第二屆中國(guó)·重慶國(guó)際友好城市市長(zhǎng)圓桌會(huì)議嘉賓共話“智能生活·創(chuàng)新未來(lái)”主題

8月26日，第二屆中國(guó)·重慶國(guó)際友好城市市長(zhǎng)圓桌會(huì)議在悅來(lái)國(guó)際會(huì)議中心舉行。會(huì)上，來(lái)自俄羅斯、美國(guó)、德國(guó)、英國(guó)、泰國(guó)、柬埔寨、澳大利亞、南非等23個(gè)國(guó)家31個(gè)省州市的負(fù)責(zé)人或政府代表，圍繞“智能生活·創(chuàng)新未來(lái)”主題，共同探討城市在推進(jìn)智能化發(fā)展和創(chuàng)造美好生活中的角色與作用，分享智慧城市建設(shè)的經(jīng)驗(yàn)與愿景，推動(dòng)國(guó)際城市創(chuàng)新合作。重慶市市長(zhǎng)唐良智在會(huì)上作主旨發(fā)言，并出席有關(guān)簽約活動(dòng)。

會(huì)上，中國(guó)人民對(duì)外友好協(xié)會(huì)副會(huì)長(zhǎng)謝元，波蘭盧布林省省長(zhǎng)雅羅斯瓦夫·斯達(dá)維爾斯基、柬埔寨暹粒省省長(zhǎng)迪賽哈、納米比亞溫得和克市市長(zhǎng)卡則帕、德國(guó)科隆市市長(zhǎng)何珂，以及來(lái)自泰國(guó)曼谷市、泰國(guó)清邁府、老撾萬(wàn)象市等政府負(fù)責(zé)人和代表圍繞主題分別發(fā)言，暢談新趨勢(shì)、倡導(dǎo)新合作、交流新成果，提出了很多好建議。

會(huì)議期間舉行了國(guó)際友好城市合作項(xiàng)目簽約活動(dòng)。重慶市分別與波蘭盧布林省、德國(guó)科隆市、美國(guó)肯塔基州簽署建立友好合作關(guān)系諒解備忘錄，與澳大利亞布里斯班市簽署關(guān)于進(jìn)一步深化友好城市關(guān)系的協(xié)議。萬(wàn)州區(qū)與柬埔寨暹粒市、大渡口區(qū)與立陶宛拉德維利什基斯市、渝北區(qū)與白俄羅斯明斯克州分別簽署備忘錄。

國(guó)際友好城市代表團(tuán)，部分外國(guó)駐渝蓉總領(lǐng)事，全國(guó)對(duì)外友協(xié)，市有關(guān)部門、相關(guān)區(qū)縣負(fù)責(zé)人等參加有關(guān)活動(dòng)。

On August 26， the 2nd Mayors’ Roundtable for International Sister Cities of Chongqing China was held at Yuelai International Convention Center. Themed on “Smart Life·Innovative Future”，” the Roundtable welcomed the heads and government representatives of 31 provinces， states and cities of 23 countries， including Russia， the United States， Germany， the United Kingdom， Thailand， Cambodia， Australia. Attending guests discussed the roles of cities in developing intellectualization and creating a better life， shared experience， and visions on smart city construction， and pledged to contribute to innovative cooperation among cities. Tang Liangzhi， Mayor of Chongqing Municipal People’s Government， delivered a keynote speech and attended relevant signing activities.

The heads and government representatives， including Xie Yuan， Vice President of The Chinese People’s Association for Friendship with Foreign Countries（CPAFFC）， Jaroslaw Stawiarski， Marshal of the Lubelskie Voivodeship， Poland， Tea Seiha， Governor of Siem Reap Province， Cambodia， Muesee Kazapua， Mayor of the City of Windhoek， Namibia， He Ke， Mayor of Cologne， Germany， and others from Bangkok， Thailand， Chiang Mai， Thailand Vientiane， Laos， made speeches on the theme， talked about new trends， advocated new cooperation， exchanged new achievements， and put forward many good suggestions.

The Roundtable saw the cooperation project signing activities of ?international sister cities. New MOUs for friendly collaboration has been reached between Chongqing and Lubelskie Voivodeship （Poland）， Cologne （Germany） and Kentucky State （the United States）， between Wanzhou District （Chongqing） and Siem Reap City （Cambodia）， between Dadukou District （Chongqing） and Radvili?kis （Lithuania）， and between Yubei District （Chongqing） and Minsk Oblast （Belarus）. Additionally， Chongqing signed an agreement for enhancing the relationship of sister cities with Brisbane （Australia）.

