基于中國(guó)農(nóng)業(yè)投資視角的巴基斯坦土地制度問題及啟示

摘要 近年來，隨著“一帶一路”戰(zhàn)略和“中巴經(jīng)濟(jì)走廊”的深入推進(jìn)，研究巴基斯坦土地制度，對(duì)于深入開展合作必不可少。在回顧巴基斯坦土地制度改革基礎(chǔ)上，著重分析巴基斯坦土地制度存在的問題，以及對(duì)中國(guó)農(nóng)業(yè)對(duì)巴基斯坦投資的啟示。

Problems and Enlightenment of the Reform of the Land System in Pakistan Based on Chinas Agricultural Investment Perspective

Abstract In recent years， with the “The Belt and Road”strategy and“Pakistan Economic Corridor”to further promote the research of land system in Pakistan， to carry out the necessary cooperation. The land system in Pakistan came from the British colonial era. Based on reviewing the reform of land system in Pakistan， we focused on the analysis of the existing problems of Pakistan land system and the inspiration for Chinas agriculture to Pakistan investment.

2013年9月習(xí)近平主席在哈薩克斯坦納扎爾巴耶夫大學(xué)發(fā)表重要演講，首次提出共同建設(shè)“絲綢之路經(jīng)濟(jì)帶”的戰(zhàn)略倡議； 10月習(xí)近平主席在印度尼西亞國(guó)會(huì)發(fā)表重要演講時(shí)明確提出共同建設(shè)“21世紀(jì)海上絲綢之路”，即“一帶一路”倡議。隨著“一帶一路”倡議的深入推進(jìn)，“中巴經(jīng)濟(jì)走廊”作為“一帶一路”倡議先行和重點(diǎn)推進(jìn)走廊更是備受關(guān)注，越來越多的中國(guó)企業(yè)選擇巴基斯坦作為海外投資的優(yōu)先國(guó)家，迫切需要對(duì)巴基斯坦經(jīng)濟(jì)發(fā)展?fàn)顩r、土地、法律、投資等方面有系統(tǒng)的認(rèn)知，而土地作為最重要的生產(chǎn)資料之一，更是備受關(guān)注。了解巴基斯坦土地制度對(duì)于中國(guó)農(nóng)業(yè)“走出去”及投資非常有必要，具有重要意義。

1 巴基斯坦土地制度改革簡(jiǎn)介

巴基斯坦的土地制度源自英國(guó)殖民時(shí)代，主要有私有地主所有制、游特瓦里所有制和國(guó)家所有制3種形式[1]，其中私人地主所有制占主導(dǎo)地位。

1.1 1959年土地改革 1959年1月24日穆罕默德·阿尤布·汗政府頒布了西巴基斯坦土改條例（即戒嚴(yán)法第64號(hào)條例），旨在提高農(nóng)業(yè)產(chǎn)量，促進(jìn)社會(huì)公正，保證保障土地的持有。……
