武警部隊現代營房評價指標體系構建

摘 要：論述了武警部隊現代營房的概念和建設目標，探討了武警部隊現代營房建設中所存在的問題，同時基于調研訪談，建立了武警部隊現代營區評價指標體系和評價模型，提出了具體的評價方法。旨在通過對武警部隊現代營房建設評價方法的提出，找出武警部隊現代營房建設中的規律，為武警部隊即將進行的大規模現代營房建設，提供了科學的依據。

Abstract：The article elaborated the conception and aims of military modern residential area and discussed the existing problems of military modern residential area .Based on the investigation and interview， the evaluating index system for military modern residential area were constructed. And put forward the concrete evaluating struction. Through the armed forces to the construction of the modern barracks evaluation method is put forward， find out the armed police force in the construction of modern barracks rule. The studies provide scientific basis for the upcoming large-scale modern barracks construction.

現代營房的建設是一項具有重大戰略意義的工程，是提升我軍戰斗力的重要保障。現代營房建設評價指標是對武警部隊現代營房建設進行評價的基礎，同時也是現代營房建設評價過程中的難點和焦點。通過對現代營房建設評價指標體系的構建做到對如何建設有武警特色的現代營房心中有數，同時為武警部隊各單位今后建設現代營房提供方向與科學依據。

1.基本概念與建設目標

所謂武警部隊現代營房是指按照集中部署、集成建設、集約保障、科學管理的思路，加快建設功能完備、安全防護、信息智能、生態節約、警營文化特色鮮明的現代營房。

2.評價指標的選擇原則

評價指標是作為一種尺度來衡量各營房是否達到現代營房的要求，然后把考核的結果作為改進現代營房建設措施的依據，因此確定指標體系應遵從一些普遍性的基本原則。
