在農(nóng)村。全面推進(jìn)鄉(xiāng)村振興是全面建成社會(huì)主義現(xiàn)代化強(qiáng)國(guó)語(yǔ)境下解決“三農(nóng)”問(wèn)題的重大戰(zhàn)略部署。推進(jìn)鄉(xiāng)村振興與新型城鎮(zhèn)化戰(zhàn)略“雙輪驅(qū)動(dòng)”是實(shí)現(xiàn)中國(guó)式現(xiàn)代化的內(nèi)在要求與題中之義。形塑于計(jì)劃經(jīng)濟(jì)的城鄉(xiāng)二元結(jié)構(gòu)是……