International sister city delegations， some foreign consuls general in Chongqing， the national associations for friendship with foreign countries， municipal departments and heads of relevant districts and counties participated in relevant activities.

President Xi Jinping sent a congratulatory message to the SCE， which brought warm care and great encouragement from the CPC Central Committee and the State Council. We will earnestly implement the spirit in the congratulatory message， seize historical opportunities， Take active actions， develop intelligent economy， build a smart city， and create an intelligent era and share the fruits of intelligence with our hard work and achievements. City is the main carrier of intelligent life， and innovation is the inexhaustible power of city development. The Roundtable， with ?“Smart Life·Innovative Future” as the theme， was to give full play to the advantages of intelligent technology for dynamic sensing and efficient response， and develop deeply all kinds of intelligent applications for the convenience and benefit of the people， so as to make “people plus intelligence” a universal way of life， “shared by all” a common life form， and intelligentization create high quality life. We need to adapt to the new round of scientific and technological revolution and industrial transformation， speed up digital industrialization and industry digitization， and actively expand the value of big data for government， commercial， and civil use. We need to foster new industries， new forms of business， and new models， promote the changes of quality， efficiency， and driving force， and win the initiative for future development.

At present， Chongqing is following President Xi Jinping’s advice. We will unswervingly take big data intelligent innovation as the strategic choice to promote high-quality development， deeply implement the action plan of innovation-driven development strategy led by big data intelligence， and strive to build “key intelligent town” and “smart city”. Adhering to the concept of openness and inclusiveness， the SCE gathered like-minded partners and produced win-win cooperation.We would like to take this opportunity to share the fascinating cases of sister cities， exchange insights on urban governance and provide more experience for building smart cities. We are ready to take the SCE as a platform to strengthen in-depth cooperation in the intelligent industry between sister cities， build a mutually beneficial smart economy and jointly open up a new future in the smart era. We are willing to use it as a bond to give full play to the important role of the Mayor’s Roundtable， institutionalize and normalize sister cities’ communication， increase cultural， tourism， education and youth exchanges， and build a people-to-people bridge of friendship.

曼谷在智慧城市建設(shè)方面共分3個(gè)部分，即曼谷的基本情況、信息通信技術(shù)總體規(guī)劃及智慧城市的支持與合作情況。據(jù)總體規(guī)劃，我們將在未來(lái)發(fā)展6個(gè)智能化領(lǐng)域—智慧治理、智慧市民、智慧環(huán)境、智慧交通、智慧經(jīng)濟(jì)和智慧生活。為了更好地服務(wù)市民，我們希望和友城重慶有更好的合作與發(fā)展。

Bangkok’s smart city construction is divided into three parts： the basic situation of Bangkok， the master plan of information and communication technology， and the support and cooperation of smart cities. According to the overall plan， we will develop six intelligent areas in the future -- smart governance， smart citizens， smart environment， smart transportation， smart economy and smart life. In order to better serve the citizens， we also hope to have better cooperation and development with our sister city， Chongqing.

Firstly， smart cities stand for climate protection， efficient use of resources， energy conversion， and adaptation to climate change. It also brings innovation and creates new added value. There is no doubt that digitalization plays a key role in the construction of smart cities. We will not stop digital development and ?continue to devote ourselves to the construction of a smart city. At the same time， we hope to make greater contributions to energy conservation and environmental protection through intelligent means.

泰國(guó)清邁府副府尹馬努斯·坎塞：Manus Khunsai，Vice Governor of Chiang Mai， Thailand

2019智博會(huì)為各國(guó)際友城提供了深化關(guān)系、信息共享、集思廣益的大好機(jī)會(huì)，同時(shí)，也展示了智慧城市發(fā)展的最新數(shù)字技術(shù)產(chǎn)品和服務(wù)。2015年清邁府被選為泰國(guó)第一批智慧城市，政府給予財(cái)政支持，通過(guò)應(yīng)用智能、安防、閉路電視系統(tǒng)，推進(jìn)移動(dòng)空氣質(zhì)量指數(shù)的發(fā)展，致力于增進(jìn)人民的安全，打造良好的生活環(huán)境。

The Smart China Expo 2019 provides a great opportunity for international sister cities to deepen relations， share information and pool ideas. It also showcases the latest digital technology products and services for smart city development. In 2015， Changwat Chiang Mai was selected as one of the first batch of smart cities in Thailand. The government has given financial support to Chiang Mai to promote the development of the mobile air quality index through the application of intelligent， security and closed-circuit television systems， with a view to improving people’s safety and creating a good living environment.

