重慶與緬甸發(fā)展多領(lǐng)域務(wù)實(shí)合作

In recent years, under the support and guidance of the Ministry of Foreign Affairs of the People’s Republic of China, Chongqing, as the Interprovincial Coordination and Operation Center of the Western International Land-Sea Trade Corridor (ILSTC), will actively fulfill the following ende vors:

1. Giving full play to the advantages of its prominent location in the region;

2. Fully implementing the outcomes of President Xi Jinping’s historic visit to Myanmar;

3. Actively participating in the building of the Lancang-Mekong Cooperation Mechanism;

4. Speeding up efforts to forge a better synergy between ILSTC and Lancang-Mekong Cooperation;

5. Working harder to strengthen international cooperation with ASEAN countries such as Myanmar; and

6. Actively working to construct a China-ASEAN community with a shared future.

近年來(lái)，在外交部的支持和指導(dǎo)下，作為西部陸海新通道省際組織運(yùn)營(yíng)中心，重慶充分發(fā)揮區(qū)位通道優(yōu)勢(shì)，全面落實(shí)習(xí)近平主席歷史性訪緬成果，積極參與瀾滄江—湄公河合作機(jī)制，扎實(shí)全面推進(jìn)陸海新通道與瀾湄合作加快對(duì)接，進(jìn)一步加強(qiáng)與緬甸等東盟國(guó)家的國(guó)際合作，積極助推共建中國(guó)—東盟命運(yùn)共同體。

按照“通道帶物流、物流帶經(jīng)貿(mào)、經(jīng)貿(mào)帶產(chǎn)業(yè)”的發(fā)展思路，重慶與緬甸在雙向投資、通道建設(shè)、文化旅游、教育、地方合作等領(lǐng)域的合作快速發(fā)展，各領(lǐng)域合作全面開花，形成了對(duì)緬開放的合作合力。

From June 7th to 8th, 2021, the Special ASEAN-China Foreign Minister Meeting in Celebration of the 30th Anniversary of Dialogue Relations and the 6th Lancang-Mekong Cooperation Foreign Minister Meeting were held in Chongqing.2021年6月7日至8日，紀(jì)念中國(guó)—東盟建立對(duì)話關(guān)系30周年特別外長(zhǎng)會(huì)暨瀾滄江—湄公河合作第六次外長(zhǎng)會(huì)在重慶舉行。

2022年4月1日，國(guó)務(wù)委員兼外長(zhǎng)王毅在安徽屯溪與緬甸外長(zhǎng)溫納貌倫共同為緬甸駐重慶總領(lǐng)事館揭牌。緬甸駐重慶總領(lǐng)事館有商務(wù)、文化、簽證、領(lǐng)事保護(hù)職能。這在國(guó)際形勢(shì)處于大發(fā)展大變革大調(diào)整和疫情持續(xù)波動(dòng)的大背景之下，重慶市新增駐渝總領(lǐng)事館，意義特殊而重大。

By leveraging opening-up corridors for closer logistics, business, and trade ties and ultimately greater industrial cooperation, Chongqing and Myanmar have witnessed an accelerated advancement of cooperation in many fields including two-way investment, corridor development, culture and tourism, education, and sub-national cooperation. Benefiting from bilateral cooperation across sectors,we have facilitated fruitful achievements in China’s opening-up to Myanmar.

On April 1, 2022, Wang Yi, State Councilor and Minister of Foreign Affairs, and U Wunna Maung Lwin, Myanmar’s Foreign Minister, met in Tunxi,Anhui Province, and jointly inaugurated the Consulate General of Myanmar in Chongqing. The Consulate General of Myanmar in Chongqing functions for commercial and cultural affairs, as well as visa and consular protection services. Against the background of the international situation is filled with major development, major transformation, and major changes and is affected by waves of COVID-19, the newly-added Myanmar Consulate General in Chongqing plays a unique and significant role.

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and Xi Jinping Thought on Diplomacy, the CPC Chongqing Municipal Committee and Chongqing Municipal Government attach great importance to local foreign affairs work, take into account both domestic and international dynamics, and put forward the goal of building a center for international exchanges in central and western China during the 14Five Year Plan period. The inauguration of the Myanmar Consulate General in Chongqing,a major progress in building a center for international exchanges in central and western China, opened up new prospects for the exchanges and cooperation between Chongqing and ASEAN countries and countries along the Mekong River. Keeping in line with the general national foreign policy, the inauguration of the Consulate General also facilitates Chongqing’s economic and social development.

