以體制機(jī)制及政策體系為引領(lǐng)，推動(dòng)大連城鄉(xiāng)融合發(fā)展

作者簡(jiǎn)介：劉作權(quán)，（1974.9-），男，漢遼寧省大連市，碩士，副教授，思想政治教育和高校管理。

摘要：實(shí)施鄉(xiāng)村振興戰(zhàn)略是目前我國(guó)經(jīng)濟(jì)發(fā)展的重點(diǎn)工作之一，也是我國(guó)國(guó)民經(jīng)濟(jì)發(fā)展的重要內(nèi)容。現(xiàn)階段，國(guó)家對(duì)于鄉(xiāng)村的發(fā)展投入了較多的資源，在政策上給予了鄉(xiāng)村較多的優(yōu)惠，在其發(fā)展過程中為了解決鄉(xiāng)村經(jīng)濟(jì)在產(chǎn)業(yè)結(jié)構(gòu)上較為單一、經(jīng)濟(jì)發(fā)展氛圍單薄的問題，需要加強(qiáng)對(duì)鄉(xiāng)村產(chǎn)業(yè)的結(jié)構(gòu)調(diào)整工作，促進(jìn)城鄉(xiāng)融合發(fā)展，建立起完善的城鄉(xiāng)融合發(fā)展機(jī)制和政策體系。基于此，本文針對(duì)于城鄉(xiāng)融合發(fā)展體制機(jī)制和政策體系進(jìn)行分析，以大連為例來探討具體的落實(shí)辦法，希望能夠?qū)ο嚓P(guān)部門和人員提供參考。

Abstract：The implementation of the rural revitalization strategy is one of the key tasks of China's economic development， and it is also an important content of China's national economic development.At the present stage， the country invested more resources in the development of rural areas， the policy gave more preferential rural， in the process of its development in order to solve the rural economy on the industrial structure， economic development atmosphere of thin， need to strengthen the structural adjustment of rural industry， promote the development of urban and rural integration， establish a perfect urban-rural integration development mechanism and policy system.Based on this， this paper analyzes the system， mechanism and policy system of integrated urban and rural development， and takes Dalian as an example to discuss the specific implementation methods， hoping to provide reference to relevant departments and personnel.

1 前言

大連是東北老工業(yè)基地的排頭兵，是東北地區(qū)經(jīng)濟(jì)較好、發(fā)展較快的城市之一，而同時(shí)其在近幾年的發(fā)展中也呈現(xiàn)出城鄉(xiāng)發(fā)展矛盾的問題。就目前來看，鄉(xiāng)村振興是我國(guó)重要的發(fā)展戰(zhàn)略之一，在黨的十九大中著重提出了鄉(xiāng)村振興的戰(zhàn)略。大連作為我國(guó)北方經(jīng)濟(jì)的重要結(jié)點(diǎn)，必須要著重對(duì)城鄉(xiāng)發(fā)展差距進(jìn)行縮短，加快城鄉(xiāng)融合工作，完善城鄉(xiāng)融合發(fā)展體制機(jī)制和政策體系，確保整體城市的有效建設(shè)和經(jīng)濟(jì)的繁榮發(fā)展。
