歷史街區(qū)文化景觀的智慧治理技術應用研究

摘要：為促進歷史街區(qū)文化景觀的保護利用中的智慧治理技術應用，分析了歷史街區(qū)文化景觀智慧化治理中數據高效采集、信息分析管理、實時監(jiān)控監(jiān)測、文化景觀展示和公眾參與監(jiān)督的五大方面技術應用現存的問題，提出了歷史街區(qū)文化景觀全周期保護利用的多元智慧治理技術總體框架，包括文化景觀數字化體系、信息分析管理體系、智能監(jiān)測監(jiān)管體系、公眾參與監(jiān)督體系和文化景觀展示體系五大技術體系，闡述了不同智慧治理技術在歷史街區(qū)文化景觀保護利用中作用和適用性，為加強歷史街區(qū)文化景觀保護利用智慧治理提供了支持。

Abstract：In order to promote the application of intelligent governance technology in the protection and utilization of cultural landscape in historical blocks， the existing problems of five aspects of technical application in the intelligent governance of cultural landscape in historical blocks are analyzed， including efficient data collection， information analysis， and management， real-time monitoring and surveillancing， cultural landscape display and supervision of public participation. The general framework of multi-intelligent governance technology for the full-cycle protection and utilization of cultural landscape in historical blocks is proposed， containing five technical systems： cultural landscape digital system， information analysis and management system， intelligent monitoring and supervision system， public participate in supervision system， and cultural landscape display system. This paper expounds the role and applicability of different intelligent governance technologies in the protection and utilization of cultural landscape in historical blocks， and provides support for strengthening the intelligent governance of the protection and utilization of cultural landscape in historical blocks.

文化景觀指的是人類在社會發(fā)展過程中所創(chuàng)造的具有歷史性和地域性特征的有形的物質景觀和無形的非物質景觀[1～2]。歷史街區(qū)是文化景觀中的重要組成部分，經過不同歷史時期社會、經濟、文化等方面的共同積淀，承載了城市記憶，并蘊含著大量歷史文化信息，具有豐富的歷史價值、藝術價值和科學價值。隨著歷史街區(qū)保護利用政策要求的逐年強化，歷史街區(qū)文化景觀消減的趨勢在一定程度上得到了遏制，但目前在歷史街區(qū)保護利用過程中依然存在歷史建筑建設性破壞、非物質文化景觀消失、文化宣傳和展示空間不足等問題。另一方面，3S、人工智能等智慧治理技術在城市建設管理等方面獲得較好的應用成效，為解決歷史街區(qū)文化景觀保護利用問題提供了新的思路及技術支持，但目前智慧治理技術在歷史街區(qū)的應用深度不足?！?br>