老撾萬(wàn)象市副市長(zhǎng)阿薩潘同·西潘敦：Athsaphangthong Siphandone， Deputy Mayor of Vientiane， Laos

在我們?yōu)槠?年的經(jīng)濟(jì)社會(huì)發(fā)展規(guī)劃中，已經(jīng)將智慧城市的設(shè)計(jì)蘊(yùn)含其中，萬(wàn)象正在開(kāi)發(fā)智慧交通、智慧環(huán)境管理的體系，同時(shí)提升整個(gè)城市的清潔度。我們主要會(huì)做智能、旅游、政務(wù)、交通、教育、環(huán)境和人才方面建設(shè)。也希望借助本次智博會(huì)，邀請(qǐng)相關(guān)企業(yè)投資者前往萬(wàn)象市進(jìn)行相關(guān)領(lǐng)域的智能化建設(shè)。

We have incorporated the design of smart city in our five-year economic and social development plan. Vientiane is developing systems of smart transportation and environmental management， and improving the cleanliness of the whole city. We will mainly focus on the construction of intelligence， tourism， government affairs， transportation， education， environment and talents. With the help of this SCE， we also hope to invite relevant enterprise investors to Vientiane for intelligent construction in related fields.

圭亞那林登市市長(zhǎng)瓦尼卡·阿林德?tīng)枺篧aneka Arrindell， Mayor of Linden City， Guyana

智慧城市的理念對(duì)我們而言，就是要運(yùn)用信息通信技術(shù)提升服務(wù)水平，同時(shí)減少資源浪費(fèi)。我們正從5個(gè)方面努力，向智慧城市轉(zhuǎn)型。未來(lái)還將推行無(wú)紙化政務(wù)，一方面提高政府服務(wù)水平，另一方面減少紙張消耗，打造綠色智慧城市。

From our perspectives， smart city means leveraging information and communication technologies to improve services while reducing waste of resources. We are working hard in five aspects to transform into a smart city. In the future， paperless government affairs will be implemented to improve government services and reduce paper consumption， so as to build a green and smart city.

Sacramento smart city’s strategy is to use the latest technologies in a variety of fields， including biological health， clean energy， autonomous driving， artificial intelligence， and so on. Unlike other smart cities， which focus on technological innovation and infrastructure， Sacramento’s smart city is people-oriented and life-quality-oriented.

In building smart cities， it involves more than the pursuit of IT cities; it involves attracting business investments and encouraging citizens to participating in the decision-making process of urban development. Now the friendly exchanges between St. Petersburg and Chongqing have reached a new level. The exchanges between the delegations of the two cities are getting closer. St. Petersburg and Chongqing will jointly implement many large-scale projects to benefit the people and continue to help each other.

柬埔寨暹粒省省長(zhǎng)迪賽哈：Tea Seiha， Governor of Siem Reap Province， Cambodia

2018年?yáng)|南亞國(guó)家提出智能城市的概念，我們計(jì)劃在2019-2025年找到合作伙伴，尋求資金來(lái)源，支持相關(guān)項(xiàng)目落地，推動(dòng)智能城市的發(fā)展。智能化讓經(jīng)濟(jì)發(fā)展更加有效，如智能農(nóng)業(yè)，通過(guò)使用智能IT技術(shù)監(jiān)測(cè)氣候、產(chǎn)量，土壤分析和降低生產(chǎn)成本等，使農(nóng)業(yè)產(chǎn)量更有保障，效益更高。

In 2018， Southeast Asian countries put forward the concept of smart city. We plan to find partners and sources of investment from 2019 to 2015， thus contributing to the implementation of relevant projects and promote the development of smart cities. Intelligence makes economic development more effective. For example， intelligent agriculture can use intelligent IT technology to detect climate and yield， do soil analysis and reduce production costs， so as to make agricultural yield more guaranteed and benefit higher.

納米比亞溫得和克市市長(zhǎng)卡則帕：Muesee Kazapua， Mayor of the City of Windhoek， Namibia

智慧城市是未來(lái)的潮流，發(fā)展會(huì)非常迅速，將推動(dòng)全球范圍內(nèi)的可持續(xù)發(fā)展。智慧城市中的住宅樓和商業(yè)樓將會(huì)更加高效，使用更少的能源。智能電網(wǎng)將會(huì)融入智慧城市當(dāng)中，智慧路燈也能夠讓許多城市踏上智慧城市的進(jìn)程。互聯(lián)網(wǎng)的急速發(fā)展，影響著全球范圍內(nèi)的市政服務(wù)。

Smart cities are the trend of the future. They will grow very fast and promote sustainable development on a global scale. Residential and commercial buildings in smart cities will be more efficient and use less energy. Smart grid will be integrated into smart cities， and smart street lamps will enable many cities to embark on the process of smart city. The rapid development of the Internet is affecting municipal services worldwide.

