摘要:EPC總承包模式是一種國(guó)際通行的工程建設(shè)組織實(shí)施手段,已被我國(guó)相關(guān)企業(yè)廣泛應(yīng)用。該種模式不僅能夠?qū)崿F(xiàn)“設(shè)計(jì)—采購(gòu)—施工”一體化,同時(shí)還能夠有效提升工程項(xiàng)目的建設(shè)水平,從而實(shí)現(xiàn)工程項(xiàng)目的建設(shè)目標(biāo)。但是,該種模式下也存在一定的投資失控問(wèn)題,基于此,本文對(duì)EPC總承包模式下工程項(xiàng)目投資及風(fēng)險(xiǎn)管控路徑進(jìn)行簡(jiǎn)單闡釋。
Abstract: The EPC model is an internationally accepted means of engineering construction organization and has been widely used by related companies in China. This kind of model can not only realize the integration of "engineering-procurement-construction", but also effectively improve the construction level of engineering projects, so as to achieve the construction goals of engineering projects. However, there is also a certain problem of loss of investment control under this model. Based on this, this article briefly explains the path of project investment and risk management and control under the EPC model.

0? 引言
在EPC總承包模式下,總承包商需要對(duì)工程項(xiàng)目的設(shè)計(jì)、采購(gòu)以及施工方面負(fù)責(zé),從而實(shí)現(xiàn)節(jié)約投資、縮短工期、提升施工質(zhì)量以及轉(zhuǎn)移風(fēng)險(xiǎn)的目標(biāo)。但是,很多業(yè)主不能夠?qū)偝邪掏耆湃?,為了避免總承包商利用自身?yōu)勢(shì)從中獲取大量利益,業(yè)主會(huì)對(duì)工程項(xiàng)目進(jìn)行一定管控,起到監(jiān)督以及管理的作用。在該種背景下,業(yè)主的部分風(fēng)險(xiǎn)會(huì)轉(zhuǎn)移到總承包商身上,進(jìn)而導(dǎo)致風(fēng)險(xiǎn)分擔(dān)與責(zé)權(quán)利的不對(duì)等出現(xiàn)投資風(fēng)險(xiǎn),因此就需要對(duì)風(fēng)險(xiǎn)進(jìn)行嚴(yán)格管控。
1? EPC總承包模式下工程項(xiàng)目投資常遇風(fēng)險(xiǎn)
在工程項(xiàng)目施工過(guò)程中,不管是業(yè)主還是總承包商,都需要承擔(dān)一定的風(fēng)險(xiǎn),而在EPC總承包模式下,相對(duì)于總承包商,業(yè)主所要承擔(dān)的風(fēng)險(xiǎn)并不多?;诖耍贓PC總承包模式下工程項(xiàng)目投資常遇風(fēng)險(xiǎn)主要有以下幾項(xiàng):
1.1 投資風(fēng)險(xiǎn)
該種風(fēng)險(xiǎn)是最常見(jiàn)的一種風(fēng)險(xiǎn),由于工程項(xiàng)目施工過(guò)程中存在諸多不確定因素,比如工期延長(zhǎng)、原材料漲價(jià)等,從而導(dǎo)致投資總額出現(xiàn)膨脹風(fēng)險(xiǎn),與預(yù)期投資額之間存在一定差異。……
