數智賦能：中國—上合組織國家文旅融合新時代交流智慧旅游新模式，共同展望發展新前景

8月23日，中國—上海合作組織數字經濟產業論壇智慧旅游分論壇在重慶國際文旅之窗舉行。本次活動邀請到上海合作組織近10個國家的150余名嘉賓線上線下同時出席，圍繞“數智賦能：中國—上合組織國家文旅融合新時代”主題，集中展示智慧旅游產業的新成果，積極交流智慧旅游應用的新模式，共同展望智慧旅游發展的新前景。

重慶市人民政府副市長蔡允革、上海合作組織副秘書長張海舟出席活動并致辭。文化和旅游部副部長張旭、上合組織前秘書長阿利莫夫、俄羅斯聯邦旅游署國際合作局局長斯米利韋茨、白俄羅斯體育與旅游部副部長波爾特諾伊、亞美尼亞埃里溫市市長馬魯江、尼泊爾駐華使館經濟公使查賓德拉通過線上致辭。

本次論壇還舉行了“中國（重慶）—上海合作組織智慧旅游中心”和“重慶國際文旅之窗”授牌儀式，并宣布上線“重慶—發現上合之旅多語種云展廳”。

據介紹，“中國（重慶）—上海合作組織智慧旅游中心”將秉承“政府主導、多方參與、國際合作、文旅交流”的原則，圍繞“共商發展標準、共建發展平臺、共促市場發展、共推文旅品牌、共同培養人才”五大任務，利用智慧旅游現代信息化技術，建設上合組織智慧文旅交流服務平臺，展示智慧旅游產業新成果、交流智慧旅游應用新模式、展望智慧旅游發展新前景，促進上合組織國家優勢互補、密切合作、協調發展。

“重慶國際文旅之窗”圍繞“窗口”“貿易”“旅游”定位，打造國際文旅交流、國際文旅商品展銷、出境游公共服務三大功能，重點做好全市國際性文化旅游交流活動的組織、策劃和承辦，搭建中外政企交流橋梁，為國外友城和駐華領事機構提供在渝推廣平臺，建設重慶文旅對外宣傳窗口?！爸貞c—發現上合之旅多語種云展廳”是重慶市文化旅游委為深化重慶和上合組織國家文化旅游交往，依托中國國際在線搭建的國際化、數字化、智能化文旅交流新窗口。

主旨演講環節，歐洲科學院外籍院士、清華大學責任教授熊澄宇，文化和旅游部科技教育司原司長、全國旅游標準化技術委員會主任孫若風，重慶郵電大學副校長、旅游多源數據感知與決策技術文化和旅游部重點實驗室主任王國胤，分別圍繞“國際旅游與智慧旅游”“在中國：融合讓智慧旅游更智慧”“大數據智能技術賦能智慧旅游發展”等主題展開交流探討，分享對智慧旅游的前沿觀察。

沙龍對話環節，柬埔寨駐重慶總領事尤索科，重慶市文化和旅游發展委員會副主任秦定波，重慶文化旅游明斯克推廣中心主任、白俄羅斯旅游文化商品中心主任、白俄羅斯明斯克市駐重慶代表歐莉婭，科大訊飛股份有限公司總裁助理郭超等4位嘉賓通過5G連線的方式，與莫斯科旅游委國際交流局局長福納里科瓦，世界旅游城市聯合會專家委員會委員、澳大利亞格里菲斯大學旅游研究院研究員丁培毅先生，印度旅行社協會會長瑪雅哈薩克斯坦旅游協會智慧旅游部部長德米特里等4位境外嘉賓開展實時對話，圍繞“深化重慶和上海合作組織國家文旅交流”主題，暢談國際文旅合作新機遇。

此外，為彰顯文旅特色，突出巴渝特色，講好重慶故事，智慧旅游分論壇會場外還配合展示了剪紙、夏布、陶器、折扇、中醫針灸等非遺文化，邀請非遺傳承人和與會嘉賓現場互動，深受中外嘉賓歡迎。

參加本次論壇的還有上合組織國家駐華使領館代表、在華文化旅游機構代表，重慶市有關區縣文化旅游部門負責人，國內智慧旅游專家學者，文化旅游企業代表，國內主流媒體記者等。與此同時，本次論壇還在文化和旅游部國際交流合作局，中國駐莫斯科旅游辦事處設置兩個線上會場。

Empowered by Digital and Smart Technology： A New Era of Culture Plus Tourism for China?and the SCO Countries

Discuss new model of smart tourism and look into new prospect of development

On August 23， China-SCO Forum on the Digital Economy Industry Parallel Session： Smart Tourism was held at Chongqing Window of International Culture and Tourism. Attended by 150-odd guests from nearly 10 SCO countries online and offline at the same time， and themed upon "Empowered by Digital and Smart Technology： A New Era of Culture Plus Tourism for China and the SCO Countries"， the event has showcased new results of the smart tourism industry in a centralized way， actively exchanged new models for smart tourism application， and jointly looked into the new prospect of smart tourism development.

