趙克志轉達了習近平總書記、國家主席對阮富仲總書記、國家主席的親切問候，并祝賀越共十三大的勝利召開。趙克志表示，中越都是共產黨領導的社會主義國家，是具有戰略意義的命運共同體。習近平總書記與阮富仲總書記不久前通話，為新形勢下鞏固和深化兩黨兩國關系指明了前進方向。兩國公安部門將認真貫徹落實兩黨兩國最高領導人重要共識，加強在捍衛各自政治安全、社會安定等方面的合作，不斷深化執法安全合作，為中越全面戰略合作伙伴關系持續健康穩定發展作出更大貢獻。

Top Vietnamese Leader Meets Minister Zhao Kezhi

General Secretary of the Central Committee of the Communist Party of Vietnam （CPV） and President Nguyen Phu Trong met with State Councilor and Minister of Public Security Zhao Kezhi in Hanoi on February 19.

Zhao conveyed the cordial greetings from General Secretary of the Communist Party of China （CPC） and President Xi Jinping to his Vietnamese counterpart Nguyen Phu Trong and congratulated on the successful conclusion of the 13th National Congress of the CPV. Zhao stated that China and Vietnam are both socialist countries under the leadership of the Communist Party and a community with a shared future of strategic importance. General Secretary Xi Jinping's recent phone talks with General Secretary Nguyen chartered the course for developing the relations between both parties and countries in the new era. Public security departments of both sides will earnestly implement the important consensus reached between the two top leaders， strengthen cooperation in safeguarding political security and social stability， deepen law enforcement collaboration， and make greater contributions to the sustained， sound and continuous development of the China-Vietnam comprehensive strategic cooperative partnership.

Nguyen Phu Trong extended his sincere regards to General Secretary and President Xi Jinping via Minister Zhao. He said that the CPV， the country and its people are ready to consolidate and develop the friendly relations of “comrades and brothers" with China. He hoped for the two public security departments to promote practical cooperation， play important roles in maintaining political security and social stability， and push forward continuous development of the Vietnam-China comprehensive strategic cooperative partnership.

Meeting between Vietnamese PM and Minister Zhao Kezhi

Vietnamese Prime Minister Nguyen Xuan Phuc met with State Councilor and Minister of Public Security Zhao Kezhi in Hanoi on February 19.

Zhao conveyed Premier Li Keqiangs greetings to PM Nguyen and congratulated on the successful conclusion of the 13th National Congress of the Communist Party of Vietnam （CPV）. Zhao said that General Secretary Xi Jinpings recent phone talks with his Vietnamese counterpart Nguyen Phu Trong reached new strategic consensus on consolidating and deepening the relations between the two parties and countries. In the new era， both China and Vietnam have embarked on new journeys of development. He expressed hopes that the two sides will enhance the synergy between Chinas Belt and Road Initiative and Vietnams Two Corridors and One Economic Circle plan， expand trade and investment cooperation， and deliver more benefits to the people of both countries. Public security departments of the two countries will take the 7th meeting on cooperation in crime prevention and control as an opportunity to deepen law enforcement collaboration， safeguard the political security and social stability of the two countries for a more peaceful living environment， and make greater efforts to advance the China-Vietnam comprehensive strategic cooperative partnership.

PM Nguyen Xuan Phuc delivered his regards to Premier Li Keqiang via Minister Zhao and congratulated on the success of the meeting between the two ministries of public security. He stated that the CPV and the Vietnamese government attach great importance to friendly relations with China. He called for both sides to continue to promote mutual trust， strengthen communication and exchange， and deepen mutually beneficial cooperation in fields including law enforcement， public security and trade to protect national security and development for the benefit of both countries and peoples.

趙克志轉達了中共中央政治局委員、中央政法委書記郭聲琨和國務委員、國防部長魏鳳和對吳春歷部長的親切問候。趙克志表示，中越兩國是社會主義友好鄰邦，是具有戰略意義的命運共同體。中方愿同越方一道，以習近平總書記與阮富仲總書記的重要共識為指引，加強戰略溝通，深化邊境和出入境管理務實合作，將中越邊境打造成“安寧、和諧、有序、繁榮”的邊境管理典范，為推動中越全面戰略合作伙伴關系不斷發展作出積極貢獻。

吳春歷表示，越中執法安全和國防合作是兩黨兩國關系的重要支柱，愿進一步加強雙方邊境管理合作，制定完善合作規劃，共同打擊跨境犯罪，不斷鞏固深化越中團結與友誼。

會見后，趙克志與吳春歷共同簽署了雙方關于建立邊境管理和口岸邊防檢查三級執法合作機制的協議。

Minister Zhao Kezhi Meets with Vietnamese Minister of National Defence

State Councilor and Minister of Public Security Zhao Kezhi met with Vietnamese Minister of National Defence Ngo Xuan Lich in Hanoi on February 19.

Zhao conveyed greetings from Guo Shengkun， a member of the Political Bureau of the Communist Party of China （CPC） Central Committee and head of the Commission for Political and Legal Affairs of the CPC Central Committee， and Wei Fenghe， State Councilor and Minister of National Defence， to Minister Ngo. Zhao noted that China and Vietnam are friendly socialist neighbors and a community with a shared future of strategic importance. Under the guidance of the important consensus reached between General Secretary Xi Jinping and General Secretary Nguyen Phu Trong， China stands ready to work with Vietnam to enhance strategic communication and deepen practical cooperation in border management， so as to make the China-Vietnam border “peaceful， harmonious， orderly and prosperous” and contribute to the continuous development of the China-Vietnam comprehensive strategic cooperative partnership.

