論信息化項(xiàng)目績(jī)效評(píng)估在警務(wù)信息化管理中的應(yīng)用

摘 要：公安信息化項(xiàng)目的績(jī)效評(píng)估是項(xiàng)目管理的重要組成部分也是公安機(jī)關(guān)項(xiàng)目評(píng)估投資決策的重要機(jī)制。信息化投資項(xiàng)目需要滿足政府投資，同時(shí)也是建立電子政務(wù)績(jī)效評(píng)估的約束機(jī)制和重要手段。在評(píng)估公安內(nèi)部信息化項(xiàng)目投資效果和效益的基礎(chǔ)上，要加強(qiáng)防范公安機(jī)關(guān)信息化項(xiàng)目的投資風(fēng)險(xiǎn)，在項(xiàng)目評(píng)估結(jié)束后，在完成項(xiàng)目建設(shè)過(guò)程，驗(yàn)收并投入使用的同時(shí)要綜合考慮到各項(xiàng)指標(biāo)及其產(chǎn)生的影響，這就需要對(duì)項(xiàng)目建成時(shí)的目標(biāo)值進(jìn)行績(jī)效評(píng)估和綜合分析研判。

Abstract：The performance evaluation of public security information project is an important part of project management，and also an important mechanism for investment decision-making of public security organs. Information investment projects need to meet government investment，but also establish a constraint mechanism and important means for e-government performance evaluation. On the basis of evaluating the investment effect and benefit of the public security internal information project，we must strengthen the risk prevention of public security organs informatization projects. After the project evaluation is completed，the project construction process will be completed，and the impact of the indicators and their effects should be taken into consideration. Comprehensive analysis is needed to evaluate and analyze the target value of the project when it is completed.

1 公安信息化項(xiàng)目績(jī)效評(píng)估的意義

隨著互聯(lián)網(wǎng)和信息技術(shù)的快速發(fā)展和廣泛應(yīng)用，公安部隊(duì)本身的發(fā)展也要隨著信息技術(shù)的不斷發(fā)展逐步實(shí)現(xiàn)公安工作信息化。在當(dāng)前，警務(wù)信息化在新技術(shù)迅猛發(fā)展的態(tài)勢(shì)下對(duì)工作效率提出了更高的要求，信息化項(xiàng)目申報(bào)過(guò)程作為公安信息化的基礎(chǔ)工作，公安信息化工程不僅要解決警力不足的問(wèn)題，同時(shí)也成為了提高警務(wù)效能的有效途徑，公安機(jī)關(guān)要想有效應(yīng)對(duì)復(fù)雜社會(huì)治安形勢(shì)下嚴(yán)峻挑戰(zhàn)，只有充分利用和發(fā)揮好信息化在實(shí)戰(zhàn)中的作用，力爭(zhēng)到服務(wù)實(shí)戰(zhàn)、惠及民生，在真正意義上實(shí)現(xiàn)公安工作的又好又快發(fā)展，才能實(shí)現(xiàn)公安戰(zhàn)斗力的跨越式發(fā)展，最大限度地提高警務(wù)效能，以適應(yīng)時(shí)代發(fā)展的需要。
