1　《成渝城市群發(fā)展規(guī)劃》獲批 將撐起中國經(jīng)濟(jì)“第四極”

國務(wù)院總理李克強(qiáng)3月30日主持召開國務(wù)院常務(wù)會(huì)議，《成渝城市群發(fā)展規(guī)劃》獲中央批復(fù)。會(huì)議認(rèn)為，培育發(fā)展成渝城市群，要走出一條新型城鎮(zhèn)化和農(nóng)業(yè)現(xiàn)代化互促共進(jìn)的新路子。這是目前獲中央批復(fù)的第四個(gè)城市群。此前已有長三角、珠三角、長江中游城市群獲批。這預(yù)示著，中國西部將產(chǎn)生一個(gè)巨大的經(jīng)濟(jì)增長極，有專家稱，成渝城市群將撐起中國經(jīng)濟(jì)“第四極”。

2　川捷經(jīng)貿(mào)合作日漸升溫 捷克4月在蓉設(shè)簽證中心

3月23日，捷克駐成都總領(lǐng)事館總領(lǐng)事諾子博透露，于4月起陸續(xù)在成都、重慶和昆明設(shè)簽證申請(qǐng)中心，此舉將方便這三個(gè)城市的居民在其所在城市遞交簽證申請(qǐng)。

3　長江經(jīng)濟(jì)帶通關(guān)一體化助力貴州外向型經(jīng)濟(jì)發(fā)展

3月24日，貴州檢驗(yàn)檢疫局消息，長江經(jīng)濟(jì)帶12個(gè)直屬檢驗(yàn)檢疫局啟動(dòng)檢驗(yàn)檢疫通關(guān)一體化模式至今，以促進(jìn)地方經(jīng)濟(jì)社會(huì)及外貿(mào)經(jīng)濟(jì)發(fā)展為主線，顯著提高了區(qū)域貿(mào)易便利化水平，推動(dòng)了貴州外向型經(jīng)濟(jì)實(shí)現(xiàn)跨越式發(fā)展。

4　南寧通關(guān)便利助廣西對(duì)外開放

3月25日，南寧海關(guān)在全面深化改革新聞發(fā)布會(huì)上表示，今年南寧海關(guān)將在“三互”大通關(guān)建設(shè)、深化海關(guān)通關(guān)一體化改革、邊民互市貿(mào)易改革升級(jí)等方面統(tǒng)籌實(shí)施11類27項(xiàng)重點(diǎn)改革，力助廣西推進(jìn)新一輪高水平對(duì)外開放。

5　西南最大進(jìn)口商品直銷中心開業(yè)

3月26日，中國西南國際進(jìn)口商品直銷中心在云南大理開業(yè)，是西南首家面積最大的進(jìn)口商品直銷中心，主要經(jīng)營天津東疆港進(jìn)口商品、東南亞進(jìn)口商品、云南本土特色出口商品、平行進(jìn)口汽車等。

6　國內(nèi)首條“陸空聯(lián)運(yùn)”跨境電商貨運(yùn)直航開通

3月28日，由阿姆斯特丹直飛西安的國內(nèi)首條“陸空聯(lián)運(yùn)”跨境電商貨運(yùn)包機(jī)抵達(dá)西安，100噸從荷蘭、英國等地網(wǎng)購的貨物運(yùn)抵西安國際港務(wù)區(qū)洋貨碼頭。這標(biāo)志著西安港“海陸空”國際綜合聯(lián)運(yùn)樞紐已經(jīng)成型。

7　跨境電商零售進(jìn)口稅收全國實(shí)施新政

經(jīng)國務(wù)院批準(zhǔn)，自2016年4月8日起，我國將實(shí)施跨境電子商務(wù)零售（企業(yè)對(duì)消費(fèi)者，即B2C）進(jìn)口稅收政策，并同步調(diào)整行郵稅政策。目前，個(gè)人自用、合理數(shù)量的跨境電子商務(wù)零售進(jìn)口商品在實(shí)際操作中按照郵遞物品征收行郵稅。政策將對(duì)跨境電子商務(wù)零售進(jìn)口商品按照貨物征收關(guān)稅和進(jìn)口環(huán)節(jié)增值稅、消費(fèi)稅。

8　貴安“升級(jí)版”綜合保稅區(qū)正式封關(guān)運(yùn)行

3月30日，歷時(shí)一年多建設(shè)的貴州省貴安綜合保稅區(qū)順利封關(guān)，并正式運(yùn)行。貴安綜合保稅區(qū)將作為構(gòu)建內(nèi)陸開放型經(jīng)濟(jì)新高的主陣地、主戰(zhàn)場(chǎng)，堅(jiān)持高起點(diǎn)定位、高效率運(yùn)營，創(chuàng)新發(fā)展模式，打造在國家層面具有競(jìng)爭(zhēng)力和影響力的生態(tài)型、“升級(jí)版”綜合保稅區(qū)。

