【Abstract】The construction of ecological civilization is an important part of todays social development. In August 2005， Xi Jinping put forward for the first time that “l(fā)ucid waters and lush mountains are invaluable assets” Since then， he has profoundly expounded the rich connotation and practical significance of this thought in many important expositions and speeches. The idea that “l(fā)ucid waters and lush mountains are invaluable assets” clearly expounds the dialectical relationship between economic and social development and environment protection， with characteristics of dialectical thinking. Integrating ecological civilization construction into all aspects of economic construction has very important enlightenment for the development of todays society.

1.The explaination about “Clear waters and green mountains are as good as mountains of gold and silver”

Since the eighteen， Xi Jinping has attached great importance to the construction of ecological civilization. He put forward a series of profound and far-reaching ecological culture theories. In 2005， when Xi Jinping studied in Huzhou， Zhejiang， he first put forward the idea that “l(fā)ucid waters and lush mountains are invaluable assets”He pointed out that we must have clear waters and green mountians， and also mountains of gold and silver. It is better to have clear waters and green mountians than mountains of gold and silver， and the clear waters and green mountians of gold and silver. In accordance with the concept of green development， we should set up a general， long-term and holistic outlook， adhere to saving resources and protecting the environment， integrate the construction of ecological civilization into all aspects and the whole process of economic construction， and build a beautiful China.

2. The dialectical unity of “clear waters and green mountians” and “mountians of gold and silver”

The important thought of “two mountains” embodies the dialectical viewpoint of Marxism， systematically analyzes the relationship between economy and ecology in the process of evolution， and profoundly reveals the basic law of economic and social development.

In the past 40 years since reform and opening up， our country has made great achievements. We have achieved what took western developed countries hundreds of years to accomplish. In the course of development， we inevitably caused some damage to the environment. Throughout the government reports and a series of important documents of the Party in recent years， the Party and the state have never neglected the importance of the ecological environment， but in the past process of economic development， GDP has been held more important， so that some local governments and enterprises have ignored the ecological environment. Resource exhaustion and environmental pollution are unavoidable， which also appear in the development of western developed countries.

Since the 18th CPC National Congress， the central leading collective has put the construction of ecological civilization as an important part of the overall layout of the five-in-one. According to the concept of green development， the construction of ecological civilization should be integrated into all aspects and the whole process of economic， political， cultural and social construction. Now， with the economic development entering the sprint period of the 13th Five-Year plan， economic development remains a major content. However， compared with the previous economic development， Chinas economy has entered the “shift period” from high-speed to medium-high-speed， and has made great contributions to environmental protection. In the process， a number of enterprises with relatively serious environmental pollution have been eliminated.

Therefore， under certain conditions， economic development and environmental protection can achieve harmonious development and promote each other. Economic development should follow the basic principle of environmental protection， not pollution before treatment； environmental protection， to a certain extent， can also promote economic development towards a healthy and sustainable direction. They complement， promote， struggle with， and restrict each other. Therefore， the relationship between “green water and green mountains” and “ mountains of gold and silver” is a dialectical unity.

3. Enlightenment

The scientific assertion that “l(fā)ucid waters and lush mountains are invaluable assets” inspires us to integrate ecological civilization construction into all aspects of economic construction and accelerate the transformation of the economic development mode， accelerate the development of ecological， circular， energy-saving and low-carbon economy at the same time， and all levels of society should work hard for this.
