掛牌百日，重慶自貿試驗區邁出堅實一步！

重慶自貿試驗區4月1日掛牌以來，在進入試驗區區域的干道入口上矗立起多座彩色拱門，直觀地提示著人們重慶已進入自貿試驗區時代。

2017年4月1日，重慶自貿試驗區正式掛牌。7月，重慶自貿試驗區迎來正式掛牌100天。

自4月1日正式成立掛牌以來，短短三個多月時間內，社會各界高度關注重慶自貿試驗區的發展建設，在自貿試驗區內和周邊地區，每隔一段距離就可以看到醒目“中國（重慶）自由貿易試驗區”路牌，在城市主干道上的自貿試驗區交界處，還聳立起多個彩虹一樣的多層拱門，一些為自貿試驗區提供配套商業服務的機構也在爭先恐后地將自己的企業名稱和標志“自貿化”。

短短100天中，新生的重慶自貿試驗區在產業集聚、促進投資貿易便利化、明確發展方向、對外形象構建等多個方面邁出了堅實的一步，令外界看到了重慶自貿試驗區務實高效的第一步，讓人們對重慶自貿試驗區和重慶的未來更加充滿期望。

集聚效應與開放功能初步顯現

重慶自貿試驗區全域面積為119.98平方公里，分為兩江、西永、果園港3個片區。在區域選擇和劃分上，重點突出海關特殊監管區域和保稅監管場所的核心功能、重慶綜合交通樞紐和開放口岸功能、服務貿易產業聚集和開放創新。兩江片區著力打造高端產業與高端要素集聚區，西永片區著力打造加工貿易轉型升級示范區，果園港片區著力打造多式聯運物流轉運中心。

吸引投資與形成產業集聚效應，是評價自貿試驗區發展的最重要指標。但是，對于重慶自貿試驗區而言，能否延續重慶對外開放與發展外向型經濟的強勁勢頭，是各界評價重慶自貿試驗區的又一關注重點。

區域內交通的高度便利化是重慶自貿試驗區的一大特點。

在今年6月召開的重慶最重要的經貿展會—第二十屆渝洽會的成果目錄上，重慶自貿試驗區所產生的積聚效應得到直觀體現：涉及重慶自貿試驗區的簽約項目就達744個，涉及工業、新能源、現代服務、金融、電子信息等多個領域。

7月初，重慶市自貿辦公布了重慶自貿試驗區2017年上半年經濟數據，數據顯示：2017年1—6月，重慶自貿試驗區范圍內新增企業6492戶，占整個重慶市新增企業比重10.3%，所涉及人民幣資金總額449.29億元，占全市比重14.3%；其中新增內資企業戶數6386戶，占全市比重10.2%，人民幣資金總額395.81億元，占全市比重14.5%；新增外資企業戶數106戶，占全市比重23.2%，資產總額7.75億美元，占全市比重17.6%。

數據表明，自今年1月重慶自貿試驗區掛牌前的籌備準備到掛牌后3個月的實際運行，在短短6個月時間內，新增外資企業數目占全市同期兩成以上，外資企業資產總額也達到了全重慶總量的17.6%，重慶自貿試驗區的集聚效應與開放功能得到初步顯現。

投資貿易便利化建設務實推進

重慶自貿試驗區掛牌100天來，重慶“新政”不斷，實實在在地促進投資貿易便利化與區域聯動發展：

在重慶自貿試驗區掛牌之初，重慶市工商局、重慶市發展改革委、重慶市口岸辦、重慶市公安局出入境管理局、重慶市高級人民法院、重慶市知識產權局、重慶市金融辦等10余部門集中公布相關扶持政策。7月初，重慶市國稅局又發布了《關于服務中國（重慶）自由貿易試驗區十項稅收措施的通告》，其中，共有5大類71條稅收優惠政策，為企業提供“清單化”的稅收優惠政策。在自貿區實現支付寶、微信等第三方支付機構的掃碼支付繳稅，在12366重慶納稅熱線設立自貿區政策專席解疑答惑；通過稅郵（郵政）合作，納稅人足不出戶領取發票；擴大電子發票應用范圍，自貿區內企業可自行申請領用增值稅電子普通發票等內容受到企業廣泛關注。在各種公開宣傳中明確提出“營造自貿區發展良好營商環境，讓投資人更加輕松做生意。”重慶已將國務院給予重慶自貿試驗區在各個方面的幫扶政策在各個部門逐條“落地”，讓重慶自貿試驗區在投資貿易的多個方面與國際接軌。

據了解，截至今年7月初，國務院發布的51項可復制、推廣的先進經驗重慶自貿試驗區已落實48項，“融資租賃海關監管制度”已形成飛機融資租賃海關監管流程，正引入機源開始測試，“企業設立單一窗口”“國際貿易單一窗口”等正加緊推進。西永綜保區在全國首創的多項通關機制創新有望成為誕生在重慶自貿試驗區的，可向全國復制推廣的先進經驗。記者注意到，在第三批各家自貿區對外公布的“辦事時間”中，唯有重慶是以“小時”作為計時單位，重慶自貿試驗區對效率的提倡由此可見一斑。

