2005年10月12日—14日，第五屆亞太城市市長峰會（Asia Pacific Cities Summit，簡稱APCS）在重慶成功舉行，這是亞太城市市長峰會第一次在中國也是第一次在亞洲舉辦。菲律賓前總統拉莫斯，新西蘭前總理希普利，澳大利亞前副總理菲希爾，中國外交部、發改委、商務部、國務院臺辦等中央部委辦負責人及重慶市領導，共41個國家和地區的123個城市市長、議長或代表546人，255家中外企業的CEO或代表294人，美國、日本、加拿大等9家駐華（渝）使領館代表及部分國際組織代表等共869人出席峰會開幕式。

在由時任重慶市市長王鴻舉主持的第二次市長圓桌會議上，6位市長圍繞“城市·人·自然”主題發言，并一致通過《重慶宣言》。這是亞太城市市長峰會自1996年創建以來首次以宣言形式形成會議成果，宣言對城市、人、自然和諧共生和可持續發展的理念進行了新的詮釋。

值得紀念的是，本次會議的首創不只是誕生了《重慶宣言》。為了突出鮮明的重慶特色，本屆峰會借鑒亞太經合組織APEC會議模式，與會各國市長都身著具有濃郁巴渝地方特色的新派土家族服裝登臺亮相。這套禮服擁有一個響亮的名字“巴渝盛裝”。在此之前，歷屆亞太城市市長峰會都沒有設專門服裝，本屆設計制作專門服裝具有開創性。

峰會期間，重慶市領導代表3000多萬重慶人民邀請與會貴賓穿上這套盛裝，呈現出熱烈盛大的歷史場面，這一最高禮儀表達了重慶人民對來賓最深厚的情誼。

巴渝盛裝將山水城市重慶的地域特色表現得淋漓盡致。領子設計為中國式立領，還專門設計了一道道皺褶。這寓意山城隨處可見的梯坎，表現了重慶遞進、攀爬之地形地貌，將山城人民吃苦耐勞、銳意進取的精神蘊涵其中。門襟處繡有兩組對稱的顆顆針，針法呈波浪形，遠看就像中國篆書中的山和水兩個字，在衣擺開衩處也繡有兩排顆顆針，寓意為穿越重慶的兩江。

巴渝盛裝分為主賓和貴賓兩款。主賓服裝為外套式，是巴渝盛裝的主體，供參會市長穿著，每件繡花達56萬針；貴賓服裝為披肩式，是巴渝盛裝的陪襯、點綴和呼應，供市長的隨從穿著，貴賓款設計靈感來源于巴渝鄉村農夫的蓑衣。

巴渝盛裝從設計到制作，從面料到工藝都是重慶原創，共有孔雀藍、寶石綠、中國紅、象牙白、普藍5種顏色，為了突出歡樂的氣氛，特意將衣服的色彩定為重彩。由重慶著名服裝設計師梁明玉和著名色彩學家雷鴻志為服裝設計指導，面料是產自涪陵的麻質面料，里層則是重慶絲綢。

巴渝盛裝僅僅展現重慶的特點還不夠，還要與世界接軌。設計師發現世界性符號圓形螺旋紋和一種巴渝出土文物上的虎皮紋驚人的相似，將這一全世界人民共同喜愛的圖案作為服裝的主圖案。圓形螺旋紋圖案分布在巴渝盛裝的領口開襟處、背部和袖部。背部有5個螺旋紋圖案，平行排列，既有本屆峰會為第五屆之意，也象征著五大洲的國家和人民齊頭并進。袖子上各有4個螺旋紋圖案，象征四大洋的和諧進步。

本屆峰會是重慶繼AAPP會議之后承辦的又一次規模大、規格高、影響廣的國際性會議。借此機會，重慶市民中廣泛開展了“做文明市民，迎市長峰會”為主題的精神文明創建活動，有助于全面提升重慶的城市形象和市民素質，推進重慶的城市化進程。進一步激發了市民的自豪感、集體榮譽感和創造熱情，提升重慶的城市形象和國際知名度，擴大重慶的對外開放，密切與亞太城市的交往，向世界展示重慶獨特的自然和人文魅力。

Over October 12-14, 2015, Chongqing held the fi fth Asian Paci fi c Cities Summit (APCS) which was held in China and in Asia for the fi rst time and bore great success. Representatives participating in this conference approved the Chongqing Declaration,which represents the fi rst time since its founding in 1996 for APCS to make a consensus in the form of introducing declaration. The Declaration makes a new interpretation of the concepts concerning harmonious co-existence among cities, people and nature and sustainable development.