重慶市委、市政府高度重視地方外事工作，始終堅(jiān)持以習(xí)近平新時(shí)代中國(guó)特色社會(huì)主義思想為指導(dǎo)，以習(xí)近平外交思想為指引，積極統(tǒng)籌國(guó)內(nèi)國(guó)際兩個(gè)大局，明確提出“十四五”期間建設(shè)中西部國(guó)際交往中心目標(biāo)。緬甸駐渝總領(lǐng)事館的開設(shè)，是重慶建設(shè)中西部國(guó)際交往中心又一重大成果落地，開拓了重慶與東盟國(guó)家、湄公河國(guó)家交流合作的新局面，有力配合了國(guó)家總體外交，為重慶經(jīng)濟(jì)社會(huì)發(fā)展增添光彩。

兩地人員往來(lái)頻繁，合作前景廣闊

In June 2021, guests attending the Special ASEAN-China Foreign Minister Meeting in Celebration of the 30th Anniversary of Dialogue Relations took a cruise tour for the beautiful night view of Chongqing.2021年6月，出席紀(jì)念中國(guó)—東盟建立對(duì)話關(guān)系30周年特別外長(zhǎng)會(huì)嘉賓夜覽兩江美景。

在市政府外辦的促成和精心安排下，緬甸駐華大使苗丹佩多次來(lái)渝訪問(wèn)，見證陸海新通道建設(shè)成果，展示重慶與緬甸交往合作前景，推動(dòng)重慶與緬甸在經(jīng)貿(mào)物流、文化旅游等重點(diǎn)領(lǐng)域加強(qiáng)交流與合作。通過(guò)多次實(shí)地參訪，苗丹佩大使對(duì)重慶的經(jīng)濟(jì)社會(huì)發(fā)展和地方風(fēng)土人情有了全面的認(rèn)識(shí)，堅(jiān)定了支持重慶與緬甸開展深入友好交流與合作的決心。

In August 2021, Chongqing donated anti-pandemic medical supplies to Myanmar.2021年8月，重慶市向緬甸捐贈(zèng)抗疫物資。

Frequent Personnel Exchanges Promising Broad Prospects for Cooperation

Organized and arranged by the Foreign Affairs Office(FAO) of the Chongqing Municipal People’s Government, U Myo Thant Pe, Ambassador of Myanmar to China, paid multiple visits to Chongqing to witness the progress and outcomes of the New International Land-Sea Trade Corridor. He acknowledged the promising future of Chongqing-Myanmar Cooperation and also helped to facilitate the exchanges and cooperation between the two sides in key fields such as economy, trade, logistics,culture, and tourism. After many visits to Chongqing, Ambassador U Myo Thant Pe had a deeper understanding of Chongqing’s economic and social development as well as the local culture and customs, thus enhancing his support to further deepen the exchanges and cooperation between Chongqing and Myanmar.

From June 7to 8, 2021, the Special ASEAN-China Foreign Minister Meeting in Celebration of the 30Anniversary of Dialogue Relations and the 6Lancang-Mekong Cooperation Foreign Minister Meeting were held in Chongqing. Foreign Minister U Wunna Maung Lwin of Myanmar attended the meeting. During the time in Chongqing, the FAO provided a comprehensive presentation of the megacity in terms of its general profile and development achievements to all foreign ministers.By fully tapping into Chongqing’s local features and resources, the FAO elaborately designed three field visits, which have been arranged with attention to every detail and multiple test runs to polish every section. During the meeting, Foreign Minister U Wunna Maung Lwin of Myanmar expressed that he would further support Chongqing-Myanmar exchanges and cooperation.

2021年6月7日至8日，紀(jì)念中國(guó)—東盟建立對(duì)話關(guān)系30周年特別外長(zhǎng)會(huì)暨瀾滄江—湄公河合作第六次外長(zhǎng)會(huì)在重慶舉行，溫納貌倫外長(zhǎng)來(lái)渝出席會(huì)議。在渝期間，市政府外辦充分發(fā)揮地方特色和優(yōu)勢(shì)資源，精心設(shè)計(jì)、反復(fù)模擬會(huì)議接待與服務(wù)的每一個(gè)環(huán)節(jié)，精心策劃了三場(chǎng)外出活動(dòng)，使得東盟國(guó)家各外長(zhǎng)實(shí)地了解重慶城市面貌和發(fā)展成就。會(huì)議期間，緬甸外長(zhǎng)溫納貌倫表示將進(jìn)一步支持重慶與緬甸的交往與合作。

胞波情義重，友誼溯源長(zhǎng)

2021年8月，新冠肺炎疫情在緬甸持續(xù)蔓延。在重慶市人民政府緊急援助緬甸行動(dòng)中，市政府外辦牽頭協(xié)調(diào)各有關(guān)市級(jí)部門和企業(yè)調(diào)撥抗疫物資，向緬甸捐贈(zèng)了30臺(tái)醫(yī)用制氧機(jī)、30萬(wàn)只醫(yī)用外科口罩、10萬(wàn)件防護(hù)服和隔離服等抗疫物資，并通過(guò)重慶東盟公路物流跨境班車順利運(yùn)到內(nèi)比都。這充分體現(xiàn)了重慶人民對(duì)緬甸人民的深厚情誼，詮釋了中緬兩國(guó)守望相助的命運(yùn)共同體精神。