Cai Yunge， Vice Mayor of Chongqing Municipal Peoples Government， and Zhang Haizhou， Deputy Secretary General of the SCO attended the event and delivered speeches. Zhang Xu， Vice Minister of Culture and Tourism， Rashid Alimov， former SCO Secretary General， Demyan Smilevets， Head of International Cooperation of the Federal Agency for Toruism， Mikhail Portnoi， Deputy Minister of Sports and Tourism of Belarus， Hayk Marutyan， Mayor of Yerevan， Armenia and Chhabindra Parajuli， Economic Minister Counselor of Nepalese Embassy in China delivered speeches online.

During the Forum， awarding ceremonies for "China （Chongqing）-Shanghai Cooperation Organization Smart Tourism Center" and "Chongqing International Cultural Tourism Window" were also held， along with the launching announcement of "Chongqing - Discovering SCO? Multi-language Cloud Exhibition Hall".

It was introduced that "China （Chongqing）-Shanghai Cooperation Organization Smart Tourism Center" will uphold the "government-led， multiple-participation， international cooperation， cultural tourism exchange" principle， focus on the five tasks of "joint consultation of development standard， joint construction of development platform， joint stimulation of market development， joint promotion of cultural tourism brands， and joint cultivation of talents"， build SCO smart cultural tourism exchange service platform by virtue of smart tourism modern information technology， display new results of smart tourism industry， exchange new models of smart tourism application， look into the new prospect of smart tourism development， and enable the complementary advantages， close cooperation and coordinated development of SCO countries.

Centering on the positioning of "window"， "trade" and "tourism"， Chongqing Window of International Culture and Tourism has forged three functions， i.e. international cultural tourism exchange， international cultural tourism commodity exhibition and sales， and outbound tourism public service， prioritized the organization， planning and undertaking of international cultural tourism exchange events in the whole city， built a bridge for government and enterprise exchanges at home and abroad， provided a promotion platform in Chongqing for foreign friendly cities and consular agencies in China， and constructed a foreign publicity window for Chongqing's cultural tourism. "Chongqing - Discovering SCO? Multi-language Cloud Exhibition Hall" serves as a new window for international， digital， and intelligent cultural tourism exchanges built by Chongqing Municipal Development Committee of Culture and Tourism based on CRI.cn for deepening culture and tourism exchanges between Chongqing and SCO countries.

In the keynote speech session， Xiong Chengyu， a foreign academician of Academia Europaea and accountable professor of Tsinghua University， Sun Ruofeng， the former director of Department of Science and Technology Education of Ministry of Culture and Tourism， and director of National Tourism Standardization Technical Committee， Wang Guoyin， Vice President of Chongqing University of Posts and Telecommunications， and director of the Key Laboratory of Tourism Multi-source Data Perception and Decision Technology of the Ministry of Culture and Tourism， have conducted exchanges and discussions centering on "International Tourism and Smart Tourism"， "In China： Integration Makes Smart Tourism Smarter"， "Big Data Intelligent Technology Empowers Smart Tourism Development" and other themes respectively and shared their cutting-edge observations of smart tourism.

In salon dialogue session， Sokhemrak YOS， Consul General of Cambodia in Chongqing， Qin Dingbo， deputy director general of Chongqing Municipal Development Committee of Culture and Tourism， Olga Zelkovskaya， director of Chongqing Culture and Tourism Minsk Promotion Center， representative of Belarus Tourism and Cultural Commodity Center in Chongqing， and representative of Minsk City， Belarus in Chongqing， Guo Chao， Assistant to President of iFlytek， carried out real-time dialogue with 4 foreign guests， including Fonarkova Anna Konstantinovna， Director-General of the International Exchanges Department of Moscow Tourism Committee， Mr. Ding Peiyi， Member of the Expert Committee of World Tourism Cities Federation， and Researcher at the Tourism Research Institute of Griffith Unversity， Australian， Jyoti Mayal， President of Travel Agents Association of India（TAAI） and Dmitriy Tin， Director of Smart Tourism Department of Kazakhstan Tourism Association via 5G video conference， and talked about new opportunities of international cultural tourism cooperation with the theme of "Deepening Cultural and Tourism Exchanges between Chongqing and SCO Countries".

Moreover， in order to manifest cultural tourism features， highlight Bayu characteristics， and tell the story of Chongqing well， Parallel Session： Smart Tourism also showcased paper cuttings， grass linen， pottery， folding fan， TCM acupuncture outside the venue， and invited inheritors of intangible cultural heritage to interact with the guests， which were well received by all guests.

The Forum was attended by representatives of SCO countries' embassies and consulates in China， representatives of cultural tourism institutions in China， heads of relevant district and county cultural tourism departments in Chongqing， domestic smart tourism experts and scholars， representatives of cultural tourism enterprises， and domestic mainstream media reporters， etc. as well. At the same time， the Forum set up two online venues in the Bureau of International Exchanges and Cooperation of the Ministry of Culture and Tourism and the China National Tourism Office， Moscow.
