綠水青山共為鄰

春天的浙江省湖州市安吉縣天荒坪鎮余村，遠山、竹林、溪水、春花，構成一幅幅美不勝收的畫卷。村口水塘邊立著一塊巨石，正面鐫刻10個紅色大字：綠水青山就是金山銀山。余村人自豪地說，這里是“兩山論”的誕生地。

“我們過去講既要綠水青山，又要金山銀山，實際上綠水青山就是金山銀山。”2005年8月15日，時任浙江省委書記的習近平來到余村，首次提出“綠水青山就是金山銀山”。16年來，余村堅定踐行這一理念，走出了一條生態美、產業興、百姓富的可持續發展之路，“兩山論”也從余村走向了全國。

改革開放以來，長三角地區率先實現經濟騰飛，同時也最早感受到粗放發展方式帶來的環境代價。要經濟還是要環境，要增長還是要生態，似乎是一個不可能解決的難題。直到“兩山論”的提出，以更具前瞻性的理念回答了這個時代之問。如果能夠把這些生態環境優勢轉化為生態農業、生態工業、生態旅游等生態經濟的優勢，那么綠水青山也就變成了金山銀山。

“綠水青山就是金山銀山”短短10個字，閃耀著習近平總書記對生態環境保護和經濟發展之間關系的深邃思考。黨的十八大以來，習總書記多次對生態文明建設作出重要指示，在不同場合反復強調“綠水青山就是金山銀山”。

2018年6月，習近平總書記在山東考察時強調，良好生態環境是經濟社會持續健康發展的重要基礎，要把生態文明建設放在突出地位，把綠水青山就是金山銀山的理念印在腦子里、落實在行動上，統籌山水林田湖草系統治理，讓祖國大地不斷綠起來、美起來。

環境如水，發展似舟，水能載舟，亦能覆舟。山東牢記習近平總書記殷殷囑托，堅持生態優先、綠色發展，不斷為推進高質量發展注入生態動力、擦亮生態底色，環境質量持續改善，生態環境治理體系和治理能力不斷提升，人民生態環保意識不斷增強。截至目前，山東省共有國家生態文明建設示范市縣9個，“綠水青山就是金山銀山”實踐創新基地5個，全國生態文化村48個。其中，去年山東“兩山”實踐創新基地命名數量位居全國首位，總數躍居全國第二位。

“十四五”是污染防治攻堅戰取得階段性勝利、繼續推進美麗中國建設的關鍵期，黨的十九屆五中全會擘畫了生態文明建設的新藍圖。山東省生態環境廳黨組書記、廳長宋繼寶表示，“山東省生態環境的持續改善要從減少排放入手。我們要持續地調整產業結構、能源結構、交通運輸結構、農業投入結構，持續推進藍天、碧水、凈土空間，持續推進生態的修復，持續推進治理體系和治理能力現代化，重點是要構建大環保的格局，讓山東的山更綠、水更清、環境更美好。”

如今，一幅青山綠水、江山如畫的生態文明建設美好圖景，正在神州大地鋪展；一場關乎億萬人民福祉、中華民族永續發展的綠色變革，已經開啟。逐綠前行，踏上生態文明建設新征程的山東，必將更加美麗宜人。
