針對(duì)露天煤礦綠色開采的現(xiàn)狀，分析制約露天煤礦綠色開采的因素，在此基礎(chǔ)上從建立健全煤炭綠色開采的法律體系，健全完善煤炭綠色開采的支持政策，加強(qiáng)煤炭綠色開采理念的宣貫，大力推廣露天煤礦綠色開采技術(shù)等方面提出實(shí)現(xiàn)露天煤礦綠色開采的途徑，對(duì)推動(dòng)露天煤礦的綠色開采具有一定的指導(dǎo)意義和借鑒價(jià)值。

Abstract:According to the present situation of green mining in the open-pit coal mine,the article analyzes the factors of restricting green mining of the open-pit coalmine.On this basis,the article puts forward the realization way of green mining in the open-pit coalmine from four aspects,such as establishing and perfecting the legal system,improving and perfecting the supportive policy,strengthening the concept of publicizing,vigorously promoting green mining technology,which has certain directive significance and referential value in promoting green mining of the open-pit coalmine.

0 引言

近些年來，中國(guó)積極倡導(dǎo)循環(huán)經(jīng)濟(jì)、低碳經(jīng)濟(jì)，為經(jīng)濟(jì)社會(huì)的可持續(xù)發(fā)展做了諸多卓有成效的工作。在此基礎(chǔ)上“綠色開采”作為煤炭開采的技術(shù)理念被提出來，同時(shí)也為煤炭行業(yè)的健康發(fā)展指明了方向。煤礦綠色開采技術(shù)是中國(guó)礦業(yè)大學(xué)錢鳴高院士提出的，他指出：“煤礦綠色開采是從廣義資源的角度上來認(rèn)識(shí)和對(duì)待煤、瓦斯、水等一切可以利用的各種資源，防止或盡可能減輕開采煤炭對(duì)環(huán)境和其他資源的不良影響，取得最佳的經(jīng)濟(jì)效益和社會(huì)效益。”錢院士從保水開采、充填開采、煤與瓦斯共采、煤炭地下氣化等方面詳細(xì)闡述了煤礦地下開采中綠色開采的技術(shù)體系[1]。

煤礦按照開采方式可分為露天煤礦和井工煤礦，兩者之間的綠色開采有所不同。露天煤礦綠色開采的基本思路是將露天開采與開采過程中形成的固體環(huán)境、水體環(huán)境、大氣環(huán)境、生態(tài)環(huán)境綜合考慮、整體優(yōu)化，目標(biāo)是使露天開采過程中資源消耗和生態(tài)環(huán)境影響最小，資源開采效率最高，兼顧經(jīng)濟(jì)效益和環(huán)境效益，促進(jìn)露天煤礦的可持續(xù)發(fā)展[2]。……