不斷增加的寫字樓使得重慶自貿試驗區區域內的商務氣氛日益濃厚。

現在能夠看到的重慶各個部門對于自貿試驗區推出的具體政策都非常務實，主要是集中解決企業在自貿試驗區內投資便利化，非常實際、有針對性。這些在很大程度上應該得益于重慶近年來在對外開放、發展外向型經濟發面積累的大量經驗和資源。重慶已有的“三個三合一”平臺，以及重慶在“渝新歐”中歐鐵路大通道基礎上的不斷延伸發展，尤其是以“渝桂新”為代表的南向通道的達成，都必然對重慶自貿試驗區的成熟與發展帶來眾多的便利，也會大大提升重慶自貿試驗區的外部吸引力—四川外國語大學國際商學院院長、重慶國際戰略研究院秘書長楊柏如此評價道。

重慶自貿試驗區的發展得到各界的廣泛關注，從6月22日到7月7日，《中國（重慶）自由貿易試驗區首屆建設發展研討會》《2017重慶自貿試驗區投資合作創新發展峰會》等高級別論壇連續在重慶召開。重慶市領導、重慶自貿區的管理機構與國內外多位專家都在其中暢談對重慶自貿試驗區乃至重慶未來的期許與向往。在重慶自貿試驗區明確了對香港自由貿易的學習對標后，香港特區政府和商界、金融界多位人士前來重慶進行專項考察與溝通，尋求重慶與香港更大的合作機遇。正如重慶市商務委自貿辦制度創新處處長張葵一次會議發言中所說的那樣，對重慶而言，自貿試驗區還是一個新興事物，當前重慶自貿試驗區的發展仍處于摸索階段。隨著重慶自貿試驗區的對外開放程度越來越高，越來越多的企業將匯聚在重慶這片投資熱土上，帶動重慶經濟飛速發展。

100天，讓我們看到了重慶開展自貿試驗的堅定決心，與推進力度，也讓我們感受到了重慶自貿試驗區的務實高效，令我們對重慶自貿試驗區的未來，對重慶更加開放的明天充滿期望！

Chongqing Pilot Free Trade Zone was of fi cially listed on April 1, 2017. Three months later, Chongqing Pilot Free Trade Zone ushered in a listing of 100 days in July, 2017.

Since the formal establishment on April 1, the construction of Chongqing Pilot Free Trade Zone has been highly concerned by all walks of life within this short period of three months. The eye-catching road sign of “China(Chongqing) Pilot Free Trade Zone”could be seen at intervals in the trade zone and the surrounding areas. Several rainbow-like colorful arches with multi-layers are set at the junction of trade zone and the main road. Some institutions providing matching commercial services for the trade zone are also competing to “free-tradize” their business names and logos.

In just 100 days, the newborn Chongqing Pilot Free Trade Zone is taking a solid step in industrial agglomeration, promoting the facilitation of investment and trade, clear direction of development, construction of external image and etc. Therefore, the outside world has seen the pragmatic and efficient step took by Chongqing Free Trade Zone, which allows the people to hold more expectations of the future of Chongqing Pilot Free Trade Zone and Chongqing.

Preliminary reveal of agglomeration effect and opening function

Chongqing Pilot Free Trade Zone, covering an area of 111.98 square kilometers, is divided into three areas including Liangjiang, Xiyong and Guoyuan Port. On the regional selection and division, it emphasizes the key functions of the special customs supervision area and bonded supervision place, the functions of Chongqing as a comprehensive transportation hub and open port as well as the agglomeration and open innovation of service trade. Liangjiang Area makes efforts to build an agglomeration area of high-end industries and elements; Xiyong Area to build a demonstration area for transformation and upgrading of processing trade; Guoyuan Port to build a multimodal transport logistics center.

Attracting investment and forming the effect of industrial agglomeration is the most important index for evaluating the development of pilot free trade zone. However, for Chongqing Pilot Free Trade Zone, another important index for evaluating is whether it can sustain the opening-up of Chongqing and its strong momentum of developing the export-oriented economy. On the most important economic and trade exhibition held in Chongqing in June, 2017—the 20th CCISF, the agglomeration effect produced by Chongqing Pilot Free Trade Zone is intuitively re fl ected. The contracted projects involving Chongqing Pilot Free Trade Zone reached 44 covering various fi elds including industry, new energy, modern services, finance and electronic information.

At the beginning of July, the of fi ce of free trade zone in Chongqing announced the economic data in the first half of 2017. The statistics show that: in the fi rst half of 2017, 6,492 new enterprises settled in Chongqing Pilot Free Trade Zone, accounting for 10.3% of the total new enterprises in Chongqing. It involves a capital investment of 44.929 billion yuan, accounting for 14.3% of Chongqing. 6,386 domestic-funded new enterprises of the new enterprises accounts for 10.2% of the total new enterprises in Chongqing. It involves a capitalinvestment of 39.581 billion yuan, accounting for 14.5% of Chongqing. 106 foreign-funded new enterprises accounts for 23.2% of that of Chongqing and it involves a capital investment of 775 million dollars, accounting for 17.6%.

