Research on social governance of new rural community

【Abstract】Community is an important part of the society，governance is also an important content socially. If the community is governed well， the society becomes stable and harmonious. The construction of new rural areas is of great significance to improve the level of new rural governance and to promote the capability level of national governance and modernization. Based on the basic theory of the new rural community， this paper analyzes the problems of the new rural community in the process of implementation of governance， and puts forward some opinions and suggestions for the construction of a new social countryside.

1. New rural community and the significance of governance

The notion of new rural community and rural community governance.

The new rural community that is under the guidance of planning， through several villages agglomeration integration， focusing on the construction of rural settlements to form a new type of rural settlement with a certain scale and industrial support， perfect infrastructure and public facilities and a democratic management. The new rural community governance is based on the community， its residents who regard the agricultural production as the main source of life. The main body of government and community self-governed which leads to villager diversification.

2. The significance of new rural community governance

First： by strengthening the new rural community governance， it can reduce the gap between the urban and the rural and break the traditional system of division between rural and urban and it is of great significance to strengthen the construction of the countryside.

Second： by strengthening the management of the new rural community will have an important significance that will increase the income of farmers， accelerate the adjustment of agricultural industrial structure， promote the development of rural areas， and improve the rural environment and the quality of life for farmers.

Third： to strengthen the governance of the new rural community is conducive to the construction of rural infrastructure and the equalization of public services. Providing the service and supply of public infrastructure has an important role to let rural residents enjoy the public services better.

3. The current problems existing in the new rural community governance

The new functions of the rural governance function is not clear and the main development is not balanced. The new rural development in the process of its duties， because of the difference of management within the villagers， the management system is not perfect， leading to unclear boundary of responsibility among the county （District） government， villages and towns.

The farmers are not well informed.

The sense of participation of rural residents is an important measure of the level of participation in community affairs. The farmers occupy an important part in the community， and they have their own behavioral character， because of the small living space， inconvenience traffic， less informed， thus making the farmer's ideology relatively backward and they are not willing to accept too many new ideas， they are only concerned about the interests of the people and lack of entrepreneurial spirit and it leads to really participating in rural development.

Low level of public service.

Due to the single rural income， the infrastructure needs to rely on the government's fiscal revenue， by relying on the support of the government is still not enough， which requires a wide range of financial support.

4. Recommendations to strengthen the new rural governance

First： develop the economy and improve peoples living level.

Economic development is the priority of the new rural community governance， getting the right trend in industry development， making characteristic industrial community， using industry to improve communication， improving residents income and by doing so it will increase the fiscal revenue

Second： improve service levels by trying to balance the levels between the public service of rural community and urban community， strengthen and construct basic infrastructure to improve peoples living level.

Third： improving the positive participation of the residents in the new rural governance by：

· We need to improve residents backward ideas and farmers traditional ideas

· We should often propagandize and educate the people and change their old fashion ideas.

· We need to increase education efforts by helping the children in rural area have better education and increase their sense of participation.