白俄羅斯明斯克州副州長(zhǎng)尼古拉·羅戈舒克：Rahashchuk Mikalai， Deputy Chairman of the Minsk Region Executive Committee，Belarus

明斯克州和重慶之間開(kāi)行的中歐班列，定期向中國(guó)市場(chǎng)供應(yīng)我們生產(chǎn)的食品，并帶回中國(guó)商品。現(xiàn)在重要的任務(wù)是鞏固市場(chǎng)，通過(guò)參與中國(guó)的各種論壇、展覽會(huì)、博覽會(huì)，找到兩國(guó)貿(mào)易交往的平臺(tái)。

The China-Europe freight train between Minsk and Chongqing regularly supplies our food to the Chinese market and brings back Chinese goods. The important task now is to consolidate the market and find a platform for bilateral trade by participating in various forums， exhibitions and expos in China.

中國(guó)是南非重要的貿(mào)易國(guó)之一。在1994年我們獨(dú)立之前，中國(guó)和南非就建立了良好關(guān)系，我們也獲得了中國(guó)的大力支持，取得了獨(dú)立自主的主權(quán)。布法羅市在南非的東南部，主要產(chǎn)業(yè)是汽車制造，是南非唯一港口城市，也是當(dāng)?shù)氐奈锪髦行模诖c重慶的深入合作。

China is one of South Africa’s important trading countries. Before our independence in 1994， China and South Africa had established good relationship. We also received strong support from China and achieved independent sovereignty. Buffalo is located in the southeast of South Africa， with automobile manufacturing as its main industry. It is the only port city in South Africa and also the local logistics center. We Look forward to in-depth cooperation with Chongqing.

We put people first to build a smart city and encourage dialogue and cooperation between businesses and residents. We develop technologies， and more importantly， we apply them. We want to build a smart， vibrant， healthy， green， and clean city. I hope the city will be more vibrant， creative， livable and in line with the standards of the world’s cities.

Maribor is a highly green city. It’s also a cultural city， famous for its architecture and sports. Downtown Maribor offers skiing， boating and opera. The digital future must be people-oriented. While 74 per cent of Sydney residents are satisfied with the use of digital technology， some are concerned about a digital divide. To this end， Sydney city popularizes digitization and enables the public to participate and support digitization. The purpose is to make Sydney a leader in digitization.

Our city are relatively small. We have neither gold nor oil， but our city also have to be smart. Lithuania does well in scientific and technological innovation. In order to attract investment， we have preferential policies in various aspects. Thanks to Chongqing for hosting such a successful SCE， we have gained the opportunity to introduce our country to the world and promote mutual cooperation.

Our city has 200，000 people， and the idea of smart city has been embodied in many aspects of our city， such as citizen participation in governance， transportation， infrastructure， municipal services， education， environmental protection and entertainment. Our smart city has been established since 2005， and the technology and concept of smart city are widely used in many areas of life. Our city is clean， safe and friendly.

Our economic freedom zone targets a smart city with three phased goals. The first stage is the development of smart city strategy， the second stage is the establishment of smart platform， and the third stage is the process of transformation and upgrading. During these stages， we have realized the importance of data. Our city has shifted its goal from a government-led development direction to a data-centered， and civilian-led smart city.

In 2011， railway freight transport was launched between Chongqing and Antwerp. In the same year， Antwerp establish sister city relationship with Chongqing. To build a smart city， technology should be used to strengthen social and economic development. Therefore， the theme of this SCE “Empowering Economy， Enriching life” is very accurate. I hope today’s Roundtable will be a continuation of China-Belgium smart city cooperation.

The smart industry has kicked off another phase of globalization. We will not only build smart cities， but also smart provinces and regions. Speaking of smart cities， I have to mention our main technology base--a semiconductor manufacturing base， CES ， which brings semiconductors around the world together for R&D and production， and provide technological solutions for future manufacturing technologies. We have also gathered a large number of relevant enterprises and scholars by providing development ideas and opportunities for self-driving cars， aviation， health， safety and other many smart city applications. Building smart cities is a top priority for us. Smart applications include education， tourism， transportation， and urban and rural development. There are 27 cities in west Java， all with the idea of a smart city. The government is committed to integrating 27 smart projects between citizens and the government. We hope to strengthen our relationship with Chongqing and bring us more tangible benefits in the future.
