巴南區政府代表團赴日參加“2017新潟春節祭”活動并訪問三條市

應我駐新潟總領事館的邀請，在重慶市政府外事僑務辦公室的大力協助下，2017年2月8日—13日，巴南區政府副區長張春平率區商務局、區文化委、區政府外事辦以及木洞山歌傳承人、茶藝表演藝術家、行政總廚等一行10人，赴日本新潟縣參加了“2017新潟春節祭”文化交流活動，并到新潟縣三條市進行了友好訪問。

“新潟春節祭”始于2015年，由中國駐新潟總領事館、日本新潟縣政府、新潟市政府，以及新潟華僑華人總會等共同組辦，旨在慶祝中國傳統新春佳節，促進中日文化交流，增進兩國人民相互理解。目前，已連續舉辦兩屆，每年都吸引了近7萬民眾參加，深受當地民眾的喜愛和歡迎。本屆春節祭活動為期兩天，于2月11日—12日在新潟本町商業街舉辦。2月11日，中國駐日本大使程永華、駐新潟總領事孫大剛、新潟縣知事米山隆一、新潟市市長篠田昭、新潟春節祭實行委員會長惠京仔等身著唐裝出席開幕式、致辭并為春節祭活動開幕剪彩。

本屆春節祭活動有來自上海、重慶、黑龍江的70余位藝術家、廚師現場獻藝。首次走出國門的國家級非物質文化遺產巴南木洞山歌作為開幕式的第一個節目，傳承人喻良華、秦秋月以歡快的曲調和純樸的表演掀起了活動的第一個高潮，充分展示了木洞山歌傳統文化魅力，并通過悠揚的山歌向日本民眾送上來自山城重慶的祝福。“功夫小子”曾小龍嫻熟精湛的茶藝表演，讓日本民眾感受了巴南悠久的茶文化，贏得了現場觀眾陣陣自發的掌聲。在重慶美食擔擔面、酸辣粉的制作現場，來自巴南本土的行政總廚現場為當地居民制作地道的重慶美食，呈現正宗的重慶風味，日本民眾排著長長的隊伍等待品嘗，場面火爆。開幕式結束后，中國駐日本大使程永華也親臨我市展臺品嘗。據統計，本屆活動約有7.1萬來自新潟縣內外的日本民眾到場體驗中國傳統文化。新華社、人民網、中國新聞社等中央媒體，日本產經新聞、朝日新聞及新潟電視臺等當地主流媒體對此活動予以廣泛報道。

活動期間，巴南區政府代表團還拜會了新潟縣政府、新潟市政府，并到三條市進行了友好訪問。2016年11月三條市長國定勇人、議長武石榮二率團赴巴南區訪問，并與巴南區簽署了《建立友好合作關系備忘錄》，巴南區和三條市就在文化交流、發展高效農業等方面有了初步溝通。此次回訪，巴南代表團考察了三條市越后鍛冶集團、珍珠金屬工業公司、皰丁工房等三條市的金屬加工制造企業，參觀了日本漢學家諸橋轍次博物館，對三條市的文化及特色支柱產業“金屬冶鍛”有了更深的了解。在雙方座談交流中，國定勇人市長表示，去年到巴南訪問，對巴南的城市建設、經濟發展、禪茶文化都留下了深刻印象，巴南與三條有很多相似的地方，農業基礎好、溫泉資源豐富，同時也有很多可以相互補充和學習的地方。巴南區政府副區長張春平對三條市熱情周到的接待表示感謝，就締結正式友好城市關系、促進雙邊經貿文化交流全面深入的進行了商洽。國定勇人市長表示將于今年5月再次訪問巴南。

With the help of Foreign and Overseas Chinese Affairs Office of Chongqing Municipal People’s Government,Zhang Chunping,deputy district head of Ba’nan District,headed a 10-member delegation including off cers from commercial bureau,cultural committee,foreign affairs office in Ba’nan District and successors of Mudong folk song,tea ceremony artists and executive chefs to participate in cultural exchange-“Niigata Spring Festival in 2017”-in Niigata-ken,Japan and to friendly visit Sanjo City,Niigata-ken.

