重慶渝北區(qū) & 加拿大本拿比市加強經(jīng)貿(mào)文化交流，拓展多領(lǐng)域合作

“楓葉之國”加拿大（Canada），位于北美洲最北端，得益于豐富的自然資源和高度發(fā)達(dá)的科技，其成為世界上擁有高生活水準(zhǔn)、社會富裕、經(jīng)濟發(fā)達(dá)的國家之一。同時，加拿大也是八國集團(tuán)、20國集團(tuán)（G20）、北約、聯(lián)合國、法語國家組織、世界貿(mào)易組織等國際組織的成員國。

本拿比市（Bnrnaby），位于加拿大不列顛哥倫比亞省，是加拿大溫哥華地區(qū)最發(fā)達(dá)的城市之一。本拿比起初只是一個郊外農(nóng)業(yè)地區(qū)，為鄰近的市區(qū)提供農(nóng)產(chǎn)品，后來成為連貫溫哥華市、菲莎河谷和卑詩省內(nèi)陸重要的運輸走廊，并且與北溫市和列治文一起成為溫哥華的第一環(huán)衛(wèi)星城市。

本拿比的地形可謂多姿多彩：在38.07平方英里的土地上，地勢高度從海平面到高達(dá)1200英尺的Burnaby山尖，還有兩個大的淡水湖：本拿比湖(Burnaby Lake)和鹿湖（Deer Lake)。本拿比交通方便，四通八達(dá)，大量的社區(qū)公園和開闊空間、河流、溪谷、森林，使這一差不多居于溫哥華心臟部位的城市顯得如此的富于變化，景色迷人。

“雙重喜慶”重慶，位于中國內(nèi)陸西南部，是長江上游地區(qū)的經(jīng)濟、金融、科創(chuàng)、航運和商貿(mào)的物流中心，西部大開發(fā)重要的戰(zhàn)略支點、“一帶一路”和長江經(jīng)濟帶重要聯(lián)結(jié)點以及內(nèi)陸開放高地。同時，重慶也是西南地區(qū)最大的工商業(yè)城市，國家重要的現(xiàn)代制造業(yè)基地。

渝北區(qū)是重慶內(nèi)陸開放高地的主戰(zhàn)場，擁有重要的汽車制造業(yè)基地、智能終端生產(chǎn)基地和進(jìn)出口基地、江北國際機場、保稅港區(qū)、悅來國際博覽中心等市級開放平臺，是重慶自貿(mào)試驗區(qū)、中新（重慶）戰(zhàn)略性互聯(lián)互通示范項目的重要承載地。

作為重慶市經(jīng)濟體量最大、開發(fā)平臺最多、區(qū)位優(yōu)勢最明顯的地區(qū)，渝北區(qū)與本拿比市在經(jīng)濟、貿(mào)易、科技、文化、教育等領(lǐng)域有很大的交流合作空間，兩地交流合作亦由來已久。

2015年12月，加拿大巴拉德公司總裁蘭大爾·麥克尤恩一行赴渝北考察，與渝北區(qū)簽訂了戰(zhàn)略合作備忘錄，由加拿大溢思得瑞集團(tuán)投資運營的國際協(xié)同創(chuàng)新孵化器落戶仙桃國際數(shù)據(jù)谷，已正式投入運營。

2017年3月，渝北區(qū)與本拿比市正式締結(jié)為友好城市。兩地友好城市的簽訂，標(biāo)志著渝北區(qū)與本拿比市的友好合作關(guān)系翻開了新的一頁，雙方在已有交流合作的基礎(chǔ)上，將進(jìn)一步加強兩地的經(jīng)貿(mào)文化交流，拓展在科技創(chuàng)新、智能制造、生物醫(yī)藥等多個領(lǐng)域的合作。

Canada, also known as the Maple Leaf Country, is located in the northernmost of North America and is a highly developed capitalist country. Thanks to abundant natural resources and highly developed science and technology, it has become one of the most developed countries worldwide with the highest living standard, the most prosperous society and the most developed economy. Meanwhile, Canada is a member of G8, G20, NATO,UN, Organisation Internationale de la Francophonie, WTO and other international organizations.

Bnrnaby, located in British Columbia, is one of the most developed cities in Vancouver. Burnaby was first served as a rural agricultural area supplying nearby urban areas. Later, it became an important transportation corridor of Vancouver, the Fraser Valley and the interior British Columbia. Burnaby was also Vancouver's first-round satellite city along with North Vancouver and Richmond.

Burnaby covers an area of 38.07 square miles and has various terrains, with altitude ranging from sea level up to 1200 feet of Burnaby Peak. There are two big freshwater lakes in Burnaby, Burnaby Lake and Deer Lake. Burnaby has convenient transportation. With many community parks, wide space, rivers,valleys and forests, Burnaby, almost located at the heart of Vancouver, becomes a city with ever-changing and enchanting scenery.

Chongqing, located in the southwest of China, is a logistics center for economy, finance, science and engineering, shipping and commerce in the upper reaches of the Yangtze River. It is a significant strategic pivot for the development of the western region in China, a link between the Belt and Road and the Yangtze River Economic Belt, and an open highland in the inland. Furthermore, Chongqing is also the largest industrial and commercial city in the southwest China and an important national modern manufacturing base.

In Chongqing, Yubei District is the center for open highland in the inland. With important automobile manufacturing bases,intelligent terminal production bases, import and export bases, Jiangbei International Airport, Bonded Port Area, Yuelai International Expo Center and other municipal open platforms,Yubei District is a vital bearing place for Chongqing's Pilot Free Trade Zone and China-Singapore (Chongqing) Demonstration Initiative on Strategic Connectivity.

As a district with the highest overall economic volume,most open platforms, and the most advantageous position in Chongqing, Yubei District and Burnaby have great exchange and cooperation space in the fields of economy, trade, science and technology, culture, and education. And there has been a long history of exchanges and cooperation between two them.

In December 2015, Ballard Power Systems Incorporation’s president Randy MacEwen visited the Yubei District and signed a Strategic Memorandum of Understanding here. The International Collaborative Innovation Incubator invested and operated by Istuary Innovation Group of Canada has settled in Chongqing Xiantao Big-data Valley and has been officially put into operation.

In March 2017, Yubei District and Burnaby formally became“twin cities”. The signing of “twin cities” marked a new page in friendly cooperation between Yubei District and Burnaby.Based on existing exchanges and cooperation, they will further strengthen economic and cultural exchanges and expand cooperation in such fields as scientific and technological innovation, intelligent manufacturing and biological medicine.