The figures show that since January this year, from the preparation before the listing of Chongqing Pilot Free Trade Zone to the 3-month actual operation, the number of new foreign-funded enterprises accounted for more than the city's 20% in the same period while the total assets of foreign enterprises in Chongqing has reached 17.6% of the total in just 6 months. The agglomeration effect and open function of Chongqing Pilot Free Trade Zone have been revealed.

To promote the facilitation of investment and trade

In the one hundred days after the operation of Chongqing Pilot Free Trade Zone, the new policies were put up constantly to promote pragmatically both the facilitation of investment and trade as well as the regional linking development:

At the beginning of the operation, related support policies were announced by over 10 authorities including Chongqing Administration for Industry & Commerce, Chongqing Development and Reform Commission, Chongqing Port Office, Bureau of Exit and Entry Control of Chongqing Public Security Bureau, Chongqing Municipal Higher People's Court,Chongqing Intellectual Property Office, Chongqing Financial Affairs Office and etc. In early July, Chongqing Municipal Of fi ce, SAT issued a “Noti fi cation on Ten Tax Measures Serving China (Chongqing) Pilot Free Trade Zone”, in which there were 5 categories and 71 tax preferential policies, providing a inventorylike tax preferential policy for enterprises. The free trade zone has realized to pay tax by scanning yard of the third party like Alipay, WeChat and etc. The special service hotline of free trade zone is set in 12366 which is the Chongqing Tax Hotline to eliminate confusions. Through the cooperation of tax and post office, taxpayers can receive invoices at home. Enlarging the scope of the application of electronic invoices, enterprises in the free trade zone can apply VAT electronic plain invoice. All the above contents have attracted large attention. The slogan “To create a good business environment for the development of free trade zone so that investors can do business easily.” has been put up in various kinds of publicities. Chongqing has implemented the supporting policies given by the State Council in Chongqing Pilot Free Trade Zone, which allows Chongqing Pilot Free Trade Zone to dock with the world in many aspects.

It is understood that until the early July in 2017, 48 of the 51 reproducible and propagable advanced experiences issued by the State Council are implemented by Chongqing Pilot Free Trade Zone.“Systems of finance lease and customs supervision”has shaped a process of finance lease and customs supervision for plane, which will be officially tested. Rules like “enterprises set up a single window”,“international trade set up a single window” have also been sped up. Innovation of several entry mechanisms created fi rst by Xiyong Comprehensive Bonded Zone is expected to be an advance experience that is born in Chongqing Pilot Free Trade Zone and reproducible to the whole nation. The reporter also noticed that among the “business hour” published by the third batch of each free trade zone, only Chongqing Pilot Free Trade Zone uses “hour” as the timing unit from which you can see the ef fi ciency advocated by Chongqing Pilot Free Trade Zone.

Now the specific policies to the zone produced by various departments of Chongqing are all rather pragmatic and pertinent, mainly focused on the solution of investment facilitation in the trade zone. Those greatly benefit from the extensive experience and resources accumulated by Chongqing in recent years in opening up and developing export-oriented economy. Chongqing has the platform of “three threein-one” and Chongqing-Sinkiang-Europe International Railway that is still under development. Especially the completion of south-ward channels represented by“Chongqing-Guangxi-Singapore” will all bring a lot of convenience to the development of Chongqing Pilot Free Trade Zone and greatly enhance the external attraction of Chongqing Pilot Free Trade Zone. Yang Bai, Director of the International Business School of Sichuan International Studies University and Secretary-General of Chongqing International Institute of Strategic Studies, said.

The development of Chongqing Pilot Free Trade Zone has received extensive attention from all walks of life. From June 22 to July 7, high-level seminars were held in Chongqing like “The First Construction and Development Seminar of China (Chongqing) Pilot Free Trade Zone”, “2017 Investment Cooperation, Innovation and Development Summit of Chongqing Pilot Free Trade Zone”. Leaders of Chongqing Municipality, administrators of Chongqing Pilot Free Trade Zone and many experts at home and abroad had talked about the expectations and anticipations to the future of Chongqing Pilot Free Trade Zone and even Chongqing. After confirming the benchmarking from Hong Kong, several experts from the HKSAR government, the business sector and financial circle came to Chongqing for special investigation, communication and seeking greater opportunities for cooperation between Chongqing and Hong Kong. As stated by Zhang Kui, director of the innovation department of Chongqing Pilot Free Trade Zone, Chongqing Commerce Commission, in the first meeting, “To Chongqing, free trade zone is still a new thing and the development of Chongqing Pilot Free Trade Zone is still in the exploration stage.”With the opening up of Chongqing Pilot Free Trade Zone, more and more enterprises will converge on this land in Chongqing, driving the rapid development of Chongqing’s economy.

The one hundred days have let us see the firm determination and promotion efforts made by Chongqing to develop Chongqing Pilot Free Trade Zone as well as the pragmatic and efficient working style of Chongqing Pilot Free Trade Zone.