Ngo said that bilateral cooperation in law enforcement， public security and national defense strongly underpins the relations between the two parties and countries. He called for both sides to strengthen border management cooperation by setting up detailed work plans， combating cross-border crimes and continuing to intensify the solidarity and friendship between Vietnam and China.

After the meeting， Zhao and Ngo signed an agreement on establishing a three-level law enforcement cooperation mechanism? for border management and immigration inspection.

中越兩國公安部第七次合作打擊犯罪會議2月19日在河內舉行。國務委員、公安部部長趙克志與越共中央政治局委員、公安部部長蘇林共同主持會議。

趙克志積極評價了中越兩國公安部第六次合作打擊犯罪會議以來取得的積極成效。他指出，兩年多來，中越兩國公安部以習近平總書記與阮富仲總書記的重要共識為根本遵循，始終堅持政治引領，始終堅持團結互助，始終堅持密切溝通，確保了中越執法安全合作的正確方向，推動了中越執法安全合作蓬勃發展。

趙克志指出，中共十九屆五中全會擘畫了中國發展新藍圖，越共十三大開啟了越南社會主義現代化建設新征程。新形勢下，雙方比任何時候都需要鞏固傳統友好，深化務實合作，維護共同安全。雙方要從政治上把握執法合作，將維護各自政治安全放在首位，切實鞏固共產黨執政地位。要從戰略上謀劃執法合作，制定未來5年合作規劃，加強多邊領域協調配合，打造中越執法安全命運共同體，切實維護雙方長遠利益。要從實效上檢驗執法合作，深化在打擊跨境賭博、電信詐騙、反恐和執法能力建設等領域合作，為加快“一帶一路”倡議和“兩廊一圈”戰略對接營造良好安全環境，切實服務兩國人民。希望雙方攜手并肩，推動中越執法安全合作不斷前進，為中越全面戰略合作伙伴關系持續健康發展，為兩國和本地區的安全穩定作出新的更大貢獻。

蘇林在致辭時表示，越中執法安全合作不斷鞏固，在維護兩國政治安全和社會穩定中發揮了重要作用，符合兩國人民長遠和根本利益。要認真落實兩黨兩國領導人重要共識，不斷增進政治互信，深化互利合作，推動越中全面戰略合作伙伴關系深入發展。

會議后，趙克志和蘇林共同簽署了中越兩國公安部第七次合作打擊犯罪會議紀要，并見證雙方簽署了移民和出入境領域及打擊網絡犯罪、電信網絡詐騙等領域的合作文件。

Cooperation in Crime Prevention and Control between China and Vietnam

The 7th meeting on cooperation in crime prevention and control between the Chinese and Vietnamese Ministries of Public Security was held in Hanoi on February 19. Chinese State Councilor and Minister of Public Security Zhao Kezhi， and To Lam， Vietnamese Minister of Public Security and member of the Political Bureau of the Communist Party of Vietnam （CPV） Central Committee， co-hosted the meeting.

Zhao spoke highly of the outcomes delivered by the public security departments of the two counties since the last meeting. He underscored that over the past two years， guided by the important consensus reached between General Secretary Xi Jinping and General Secretary Nguyen Phu Trong， the two departments have upheld political guidance， solidarity， mutual assistance and communication， all of which has promoted the development of bilateral cooperation in law enforcement and public security.

Zhao pointed out that the Fifth Plenary Session of the 19th CPC Central Committee drew a new blueprint for China's development， just as the 13th CPV National Congress ushered in a new journey toward socialist modernization for Vietnam. To work toward these agendas， the two sides must consolidate friendship， deepen practical cooperation and safeguard common security more than ever. Zhao called on the two sides to give priority to political security in law enforcement cooperation and reinforce the governing roles of the Communist Party. Both sides should map out law enforcement cooperation strategically， formulate work plans for the following five years， improve coordination and collaboration in multilateral fields and build a China-Vietnam community of law enforcement and public security so as to protect the long-term interests for the two countries. The two sides should evaluate cooperation by the results achieved; deepen collaboration in areas such as busting cross-border gambling， striking telecom fraud， anti-terrorism and law enforcement capacity building; accelerate the alignment of Chinas Belt and Road Initiative and Vietnams Two Corridors and One Economic Circle plan; and deliver real benefits to the peoples. Zhao hoped for China and Vietnam to join hands toward continuous progress in law enforcement and public security cooperation， and play a bigger role in sustaining the healthy development of the China-Vietnam comprehensive strategic cooperative partnership， thus safeguarding security and stability for both countries and the region.

To Lam remarked that the cooperation in law enforcement between China and Vietnam has played an important role in safeguarding the two countries' political security and social stability，? in the long-term and fundamental interests of the peoples. Both sides should act on the important consensus reached between the two parties and leaders of the two countries， increase mutual trust， deepen mutually beneficial cooperation and continue to develop the Vietnam-China comprehensive strategic cooperative partnership.

The two ministers held talks before the meeting.

After the meeting， the two ministers signed the meeting minutes and witnessed the signing of documents on cooperation in areas including immigration， border management and combating cybercrime and telecom fraud.
