中國重慶市豐都縣&墨西哥瓜納華托州瓜納華托市締結(jié)友好城市

2021年11月10日（墨西哥時(shí)間11月9日），中國重慶市豐都縣與墨西哥瓜納華托州瓜納華托市在線上舉行建立友好城市關(guān)系協(xié)議書簽署儀式。豐都縣政府縣長唐守淵與瓜納華托市市長馬里奧·阿萊杭德羅·納瓦羅共同簽署友好城市關(guān)系協(xié)議書，重慶市人民對(duì)外友好協(xié)會(huì)副會(huì)長王廣成主持簽署儀式。

根據(jù)協(xié)議內(nèi)容，豐都縣和瓜納華托市致力于增進(jìn)兩地人民的了解和友誼，支持和促進(jìn)兩地全方位互利友好合作關(guān)系的發(fā)展。兩地將以建立友好城市關(guān)系為起點(diǎn)，共同促進(jìn)兩地人民的相互了解和友好交流;基于平等互利的原則，兩地將通過充分利用各自資源，積極開展經(jīng)貿(mào)、文化藝術(shù)、旅游、教育等領(lǐng)域的交流合作，實(shí)現(xiàn)優(yōu)勢互補(bǔ)，促進(jìn)共同發(fā)展。此外，兩地領(lǐng)導(dǎo)和有關(guān)部門將保持常態(tài)聯(lián)系，及時(shí)就雙方交流與合作事宜以及共同關(guān)心的問題進(jìn)行協(xié)商。

豐都地處三峽庫區(qū)腹心，歷史文化悠久、旅游資源豐富、區(qū)位優(yōu)勢明顯且產(chǎn)業(yè)基礎(chǔ)雄厚，是中國首批對(duì)外開放縣和全國優(yōu)秀旅游城區(qū)，以“鬼城”名揚(yáng)中外，以“懲惡揚(yáng)善，唯善呈和”為特質(zhì)的“上善文化”傳承千年，享有“中國神曲之鄉(xiāng)”美譽(yù)。

瓜納華托市是瓜納華托州的首府，城市依山而建，是世界文化旅游名城，也是一座著名的國際文化交流城市。其大型國際文化交流節(jié)—恩科托國際電影節(jié)、塞萬提斯國際藝術(shù)節(jié)是這座城市甚至拉美地區(qū)的名片。

豐都和瓜納華托同屬國際旅游文化名城，擁有獨(dú)特的藝術(shù)文化和傳統(tǒng)，在產(chǎn)業(yè)發(fā)展、人才交流、文化旅游發(fā)展等方面有著較強(qiáng)的互補(bǔ)性和廣闊合作空間。2018年12月，豐都代表團(tuán)赴瓜納華托市訪問，深入開展文化交流與旅游推介活動(dòng)，并簽署了《中華人民共和國重慶市豐都縣與墨西哥瓜納華托州瓜納華托市建立友好城市關(guān)系意向書》，自此開啟友好交往序幕。之后，在雙方政府的大力主導(dǎo)和中國外文局的幫助下，雙方友好關(guān)系持續(xù)穩(wěn)定發(fā)展。此次友城協(xié)議簽署，標(biāo)志著兩地友好合作關(guān)系邁上一個(gè)新起點(diǎn)，隨著協(xié)議內(nèi)容的有效實(shí)施，將更多地惠及兩地人民。

中國與墨西哥于1972年2月14日建交，至今，兩國已簽署了70多項(xiàng)結(jié)對(duì)協(xié)議、友好關(guān)系協(xié)約和技術(shù)、文化、經(jīng)濟(jì)合作項(xiàng)目協(xié)定，這些協(xié)議對(duì)深化雙方了解和開展多層面合作都發(fā)揮著巨大作用。2022年2月14日，將迎來中墨建交50周年，屆時(shí)，將舉辦內(nèi)容豐富的慶?；顒?dòng)。

“共同祝愿豐都和瓜納華托結(jié)好！”

瓜納華托市市長馬里奧·阿萊杭德羅·納瓦羅：

盡管距離遙遠(yuǎn)、文化迥異，瓜納華托和豐都卻有不少共同的地方，使它們別具一格。兩地都是國際旅游勝地，都擁有世界文化遺產(chǎn)，都有豐富的傳說、傳統(tǒng)和對(duì)亡靈的尊崇，并通過不同的藝術(shù)形式表現(xiàn)出來。此次簽署的友好合作協(xié)議將見證我們的友誼，讓兩地繼續(xù)相互學(xué)習(xí)、彼此合作，把兩個(gè)城市建設(shè)得更加美好。

豐都縣委書記張國忠：

此次簽約結(jié)好是跨越太平洋的“云端之約”，是深化和豐富中墨傳統(tǒng)友誼的具體行動(dòng)，也標(biāo)志著發(fā)展兩地友好合作關(guān)系邁上了一個(gè)新起點(diǎn)。希望雙方在中墨兩國領(lǐng)導(dǎo)人的擘畫指引下，沿著中墨友好的航向，用心用情用力把協(xié)議內(nèi)容項(xiàng)目化、清單化，不斷推動(dòng)雙方人員互訪、經(jīng)貿(mào)互通、發(fā)展互動(dòng)，努力形成互動(dòng)互補(bǔ)、互惠互利的發(fā)展態(tài)勢，共同助力兩地的交流與合作開出燦爛的友誼之花，結(jié)出豐碩的務(wù)實(shí)之果。

On November 10 （November 9， time in Mexico）， Fengdu County， Chongqing， China and Guanajuato City， Guanajuato， Mexico held an online signing ceremony of the Agreement on Establishing Sister City Relations. Tang Shouyuan， mayor of Fengdu County Government， and Mario Alejandro Navarro Salda?a， mayor of Guanajuato City， jointly signed the Agreement on Establishing Sister City Relations， with the signing ceremony presided over by Wang Guangcheng， vice president of the Chongqing People's Association for Friendship with Foreign Countries.

