日本新潟縣三條市&重慶市巴南區友城互訪 深化兩地交流合作 促進共同發展

8月初，日本新潟縣三條市市長國定勇人率政府代表團和學生代表團一行25人，赴巴南區開展友好訪問，這是巴南區與三條市正式締結友好城市關系后的首次訪問。

今年6月5日，巴南區委書記辛國榮與三條市市長國定勇人在三條市簽訂了《中華人民共和國重慶市巴南區和日本國新潟縣三條市建立友好城市關系協議書》及《中華人民共和國重慶市巴南區和日本國新潟縣三條市友好交流事宜之備忘錄》，中國駐新潟縣總領館總領事代理劉宏到場見證。根據協議書和備忘錄內容，雙方將在平等互利的原則下，每年開展一次互訪交流活動，共同促進兩區市市民的互相了解和友好交流，積極開展經濟、貿易、文化、人力資源等領域的交流合作，促進兩區市的共同發展。

From August, the government delegation and student delegation led by Isato Kunisada, mayor of Sanjo city in Niigata Prefecture of Japan, arrived in Banan District for a friendly visit. This was the first visit since Banan District formally concluded friendly city relations with Sanjo city .

On June 5, Xin Guorong, Secretary of the Banan District Party Committee, and Isato Kunisada, mayor of Sanjo city signed the Agreement on the Establishment of Friendly City Relations between Banan District of Chongqing City of the People’s Republic of China and Sanjo city in Niigata Prefecture of Japan, and the Memorandum on Friendly Exchanges between Banan District of Chongqing City of the People’s Republic of China and Sanjo City in Niigata Prefecture of Japan. Liu Hong, Consul General of the Chinese Consulate General in Niigata Prefecture, was present to witness it. According to the Agreement and the Memorandum, the two sides will conduct an annual exchange of visits and exchanges under the principle of equality and mutual benefit, jointly promote mutual understanding and friendly exchanges between the citizens of the two districts and cities, actively carry out exchanges and cooperation in the fields of economy, trade, culture and human resources, and promote the common development of the two districts and cities.

2019年6月5日，巴南區與三條市正式締結友好城市關系。

During the Sanjo city delegation’ visit to Banan District, the two sides had in-depth exchanges on cooperation and exchanges in various fields after the establishment of friendly city relations. The two sides indicated that there are many similarities and complementarities between Banan District and Sanjo city, and that there is a wide space for exchanges and cooperation in the fields of economy, trade and culture. They hope that after the formal conclusion of friendly cities, they will give full play to their respective advantages and achieve substantive results as soon as possible in accordance with the principles of equality, mutual benefit, complementarity and common development.

Delegation of Sanjo government visited Mudong River Street to watch the performance of Mudong folk songs, one of the national intangible cultural heritages with Banan characteristics. The delegation appreciated the experience of making Mudong River Street into an ancient tourist town with functions of catering, leisure and entertainment in Banan District.The delegation of the Sanjo governments also visited the Huaxi Cultural and Sports Center and Banan Wanda Shopping Center, and held business talks with relevant departments and enterprises. The two sides communicated and exchanged on intentional cooperation matters such as metal processing manufacturing industry and modern service industry. After consultation, it was preliminarily determined that product promotion conferences of Sanjo city would be held in Banan District this year.

This visit laid a solid foundation for the follow-up expansion of economic and trade cooperation and cultural exchanges between the two districts and cities.

三條市代表團訪問巴南區期間，雙方就友城締結后各領域合作交往進行了深入交流。雙方表示，巴南區和三條市有很多相似性和互補性，在經濟、貿易、文化等領域交流合作空間十分廣闊，希望在正式締結友好城市后，本著平等互利、優勢互補、共同發展的原則，充分發揮各自優勢，盡快取得實質性成果。

代表團參觀木洞河街，觀看具有巴南特色的國家級非物質文化遺產木洞山歌表演。代表團對巴南區將木洞河街打造成集餐飲、休閑、娛樂等功能于一體的旅游古鎮的經驗做法非常贊賞。代表團還實地考察了華熙文化體育中心、巴南萬達購物中心等項目，并與相關部門和企業進行了商務洽談。雙方就金屬加工制造業、現代服務業等意向性合作事項進行溝通交流。經協商，初步確定今年內在巴南區召開三條市產品推介會。

本次訪問為兩區、市后續拓展經貿合作和文化交流奠定了堅實基礎。

◇ 重慶市巴南區

巴南位于重慶主城南部，該區歷史文化悠久，前身是千年歷史名邑巴縣，早在5000年前，就有先民在此繁衍生息，先后涌現出英雄將軍巴蔓子、“革命軍中馬前卒”鄒容等杰出人物，巴渝文化、抗戰文化、古鎮文化、茶文化等異彩紛呈；自然資源豐富，沿江、傍泉、依山、靠林、臨湖、環島，擁有60公里長江岸線，主城近50%的森林面積，全市50%的溫泉資源，是“中國優秀旅游城區”“中國溫泉之鄉”；該區區位優勢突出，8條高速公路在境內交匯，是“重慶—東盟南向國際物流大通道”的起點；產業基礎雄厚，重慶國際生物城落戶于此，公路物流基地成為全市“1+3”國際物流分撥基地之一，汽車摩托、生物醫藥、電子信息、商貿物流、軍民融合等產業集群不斷發展壯大。

◇ 新潟縣三條市

三條市位于日本新潟縣中部，新干線、高速公路、普通鐵路等經過該市市區，交通往來十分便利。該市是新潟著名的工業城市，金屬工具、刀叉等鍛冶加工業全國聞名。三條市土地肥沃，日本最長的河流信濃川給當地提供了優質豐富的灌溉水源，使得該地農業發達，盛產水稻、水果、蔬菜。

該市文化資源非常豐富，日本著名漢學家、《漢和大辭典》編者諸橋轍次出生于此。建在當地的“諸橋撤次紀念館”每年舉行全國性的漢詩大會，舉辦各類中日文化交流活動，深受日本民眾喜愛和關注，當地被譽為“漢學之鄉”。2012年，中日邦交正?；?0周年之際，我國駐新潟總領事館聯合國內有關部門向其捐贈了中國涼亭、紹興石和中國大型水墨畫等文化物品。

此外，三條市森林覆蓋率高，天然氧吧中建有多處高爾夫球場。八木鼻斷崖絕壁被評為“新潟白景”，山水風景秀麗，令人流連忘返。八木鼻溫泉、矢田溫泉、越后長野溫泉礦物質含量豐富，周邊自然環境優美。
