亮新招 出實(shí)招重慶加速建設(shè)“國(guó)際消費(fèi)中心城市”

圍繞提升開(kāi)放型經(jīng)濟(jì)質(zhì)量，重慶將構(gòu)建高質(zhì)量開(kāi)放型經(jīng)濟(jì)體系。

2021年是黨和國(guó)家歷史上具有里程碑意義的一年，也是重慶商務(wù)工作搶抓《成渝地區(qū)雙城經(jīng)濟(jì)圈建設(shè)規(guī)劃綱要》契機(jī)，搶抓榮獲國(guó)際消費(fèi)中心城市培育、服務(wù)業(yè)擴(kuò)大開(kāi)放綜合試點(diǎn)、全國(guó)營(yíng)商環(huán)境創(chuàng)新試點(diǎn)三大“中西部唯一”先行先試機(jī)遇，推動(dòng)商務(wù)經(jīng)濟(jì)高質(zhì)量發(fā)展，跑出商務(wù)經(jīng)濟(jì)加速度的一年。

2022年政府工作報(bào)告顯示，2021年，重慶社會(huì)消費(fèi)品零售總額增長(zhǎng)18.5%，外貿(mào)進(jìn)出口總值增長(zhǎng)22.8%，累計(jì)落戶世界500強(qiáng)企業(yè)312家，實(shí)際利用外資105億美元以上。

這一年，重慶推進(jìn)更高水平開(kāi)放，啟動(dòng)實(shí)施與東盟經(jīng)貿(mào)合作行動(dòng)計(jì)劃，開(kāi)展跨境貿(mào)易便利化專項(xiàng)行動(dòng)，重慶高新區(qū)獲批國(guó)家首批加工貿(mào)易產(chǎn)業(yè)園。

1月17日，重慶市商務(wù)委黨組書(shū)記、主任章勇武聆聽(tīng)了政府工作報(bào)告后表示，商務(wù)工作將全面貫徹落實(shí)全市“兩會(huì)”精神，把立足新發(fā)展階段、貫徹新發(fā)展理念、構(gòu)建新發(fā)展格局這一“三新”理論作為根本遵循，筑牢筑穩(wěn)商務(wù)經(jīng)濟(jì)基本盤(pán)。要主動(dòng)對(duì)標(biāo)高標(biāo)準(zhǔn)國(guó)際經(jīng)貿(mào)規(guī)則，以高水平開(kāi)放促進(jìn)深層次改革、推動(dòng)高質(zhì)量發(fā)展。要把擴(kuò)大消費(fèi)同改善人民生活品質(zhì)結(jié)合起來(lái)，增強(qiáng)消費(fèi)對(duì)經(jīng)濟(jì)發(fā)展的基礎(chǔ)性作用。要統(tǒng)籌抓好疫情防控和商務(wù)經(jīng)濟(jì)發(fā)展，形成發(fā)展和安全協(xié)調(diào)并進(jìn)的良好局面。

2021 was a year of milestone significance in the history of the Communist Party of China and the country, and it was also a pivotal year for Chongqing to promote its commercial work following---, to seize the opportunity brought about by the “one and only favorable policy in the central and western China” including international consumption center city, the comprehensive trials on opening-up in the service sector, and the national pilot on business environment innovation.In 2021, Chongqing has achieved high-quality and fast-paced business development.

According to the government work report of Chongqing, Chongqing’s total retail sales of consumer goods and total value of foreign trade imports and exports have increased by 18.5% and 22.8% respectively in 2021.Besides, 312 enterprises of the Fortune Global 500 have settled in Chongqing, and the actual utilization of foreign investment has exceeded USD10.5 billion.

In 2021, Chongqing has advanced its higher level of opening-up.It has launched and implemented the action plan for economic and trade cooperation with ASEAN, and has taken targeted measures in facilitating cross-border trade.Chongqing High-Tech Development Zone has been listed in the first batch of the National Processing Trade Industrial Park.

On January 17, Zhang Yongwu, the Secretary of the Leading Party Members’ Group and the Director-General of Chongqing Municipal Commission of Commerce, after learning about the work report of the Chongqing Government, pointed out that the business work of Chongqing will fully implement the guidelines put forward on the “two sessions”,uphold the “three new” theory as the fundamentals, which consists of basing on the new development stage, applying the new development philosophy,and creating the new development dynamic so as to build a solid foundation for developing business economy.Chongqing shall actively align itself with high-standard international economic and trade rules, deepen reforms and promote high-quality development through a high-level of openingup.Chongqing should combine expanding consumption and improving living standards so as to enhance consumption’s basic function in boosting economic development.Efforts in pandemic prevention and control and economic development should be coordinated so as to form a favorable condition for both development and safety.

