福建省開放型經濟的環境管制效應研究

摘 要 隨著福建省區域開放度的逐漸提高，區域環境面臨的壓力日益嚴峻。如何實現貿易開放與環境的和諧發展，成為擺在福建省經濟社會發展面前的重大課題。本文在EKC模型的基礎上進行調整和拓展，引入經濟發展水平、資本勞動比、貿易開放度、FDI和政府環境管制等變量來構建福建省貿易的環境效應模型，以此檢驗福建省貿易的污染加劇程度。研究發現，福建省提升貿易開放度的重大任務是做好產業結構調整、轉變貿易方式及引資方式。

Abstract With the gradual improvement of the regional opening degree of Fujian Province， the regional environment is facing the increasingly severe pressure. How to achieve the harmonious development of trade and environment with the development of economy and society in Fujian province has become a major issue in the face of economic and social development. This paper on EKC model based of adjust and develop and introduced economic development level， capital labor ratio， degree of openness， FDI and government environmental regulation variables to construct the model of the environmental effect of trade of Fujian Province， so as to test the Fujian Province trade of pollution aggravating extent. It is found that the important task of improving the openness of trade in Fujian province is to adjust the industrial structure， to change the mode of trade and to attract foreign investment.

1 提出問題

隨著福建省區域開放度的逐漸提高，區域環境面臨的壓力日益嚴峻。根據福建省統計年鑒數據，2014年福建省貿易進出口總額為10 902.9億元，比2013年增長3.7 %。其中，出口總額為6 969.2億元，比2013年增長5.4 %，高于全國平均水平0.5個百分點；進口總額為3 933.7億元，比2013年增長0.8 %，高于全國平均水平1.5個百分點。福建省在對外經濟得以快速發展的同時，也付出了巨大環境代價，其碳排放等環境污染問題日益受到關注。2005年福建省的碳排放總量為3 724.70萬t，以年平均8.85 %的速度遞增到2014年的7 990.01萬t。隨著國務院決定設立中國（福建）自由貿易試驗區，福建省貿易開放度將不斷提高，福建省的外來貿易污染程度是否得到加劇，如果是，哪些原因造成了這一結果值得研究，從而為福建省如何進一步制定合理的貿易政策提供重要依據，并進一步實現貿易開放和環境之間的和諧發展。……