重慶與緬甸之間再添新通道

2022年4月2日，市政府外辦與市政府口岸物流辦等有關(guān)單位共同促成陸海新通道中緬印國(guó)際聯(lián)運(yùn)班列（重慶—仰光—印度洋）開通。該班列由云南磨憨進(jìn)入老撾境內(nèi)，在萬(wàn)象轉(zhuǎn)為公路運(yùn)輸過(guò)境泰國(guó)，最終到達(dá)緬甸仰光。這標(biāo)志著陸海新通道打通中國(guó)通往緬甸、印度洋的國(guó)際物流新路徑，推動(dòng)陸海新通道建設(shè)取得突破性進(jìn)展。

A Profound and Long-lasting “Pauk Phaw” Friendship

In August 2021, COVID-19 continued to spread in Myanmar. Chongqing Municipal People’s Government launched an emergent aid program for Myanmar,and FAO took the lead in coordinating relevant municipal departments and enterprises to deliver epidemic prevention and control materials, including 30 sets of medical oxygen generators, 300,000 surgical masks, and 100,000 medical protective suits and medical-use insulation garments, to Naypyidaw via Chongqing-ASEAN Cross-border Highway Shuttle Bus, showing the close and profound relationship between the people of Chongqing and Myanmar, and fully demonstrating solidarity and mutual assistance between the two countries.

A New Corridor Between Chongqing and Myanmar

On April 2, 2022, the inauguration of the ILSTC China-Myanmar-India International Multimodal Railway Express (Chongqing-Yangon-Indian Ocean) was jointly launched by the FAO and the Port and Logistics Office of the Chongqing Municipal Government. The train will enter Laos from Mohan, Yunnan Province. After being converted to road transportation in Vientiane, it will transit through Thailand and finally reach Yangon, Myanmar. The train marks the opening of a new international logistic corridor from China to Myanmar and the Indian Ocean, a breakthrough in promoting the development of the ILSTC.

On May 23, 2022, the inauguration of the China-Myanmar International Railway Express (Chongqing-Lincang-Myanmar) was jointly launched by FAO and the Port and Logistics Offi e of the Chongqing Municipal Government. The train will arrive in Mandalay, Myanmar from Lincang Port, Yunnan Province via rail-road multimodal transportation. Thanks to this corridor, products from Chongqing and its surrounding areas can be exported to Europe, Africa, the Middle East, and South Asia via Myanmar.

Achievement in Cultural and Tourism Exchanges

Facilitated by the Chongqing FAO, the Municipal Commission of Culture and Tourism Development signed a memorandum of understanding with the General Department of the Ministry of Hotels and Tourism, Myanmar to expand and deepen tourism cooperation between Chongqing and Myanmar.

Regional Cooperation to Foster Sister City Relationships

Yangon, the largest city in Myanmar, is the economic and cultural center and a transportation hub. It enjoys well-developed industry and agriculture, processes and exports agricultural and mineral products such as rice, teak, cotton, bananas, and copper ore. The world-class Yangon port with 10,000-ton direct seagoing vessels boasts strong economic complementarity with Chongqing. The Chongqing FAO, thus,is working with relevant departments of Myanmar to foster the twinning of Chongqing and Yangon.

2022年5月23日，市政府外辦與市政府口岸物流辦等有關(guān)單位共同促成了中緬新通道（重慶—臨滄—緬甸）國(guó)際鐵路班列開通。經(jīng)由云南臨滄口岸出境，通過(guò)鐵公聯(lián)運(yùn)方式抵達(dá)緬甸曼德勒。依托中緬新通道，重慶本地及周邊地區(qū)出口貨物可以經(jīng)緬甸出海口聯(lián)通歐洲、非洲、中東及南亞各國(guó)。

文旅交流結(jié)碩果

2021年10月，瀾湄旅游城市合作聯(lián)盟大會(huì)暨瀾湄市長(zhǎng)文化旅游論壇在重慶舉行。在市政府外辦推動(dòng)下，市文化旅游委與緬甸飯店和旅游部綜合司簽訂合作諒解備忘錄，拓展深化兩地旅游合作。

務(wù)實(shí)推動(dòng)地方合作，發(fā)展友好城市關(guān)系

緬甸最大城市仰光市是緬甸的經(jīng)濟(jì)、文化中心和交通樞紐。工農(nóng)業(yè)發(fā)達(dá)，加工和出口稻米、柚木、棉花、香蕉和銅礦石等農(nóng)礦產(chǎn)品。擁有萬(wàn)噸級(jí)海輪可直接入港的世界級(jí)良港—仰光港，與重慶經(jīng)濟(jì)互補(bǔ)性強(qiáng)。市政府外辦正與緬甸有關(guān)方面共同努力推動(dòng)兩市發(fā)展建立友好城市關(guān)系。