“This year, focusing on the upgrading and capacity expansion of consumption, Chongqing will carry out more new and practical measures to boost consumption confidence and inject strong impetus into consumption”Zhang Yongwu introduced, in 2022, Chongqing will accelerate the construction in five directions including international shopping, foods,exhibition, tourism and culture, and put in practice the “10 projects” including gathering international consumption resources and quality improvement of functional zones.

In terms of quality improvement of functional zones, the construction of the Central Business District and the Cuntan International New City will be promoted and the Jiefangbei-Chaotianmen and Guanyinqiao world-renowned business districts will be further advanced.Based on the goal of international standards, high-quality and characteristic features, Chongqing will continuously promote the transformation and upgrading of the city, upgrade business forms, promote the reinforcing of business, tourism and culture and carry out smart technology’s transformation.Chongqing will make efforts to build an international consumption platform, promote the formation of an international consumption center that has characteristic features and serves the neighboring areas.

“今年，圍繞消費(fèi)升級(jí)擴(kuò)容，重慶將推出更多新招、實(shí)招，增強(qiáng)消費(fèi)信心，激發(fā)消費(fèi)活力。”章勇武介紹，2022年，重慶將加快國(guó)際購(gòu)物、美食、會(huì)展、旅游、文化五大名城建設(shè)，實(shí)施國(guó)際消費(fèi)資源集聚、載體提質(zhì)等“十大工程”。載體提質(zhì)方面，打造中央商務(wù)區(qū)、寸灘國(guó)際新城國(guó)際消費(fèi)極核，建設(shè)解放碑—朝天門(mén)、觀音橋世界知名商圈。按照國(guó)際化、品質(zhì)化、特色化，持續(xù)推動(dòng)改造提升、業(yè)態(tài)升級(jí)、商旅文互促、智能化改造，建設(shè)國(guó)際化的消費(fèi)平臺(tái)，推動(dòng)形成一批各具特色、輻射周邊地區(qū)的國(guó)際消費(fèi)中心區(qū)。

Taking advantage of the corridors and platforms as well as deepening regional cooperation are also the focuses of Chongqing to cultivate a center city for international consumption.To this end, Chongqing will continue to upgrade the capacity of international corridors and facilitate more international and domestic exchanges and cooperation projects.By vigorously developing the “fourfirst economy” (first store, first brand, first show, and first launch), we strive to attract domestic and foreign well-known brands to open their global, national,or regional-level first store, flagship store, or chain store in Chongqing so that Chongqing will be favorable among international famous brands.By working together with Sichuan, we will build an international consumer destination with the characteristics of both Chongqing and Sichuan.

In terms of upgrading traditional consumption, Chongqing will continue to promote the eight major campaigns to upgrade consumption, expand the circulation of second-hand automobiles.We will encourage qualified districts and counties to organize promotional events of new energy vehicles, promote rural areas to use more green and smart home appliances, and trade-in services.We will facilitate automobile consumption according to different phases and recycling, boost bulk consumption such as home furnishings, furniture, and other home appliances, and encourage more food and beverage consumption.In terms of accelerating the development of new consumption, focuses will be put on growing new business models that are smart,customized, experience-oriented, fashionable, etc., activating new consumer demand,and unleashing urban and rural consumption potentials.

發(fā)揮通道優(yōu)勢(shì)，用好開(kāi)放平臺(tái)，深化區(qū)域合作，也是重慶培育建設(shè)國(guó)際消費(fèi)中心城市著力的重要方向。為此，重慶將實(shí)施國(guó)際通道能級(jí)提升、國(guó)際國(guó)內(nèi)交流合作工程，大力發(fā)展“四首經(jīng)濟(jì)”，吸引國(guó)內(nèi)外知名品牌在渝開(kāi)設(shè)全球性、全國(guó)性和區(qū)域性品牌首店、旗艦店、連鎖店，培育國(guó)際知名品牌優(yōu)選地。聯(lián)動(dòng)四川打造富有巴蜀特色的國(guó)際消費(fèi)目的地。

