中東地區(qū)工程項(xiàng)目承包的風(fēng)險(xiǎn)識(shí)別與應(yīng)對(duì)措施

摘要：本文以沙特K房建項(xiàng)目為基礎(chǔ)，深入地分析了我國(guó)企業(yè)承包中東地區(qū)工程項(xiàng)目的潛在風(fēng)險(xiǎn)，并對(duì)其風(fēng)險(xiǎn)因素進(jìn)行識(shí)別，最后針對(duì)各類風(fēng)險(xiǎn)提出了相應(yīng)的風(fēng)險(xiǎn)控制和應(yīng)對(duì)措施。本文有助于我國(guó)企業(yè)在參與中東地區(qū)其他同類項(xiàng)目建設(shè)時(shí)及時(shí)識(shí)別、預(yù)警和防范相關(guān)風(fēng)險(xiǎn)，同時(shí)對(duì)于保證項(xiàng)目順利運(yùn)行并獲得預(yù)期效益具有一定的參考作用。

Abstract： Based on the K housing construction project in Saudi Arabia， this paper analyzes the potential risks of contracting Middle East projects by Chinese enterprises， identifies the risk factors， and finally proposes corresponding risk control and response measures for various risks. This paper helps Chinese enterprises to identify， warn and prevent relevant risks in time when participating in the construction of other similar projects in the Middle East. At the same time， it has a certain reference role to ensure the smooth operation of the project and obtain the expected benefits.

0? 引言

在我國(guó)推動(dòng)“一帶一路”的大局下，我國(guó)境外工程公司“走出去”的速度正在加快。目前已有百余家中國(guó)企業(yè)進(jìn)駐中東地區(qū)，主要涵蓋房建、市政、港口、路橋、能源、通信等多個(gè)領(lǐng)域[1]。然而，中東地區(qū)的政治局勢(shì)和經(jīng)濟(jì)狀況并不穩(wěn)定，工程建設(shè)相關(guān)法律不夠完善，我國(guó)企業(yè)中東地區(qū)的項(xiàng)目面臨著潛在的風(fēng)險(xiǎn)。而且，隨著我國(guó)企業(yè)參與中東地區(qū)工程項(xiàng)目技術(shù)復(fù)雜程度的提高，項(xiàng)目各參與方面臨的風(fēng)險(xiǎn)更具有挑戰(zhàn)性。我國(guó)企業(yè)要想在中東地區(qū)工程項(xiàng)目中獲得收益，必須要對(duì)項(xiàng)目風(fēng)險(xiǎn)進(jìn)行識(shí)別，并在系統(tǒng)分析的基礎(chǔ)上制定和實(shí)施有效的風(fēng)險(xiǎn)應(yīng)對(duì)策略。
