Management of The Government for Public Facilities in The New Rural Communities

【Abstract】The new rural community is the product of the process of urbanization that farmers turned to the public to realize the important field. However， the government start to manage the he new rural community from the most closely facilities of public services of residents' daily life，.this article include three aspects， first is that public service facilities of government have many issues for the new rural community，second is that reasons for these problems，third is that some measures can address these problems ， hoping to make the new rural community public services have been further developed.

In the new rural community ，not only Farmers live on the building， but also their level of civilization should be improved.The Government will allow farmers to live on the building， further， make their spiritual further development. The New rural community public service facilities include hardware and software services in order to facilitate community life.

1. The Government Management Problems

1.1 Insufficient supply

The government's perspective， the equalization of public services need to rationalize the supply of power and financial power relations at all levels of government， public finance system innovation， establishing a reasonable evaluation system and planning system and so on. But，now，public service facilities in the new rural communities configuration behind， less kind， narrow area， the lack of security and fairness， to protect farmers' awareness of the weak.

1.2 Insufficient Oversight

Main public service facilities in the new rural communities is the main manager of the original village， so supervisor is single.Developers and builders of public service facilities tend to handle the higher examination with proper public services， such as public sports facilities， After completion of these venues and facilities equipment and renovation and is no longer maintained，resulting in community within the aging equipment， lacking of security. Absence of agencies to supervise this.

2. Reasons of These Problems

2.1 Inadequate Investment for the new rural community

Public service is a complicated systematic project， the system is perfect or not， the degree of realization of farmers' rights， how the government-led force and work performance， and the government's investment funds have a great relationship. Public service facilities educational facilities， health care facilities， cultural and sports facilities， business services and other new facilities in rural communities need to supply the government， government funds are not available.

2.2 Responsibility Confusion among The Various Departments

With the development of the new rural community public service facilities， the lack of relevant departments to track management. Because the community public service facilities plan can not be implemented in the construction process， so the presence of dumped items， less built-drain construction and other issues. Construction sequence is not reasonable， resulting in some community service facilities can not be implemented，so this reasons giving rise to these problems.

3. Management Measures

3.1 Establish Policies and Regulations

State or local government should establish practical policies based around local rural people， increase capital investment， improve the sharing mechanism，perfect funds at all levels of government and the establishment of an effective incentive mechanism. so that public services can really help farmers through the convenience of a well-off life.

3.2 Subjects Participation in The Management of Multiple Subjects

In the face of poor management of new rural communities caused by depreciation and damage public services， More than volunteers should participate in the management. In addition， the government can hire professional staff to guide farmers， which can improve their quality and the degree of civilization of knowledge， self-management of public services in their communities.NGO and private groups in society within the community can also participate in them. Finally， the farmer's life will be happier.
