Study on Risk Prevention and Control of Preparing Goods for Foreign Trade Enterprises based on Crossborder ECommerce

Abstract：Foreign trade companies have changed the traditional stocking mode with the help of cross-border e-commerce，and rely on special preferential policies of the bonded area for bonded goods.With the strong competitive advantage of faster transaction speed and shorter delivery time，foreign goods are first shipped to the domestic bonded area.Storage，that is，overseas warehouses are converted into “domestic and customs” warehouses，and sales are then distributed to domestic consumers in batches according to orders.The inspection and quarantine departments have brought opportunities and challenges to the effective implementation of quality and safety checks.

1 Introduction

The rapid development of cross-border e-commerce has become a new growth point for stimulating the development of foreign trade and has had a disruptive impact on traditional foreign trade operation management models and concepts.Among them，the cross-border bonded stocking model relies on the special preferential policies of the bonded area，and has become a mainstream model of cross-border e-commerce with its strong competitive advantage of faster transaction speed and shorter delivery time.The rise of this new mode of trade also presents opportunities and challenges for the inspection and quarantine departments to effectively perform quality and safety checks.

2 Preparing goods of a cross-border e-commerce foreign trade

At present，cross-border e-commerce foreign trade enterprises adopt bonded bonded stock imports，which means that enterprises first transport overseas goods to the domestic bonded area for storage，that is，overseas warehouses are converted to“domestic and off-site” warehouses，and then sold to domestic consumers in batches according to orders...The bonded goods model mainly focuses on foods，cosmetics，mother-and-baby products，toiletries and some clothing bags.It has become the mainstream of cross-border e-commerce import commodities，and has the following characteristics：①The goods enter the bonded area and there is no order，just the transaction platform has been completed online；②Once the consumer orders are obtained，they are subcontracted in the bonded area and sent out in the form of e-mails.Sales are carried out in a“segmented to zero” way.The customs will release the postal tax and release it；③Under the bonded stocking mode，there has been no substantial change in the real rights of goods，and administrative law enforcement has become more difficult.

3 Problems existing in cross-border e-commerce foreign trade enterprises bonded stocking

Bonded stocking This is a brand-new trade method.The food and cosmetic products imported under this trade method are between the shipment and general trade，and lack the support of existing supporting laws and regulations：①can not provide pre-approval materials，cosmetics must obtain prior approval of the State Food and Drug Administration and so on；②The products do not meet the requirements of Chinas food safety standards.Most of these products are produced according to foreign or international standards，and there are many differences with Chinas national food safety standards and the inability to add Chinese labels.The inspection and quarantine agency，which is solely responsible for the implementation of port inspections，cannot make substantive breakthroughs in the existing food safety supervision methods；③the main responsibility of product quality and safety is difficult to implement.The ownership of products that are bonded and stocked often does not transfer in the bonded areas，and they still belong to foreign companies.Once the product quality and safety problems occur，administrative law enforcement management departments will face no embarrassing situation；④There is a potential risk of systemic food safety hazards.The products of the bonded stocking mode are no different from ordinary goods when they enter the bonded zone.These products enter the territory through cross-border e-commerce trade，and they avoid the food，cosmetics，and other foods，cosmetics and commissions，and inspection and quarantine authorities.For access and inspection and quarantine requirements，there are major systemic security risks；⑤The construction of information systems is lagging behind.It is difficult for law enforcement agencies to implement comprehensive and effective supervision of cross-border e-commerce trade products.

4 Prevention and Control Measures

Pre-approval，establishing a joint mechanism for the participation of local governments，pilot parks，e-commerce platforms，and various regulatory agencies to strengthen cooperation.The inspection and quarantine supervision shall be conducted on the goods imported in the mode of collection.Through the“Cross-border trade e-commerce logistics center”，the import declaration will be made for personal self-use items，and the domestic consumers trade behavior will be delivered in parcels.Establish a record management system for cross-border e-commerce companies and products，improve the reporting and release system for cross-border e-commerce products，conduct cross-border e-commerce information platform management，and implement cross-border e-commerce food category management based on“negative lists”.Strengthen cross-border e-commerce product quality and safety risk monitoring and supervision and spot check management.Accelerate the construction of hardware and software，establish an informatization system that can seamlessly connect with the e-commerce platform，and meet the needs of inspection and quarantine supervision and management at the same time.At the same time，increase personnel training and strive to build a first-line cross-border electronic to adapt to the new situation.Business law enforcement supervision team.
