The Chengdu-Chongqing Twin-Hub Mega-Region

We will coordinate the development of the Chengdu-Chongqing Twin-Hub Mega-Region and “One Area， Two Town Clusters” to make full use of the continued momentum generated from regional economic development plans. Based on the strategic positioning of the Mega-Region to be with national importance as an economic powerhouse， an innovation center of science and technology， a new hub of reform and opening-up， and a pleasant place for quality life， we will concentrate on fulfilling our tasks in Chongqing and work together to form a cooperative synergy between Chongqing and Chengdu. We will strive for mutual-complementarity and high-quality development in the region.

A Financial Center in Western China

We will accelerate our efforts to build a financial center in Western China. In doing so， we will：

·Develop a comprehensive modern financial system and elevate our abilities in providing financial services to serve the real economy;

·Facilitate reasonable mobility and efficient integration of different types of financial resources and factors;

·Explore new approaches in our cooperation with Singapore in areas including bonds， funds， and wealth management;

·Foster greater connectivity between financial markets from home and abroad;

·Introduce domestic and international financial institutions to Chongqing;

·Initiate a special program for startups to go public;

·Develop equity investment funds; and

·Improve the financial service systems including sci-tech and startup finance， inclusive finance， green finance， consumer finance， and supply chain finance.

“A Metropolis on Rails”

We will build Chongqing into “A Metropolis on Rails” by initiating the continuation project of 308 kilometers of urban rail transit. Phase-4 of the project includes constructing 44 kilometers of rail transit， and the facilitation of TOD （Transit-Oriented Development） will help reach the “850+ km” milestone of urban rail transit in operation and construction， which includes over 500 kilometers of trail transit already in operation. We will accelerate the planning and construction of intercity railways and commuter railways， provide more routinely run trains and deepen the integration of artery railways， intercity railways， commuter railways， and urban rail transit.

“Guangyang Island—Stunning Sceneries on the Yangtze， An Ecological Island of Chongqing”

Guangyang Island will be developed as a model of green development along the Yangtze River Economic Belt. The Guangyang Island International Convention Center， the Yangtze River Leadership Academy on Ecological Civilization， and the Museum of Great River Civilization will be established to elaborately exhibit the stunning sceneries of Guangyang Island， an ecological island of Chongqing.

“New Infrastructure， New Urbanization Initiatives， and Major Projects”

We will ensure an appropriate amount of investment in infrastructure， the efficient implementation of projects， and stable investment. Major projects of “New Infrastructure， New Urbanization Initiatives， and Major Projects”， urban upgrading， and addressing the weaknesses in people’s well-being will be the focus. A number of mature projects will be initiated， and the ongoing project will be accelerated to reach more solid results.

Upgrading International Consumption

We will upgrade and expand the capacity of consumption by grasping the opportunities of nurturing an international consumption center city. We will initiate 10 programs including upgrading international consumption and promote eight major campaigns to upgrade consumption in Chongqing to maintain the momentum of consumption revival.

RCEP （Regional Comprehensive Economic Partnership）

We will promote systematic opening-up， formulate and issue a high-quality RCEP action plan. We will open the service sector with the launch of more comprehensive trials， advance trials for innovative development of trade in services， and establish integrated pilot zones for cross-border e-commerce.

“Dry Port”

As a national logistics hub， we will improve the functions in ports， land ports， and airports， establish a national logistics hub based on production and business services and implement the demonstration project of railway-highway-waterway intermodal transport in Guoyuan Port. The construction of a “Dry Port” will be promoted and the goal of “Zero Transfer” will be realized both in passenger and freight transport.

“Fertile Land for a Millennium”

To revitalize the seed industry and implement the “Fertile Land for a Millennium” project， we will accelerate the demonstrative reform of mechanizable farmland， keep total crop acreage and grain output stable， expand the cultivated area of oil crops， and improve the long-term mechanism for the stable and orderly growth of the hog industry. The supply of important agricultural products will be ensured.

“Double Reduction”

To consolidate and expand the results of “Double Reduction” in compulsory education， we will create district and counties with high-quality and well-balanced compulsory education. We will deepen curriculum reform in high schools， and facilitate diversified development according to the characteristics of each school. We will implement the projects of “Double Excellence” and “Double Prominence” and develop vocational education in undergraduate colleges to build a skill-oriented society.

Long-Term Rental Housing Market

Upholding the principle that housing is for living in， not for speculation， we will fully implement the long-term mechanism of administration and regulation to keep the prices of land and housing as well as market expectations stable. We will develop the long-term rental housing market and build government-subsidized housing to address the housing difficulties faced by new urban residents and young people. A positive growth cycle of the real estate market and its healthy development will be facilitated.

Humanistic， Civilized， and Livable

We will preserve and inherit the cultural legacy of Chongqing， ensure comprehensive protection in conjunction with flexible utilization. We will promote the conservation of the Datianwan Stadium， the Cultural Palace of Chongqing， the Chongqing People’s Grand Hall， and other historical and cultural areas in Chongqing， and enhance the protection of ancient architectures， old housing， and old streets. With the history and roots of the city being remembered， Chongqing will be more humanistic， civilized， and livable.