According to the Agreement， Fengdu County and Guanajuato City will commit themselves to strengthening understanding and friendship between the two peoples， as well as supporting and enhancing the all-round， reciprocal and friendly cooperation relations of both places. Taking the establishment of sister city relations as the starting point， the two places will jointly advance mutual understanding and friendly exchanges between their peoples; based on the principle of equality and mutual benefit， they will actively roll out exchanges and cooperation in the fields of economy and trade， culture and art， tourism， education and personnel， etc. with full utilization of respective resources， so as to achieve advantage complementarity and promote common development; in addition， leaders and relevant departments on both sides will keep regular contact to discuss bilateral exchanges and cooperation and problems of shared interest.

Nestled in the hinterland of Three Gorges Reservoir Region， Fengdu boasts profound history and culture， rich tourism resources， obvious regional advantages and strong industrial foundation. As one of the first batch of opening-up counties and outstanding tourist cities in China， it is always known as the "Ghost City" at home and abroad， with time-honored cultural heritage of "benevolence culture" characterized by "punishing the evil while advocating the good as only goodness brings harmony"， and is hailed as "hometown of Chinese divine songs".

Guanajuato City， the capital of Guanajuato State built along the mountain， is a world-renowned cultural tourism city and a famous international cultural exchange city. Its large-scale international cultural exchange festivals — Guanajuato International Film Festival and International Cervantino Festival are the icons of the city and even Latin America.

Both as renowned international tourism and cultural cities with unique art culture and tradition， Fengdu and Guanajuato enjoy strong complementarity and broad cooperation space in industry development， talent exchange， cultural tourism development， and other fields. In December 2018， Fengdu delegation visited Guanajuato City for in-depth cultural exchanges and tourism promotion events， and signed the Letter of Intent for Establishing Sister City Relations between Fengdu County， Chongqing， the People's Republic of China and Guanajuato City， Guanajuato State， Mexico， opening the prelude to friendly exchanges since that time. After that， under the vigorous promotion of both governments and the assistance of China International Publishing Group， the friendly relations between the two sides evolve continuously and stably. The signing ceremony of the Agreement marks a brand-new starting point achieved by the friendly cooperation ties between the two places， and both peoples will benefit more from the effective implementation of the Agreement.

Since the establishment of diplomatic relations on February 14， 1972， China and Mexico have signed over 70 pairing agreements， agreements on friendly relations and agreements on technical， cultural and economic cooperation projects， which have played an enormous role in deepening bilateral understanding and carrying out multi-level cooperation. On February 14， 2022， we will usher in the 50th anniversary of the establishment of diplomatic relations between China and Mexico. Celebration events in enrich forms are to be held for the occasion.

Mario Alejandro Navarro Salda?a， mayor of Guanajuato City：

Despite a long distance apart and cultural discrepancies， Guanajuato and Fengdu have many things unique yet in common. International tourist resorts with world cultural heritage， rich folklore， traditions and worship for the dead， both places express such elements via various artistic forms. With the signing of agreement on friendly cooperation witnessing our friendship， the places will continue learning from and working with each other， and building both cities into better places.

Zhang Guozhong， secretary of CPC Fengdu County Committee：

The Agreement is signed as a cloud pact spanning the Pacific Ocean， and a concrete action to deepen and enrich the traditional friendship between China and Mexico， as well as a fresh starting point for the development of bilateral friendly cooperation ties. I hope that under the guiding instruction of Chinese and Mexican leaders， both sides would flesh out projects and lists according to the Agreement contents whole-heartedly and vigorously on the trajectory of China-Mexico friendship， constantly promote bilateral personnel exchange visits， interconnected economy and trade as well as interactive development， strive to form a development momentum of synergy， complementarity， mutual benefit and reciprocity， jointly contribute to blossoming bilateral exchanges and cooperation so that practical fruits will be borne.

Ricardo Ballesteros， director of the Political Department of the Mexican Embassy in China：

The Agreement signed today again exemplifies the vitality of the amity of both countries， people-to-people cooperation， as well as the China-Mexico comprehensive strategic partnership， in which exchanges and interactions between local governments have seen growing importance. I believe that with the rollout of cooperation projects in economy， culture， tourism， education and other fields according to the Agreement， positive results will be yielded for people in Guanajuato and Fengdu. Cooperation opportunities between the local Chinese and Mexican governments are by no means scarce. The Mexican Embassy in China will continue to support the exchanges and cooperation between the local governments of the two countries.

Wang Guangcheng， vice president of the Chongqing People's Association for Friendship with Foreign Countries：

This signing ceremony marks a new starting point for the development of bilateral friendly ties. I hope that the two places will strengthen exchanges and docking， tap into cooperation potential， actively carry out cooperation in the fields such as economy and trade， culture and art， tourism， ecology， science and technology， etc.， and jointly push forward the sustainable and in-depth development of bilateral relations.