Memorably, the pioneer of this Summit not only includes the introduction of Chongqing Declaration but the presentation of unique Chongqing dressing style. To be speci fi c, this Summit adopted the model of APEC as all participant mayors dressed up in new Tujia costume with Sichuan and Chongqing characteristics. This attractive costume boosts a

great name of “Ba-Yu Splendid Costume” (Sichuan and Chongqing is abbreviated as Ba and Yu respectively). As APCS has never prepared special costumes for participant mayors before, it is an initial for this Summit to design a special costume.

A Chinese saying goes that “it is always a pleasure to greet friends from afar”. During this Summit, leaders of Chongqing, on behalf of more than 30 million Chongqing residents, invited the distinguished guests to participate in this Summit in this unique and splendid costume, presenting a grand historic scene. Such the most supreme politeness in clothing shows in-depth friendship of Chongqing people.

Ba and Yu Splendid Costume depicted the local characteristics of Chongqing with picturesque landscape in an incisive and vivid way. Collar is designed as stand-up one with Chinese characteristics upon which strips of creases is shown, representing ladders ubiquitously seen in this mountainous city. Such clothing design not demonstrates the climbing and going-forward landscape of Chongqing but embodies the spirit of hard working and progressiveness of people living in this mountainous city. Its front placket (a kind of Chinese-style garment which buttons down the front or on the right) is embroidered with symmetrical and wavy stitching on both sides, which from afar,looks like two Chinese characters of “mountain and water” in seal calligraphy (a style of Chinese ancient calligraphy); the slit cut in lower hem of this gown is also embroidered with stitching on both sides,showing its connotation of traveling across the two Rivers in Chongqing, namely Yangtze River and Jialing River.

The costume is divided into two kinds for chief guests and deputy chief guests respectively. Being the main part of this costume, one for hosting guests is designed to a coat for participant mayors whose each embroidery is made with some 560 thousand stitches; the other is shaped with a cape for mayors’ attendants in concert and embellishment with the whole Ba and Yu Splendid Costume.Design inspiration of chief guests’ costume comes from farmers’ raincoat in Sichuan and Chongqing.

Chongqing is involved in the whole creation from design to manufacturing, material choosing to crafts.This Costume shows fi ve colors including peacock blue, gem green, bright red, ivory and sharp blue.For the purpose of highlighting the great happiness,it chooses thick and heavy in colours. This Costume is guided by the design of Liang Mingyu, the famous fashion designer in Chongqing, and Lei Hongzhi,the famous chromatist; its shell fabric is made of linen from Fuling, Chongqing while the lining is local silk.

The costume is not limited to show Chongqing uniqueness but have a connection with the rest of world. The designer found that the world circular spiral marks has a surprising similarity with marks shaped like tiger skin appeared in the unearthed relics from Sichuan and Chongqing, which means that the costume selects such pattern enjoying world popularity as its main pattern. The circular spiral pattern is distributed over its collar, placket,back and sleeves. There are five spiral marks in parallel on its back, not only representing the fifth holding of the Summit but symbolizing the joint efforts toward more progresses by the peoples and countries from fi ve continents; on the sleeves are four ones, symbolizing harmony and common progress among four continents.

APCS represents another international conference in large size and with high specification and wide in fl uence held by Chongqing next to AAPP. It offers Chongqing people a great opportunity to carry out various activities concerning spiritual civilization themed with “To Be a Civilized Citizen and Welcome Mayors Summit”, which contributes to promoting the image of Chongqing and quality of its residents and advancing urbanization of Chongqing. All the efforts will help to unleash residents’ sense of pride,collective sense of honor and creative enthusiasm;to raise its image and international popularity;to make Chongqing open wider to the world; to enhance a closer relationship with Asia-Pacific cities, thus showing unique natural and humanistic charm of Chongqing.