9　云南面向東南亞鐵路貨運(yùn)樞紐站開通

昆明鐵路樞紐王家營西火車站線路于4月12日撥接完畢，滬昆、南昆鐵路與中越、中老鐵路實(shí)現(xiàn)互聯(lián)互通，進(jìn)出滇東、滇南、滇東北方向的貨物列車可以在該站快速解編和始發(fā)，標(biāo)志著云南面向東南亞的鐵路貨運(yùn)樞紐站和現(xiàn)代鐵路物流園區(qū)正式投入使用。

10　湖南提速融入“一帶一路”構(gòu)建對(duì)外開放新格局

湖南省發(fā)布消息稱：外國駐華大使訪湘人數(shù)居近年同期最高水平、接待重要外賓團(tuán)組逾百批、結(jié)交友城60余對(duì)……在中國各省市爭(zhēng)搶搭乘“一帶一路”戰(zhàn)略順風(fēng)車、助推對(duì)外開放之際，內(nèi)陸省份湖南依照“以大外事推動(dòng)大開放，以大開放促進(jìn)大發(fā)展”的“良方”，巧打外事僑務(wù)港澳“三張牌”，提速融入“一帶一路”步伐，加快構(gòu)建連接世界的對(duì)外開放新格局

1　Urban agglomerations development plan in Chengdu and Chongqing was approved It will be the backbone of “the fourth pole” of Chinese economy

The premier Li Keqiang chaired a State Council executive meeting on March 30thwhich approved of Urban agglomerations’ development plan in Chengdu and Chongqing. The meeting held that the urban agglomerations in Chengdu and Chongqing should be developed so as to blaze a new trail of mutual promotion between new urbanization and agriculture modernization. This is the fourth one that was approved by the central government after the urban agglomerations of Yangtze River Delta, Pearl River Delta and middle reaches of Yangtze River. That means there will be a huge economic growth pole in west China and some experts claims that this urban agglomeration will be the “fourth economic pole” in China.

2　The economic and trade cooperation between Sichuan Province and Czech Republic is growing close and Czech Republic will set up a visa application center in Chengdu this April

On March 23rd, the consular of Czech consulate general to Chengdu Mr. Zbynek Noha said that three visa application centers will be set up in Chengdu, Chongqing and Kunming and it will be more convenient for the citizens in these three cities to apply a visa.

3　The clearance integration of Yangtze River Economic Belt contributes to the development of export-oriented economy in Guizhou Province

On March 24th, according to the inspection and quarantine bureau of Guizhou Province, since the launch of integration of inspection, quarantine and clearance in all the 12 bureaus in Yangtze River Economic Belt, they takes promoting local economy and society and foreign trade economy as main development line so that to distinctively facilitate the regional trade and, at the same time, achieve great-leapforward development on the export-oriented economy.

4　Nanning custom clearance convenient help the opening-up of Guangxi Province

On March 25th, Nanning custom expressed in the comprehensively deepening reform press that it will carry out 27 reforms of 11 categories on sea-land-air transportation development, deepen the reform of integration of custom and clearance, and trade reform between frontier areas to advance a high-level opening-up.

Southwest international imports outlet center opened in Dali on March 26th. The outlet center possessing the largest area, mainly sells the imports from Dongjiang port in Tianjin, the imports from Southeast Asia, export commodities of local Yunnan Province and import cars etc.

6　The first domestic “train-air-truck transportation” for crossborder e-commerce cargo opened

On March 28th, the fi rst domestic “train-air-truck transportation” for cross-border e-commerce cargo from Amsterdam landed in Xi’an with 100 tons of cargo shopped online from Netherlands, Britain and other cities. It signifies that Xi’an sea-land-air international integrated transportation hub has been formed.

7　A new policy nationwide of import duty for cross-border e-commerce retail

Authorized by State Council, China will implement the import duty policy for cross-border e-commerce retail business (B2C) from April 8th, 2016 and will make some adjustments on mail tax. At present, the crossborder e-commerce imports for personal use within a reasonable quantity will be taxed according to postal matters in practice. The policy implemented will levy on cross-border e-commerce imports according to the standards of cargo and also the added-value tax and consumption tax will be collected in their import linkage.

8　Guian “upgraded” comprehensive bonded zone started operation

Guian comprehensive bonded zone started operation after over one-year construction on March 30th. As the main position building inland open economy, it insists on its orientation of high starting point, efficient operation, and innovation of development model to forge an ecological and upgraded comprehensive bonded zone with competitiveness nationwide.

9　Yunnan railway transportation hub connecting Southeast Asia opened to traffi c

The lines of Kunming railway hub, west Wangjiaying rail station completed its dial-up connection on April 12thso that Shanghai-Kunming railway, Nanning-Kunming railway are connected with China-Lao railway. Freight trains to east Yunnan, south Yunnan and northeast Yunnan can quickly breakup here and departure again, which means that the Yunnan railway transportation hub connecting Southeast Asia and the modern railway logistic park offi cially come into service.

10　Hunan Province speeds up integrating into “Belt and Road” initiative to build a new pattern opening to the outside world

On March 17th, the ambassadors to China visiting Hunan reached its highest level in recent years.