Since 2015,jointly organized by Consulate General of The People’s Republic of China in Niigata,the government of Niigata-ken,the government of Niigata city,and Overseas Chinese Association in Niigata,“Niigata Spring Festival Celebration”aims to celebrate the traditional Chinese New Year Festival,promote cultural exchanges between China and Japan,and enhance mutual understanding between the two countries’ people.As a loved and welcomed activity by local people,this celebration has been held for two sessions which attracts 70 thousand people each time.This two-day celebration held in a local business street of Niigata on February 1 1-12,2017.Dressed in traditional Chinese clothing,Cheng Yonghua,Chinese ambassador to Japan,Sun Dagang,consul general of Chinese ConsulateGeneral in Niigata,Yoneyama Ryuichi,magistrate of Niigata-ken,Shinoda Akira,mayor of Niigata city,Hui Jingzai,chairman of the Executive Committee of Niigata Spring Festival Celebration,made speeches and cut the ribbon for the opening of exhibition.

Over 70 artists and chefs from Shanghai,Chongqing,Heilongjiang performed in front of the audience in this Spring Festival Celebration.As a national-level intangible cultural heritage,the first program of the opening ceremony was presented by Ba’nan Mudong folk song,which was the frst time to perform in a foreign country.With the cheerful melody and plain performance,Yu Lianghua and Qin Qiuyue,as the successors,started the first climax of the event and fully showed the traditional cultural charm of Mudong folk song.With such melodious folk song,Japanese people have received blessing from Chongqing,this mountain city.They also spontaneously applauded for the oldline tea culture in Ba’nan District by the exquisite tea performance acted by Zeng Xiaolong who was praised as“Kung Fu Kid”.On the sites of Chonging delicacy,executive chefs from Ba’nan District made Sichuan noodles with peppery sauce,hot and sour rice noodles for local residents who have stood in a long queue to enjoy those delicious foods.After the opening ceremony,Chinese ambassador to Japan also came to our exhibition booth to sample these foods with local characteristics.According to the statistics,about 71 thousand local people from Niigata and the surrounding cities came to the site of activity to experience Chinese traditional culture.

Local and domestic central mainstream media like the Xinhua News Agency,People’s Daily Online,China News Agency; Japanese Sankei,Asahi newspaper and Niigata TV station made extensive coverage on this activity.

During the event,Ba’nan District off cial delegation had paid an of ficial call to the government of Niigata-ken and Niigata city and also conducted a friendly visit to Sanjo City.The original connection between Ba’nan District and Sanjo City on cultural exchanges,the development of ef f cient agriculture has been realized by the sign of Memorandum of establishing friendly and cooperative relations and the visit by Hayato kunisada,mayor of Sanjo City,and Takeshi Eiji,speaker of Sanjo City,and their delegation on November,2016.On this return visit,Ba’nan delegation visited metal processing enterprises in Sanjo City like Echigo Forging Group,Pearl Metal Industrial Co.,Ltd.and Paoding Studio and also visited the museum of Morohashi Tetsuji who is a Japanese Sinologist.Through these activities,Ba’nan delegation had a deeper understanding of metal smelting which is the cultural and pillar industry of Sanjo City.In the discussion and exchange,Hayato kunisada said,last visit to Ba’nan District left him a deep impression on the city construction,economic development,Zen tea culture in there.As same as Sanjo City,Ba’nan District also boasts good agricultural foundation and rich hot spring resources.Therefore there are a lot of places for two cities to learn from each other.Zhang Chunping also thanked the warm reception given by Sanjo City and talked over the establishment of formal friendly city relations and comprehensive mutual economic and cultural exchanges.The mayor of Sanjo City decided to visit Ba’nan District again in May.