提升傳統(tǒng)消費(fèi)能級(jí)方面，重慶將繼續(xù)實(shí)施“巴渝新消費(fèi)”八大行動(dòng)，擴(kuò)大二手車流通，鼓勵(lì)有條件的區(qū)縣開(kāi)展新能源汽車促銷、綠色智能家電下鄉(xiāng)和以舊換新，促進(jìn)汽車梯次消費(fèi)、循環(huán)消費(fèi)，提振家裝家具家電等大宗消費(fèi)，活躍餐飲消費(fèi)。加快新型消費(fèi)發(fā)展方面，壯大智能、定制、體驗(yàn)、時(shí)尚等新業(yè)態(tài)新模式，激活消費(fèi)新需求，釋放城鄉(xiāng)消費(fèi)潛力。

今年，圍繞提升開(kāi)放型經(jīng)濟(jì)質(zhì)量，重慶將構(gòu)建高質(zhì)量開(kāi)放型經(jīng)濟(jì)體系。聚焦外貿(mào)創(chuàng)新提質(zhì)，重慶將加快國(guó)家級(jí)加工貿(mào)易產(chǎn)業(yè)園、國(guó)家外貿(mào)轉(zhuǎn)型升級(jí)基地、國(guó)際營(yíng)銷體系和自主出口品牌建設(shè)，創(chuàng)建國(guó)家進(jìn)口貿(mào)易促進(jìn)創(chuàng)新示范區(qū)。加快跨境電商綜試區(qū)建設(shè)，拓展“一帶一路”沿線國(guó)家和南美洲、非洲等新興市場(chǎng)。

服務(wù)貿(mào)易創(chuàng)新領(lǐng)域，重慶將推動(dòng)“保稅+服務(wù)貿(mào)易”發(fā)展，加快服務(wù)外包示范城市建設(shè)，創(chuàng)建中醫(yī)藥服務(wù)出口基地、人力資源服務(wù)出口基地和數(shù)字服務(wù)出口基地。

提高利用外資質(zhì)量，健全外商投資全流程服務(wù)體系，推行外商行政服務(wù)管家服務(wù)制度。加大先進(jìn)制造、

現(xiàn)代服務(wù)等領(lǐng)域外資引進(jìn)力度，著力打造高質(zhì)量外資

集聚地。

“走出去”方面，重慶將支持企業(yè)參與全球產(chǎn)業(yè)

鏈重塑，壯大對(duì)外投資主體，引導(dǎo)對(duì)外承包工程轉(zhuǎn)型升級(jí)，促進(jìn)對(duì)外勞務(wù)合作有序發(fā)展。

This year, to enhance the quality of an open economy, Chongqing will build a high-quality open economic system.Focusing on innovation and quality-improvement of foreign trade, we will move faster to build a national processing trade industrial park, a national foreign trade transformation and upgrading base, an international marketing system, an independent exportoriented brand, and a national demonstrative zone for import trade promotion and innovation.We will expedite the construction of a cross-border e-commerce pilot zone and explore markets in countries along the Belt and Road, South America, Africa, and other emerging markets.

In the field of developing new approaches for trade in services, Chongqing will promote the development of “bonded zones + trade in services”, accelerate the construction to be a service outsourcing demonstration city.And the construction of a traditional Chinese medicine service export base, a human resources services export base, and a digital services export base will be facilitated at a faster pace.

We will also elevate the quality of foreign investment in actual use,improve the whole process of the foreign investment service system, and implement an administrative butler service system for foreign investors.We will work to introduce more foreign investment in advanced manufacturing,modern services, and other fields, and strive to build a high-quality foreign investment cluster.

In terms of “going global”, Chongqing will support companies to participate in the reshaping of the global industrial chain, cultivate the main entities of foreign investment, guide the transformation and upgrading of foreign contracting projects, and promote the orderly development of foreign labor cooperation.

This year, Chongqing will also build a high-standard institutional open system.We will fully align and implement the RCEP agreement and formulate a high-quality RCEP implementation plan.At the same time, we will coordinate and galvanize the pilot free trade zone, the coordinated innovation zone,the synergistic opening demonstrative area of the Sichuan-Chongqing pilot free trade zone, and the special customs supervision area.We will promote the comprehensive trails for the expansion and opening-up of the service industry and the trails for the comprehensive innovation and development of trade in service, aiming to form a strong synergy to promote the high-quality development of an open economy.
