Ⅰ.Value analysis of ideological and political education psychological counseling under the network background

With the rapid development of the Internet and its new media,ideological and political education psychological counseling has continued to show its function in the efficiency improvement of Party and network political works and has played a positive role of promoting China’s modernization progress of socialist construction in the new period.

First,ideological and political education psychological counseling under the network background is conducive to the mood relief of netizens and creation of a healthy and harmonious network environment for public opinions.The advent of the Internet era has tightened the relationship between ordinary people and social political lives so that the Internet has gradually become a public space for public to participate in political lives.Scientific recognition of appeals of the mass netizens for network politics,soft response and effective psychological counseling for emotional network comments will play a positive role of promoting the guidance of public opinions on politics,relief of social pressure and creation of harmonious atmosphere for public opinions on network politics.

Second,ideological and political education psychological counseling under the network background is helpful for the consolidation of the ideals and beliefs of the masses and improvement of public sense of identity towards China’s socialist democratic political construction.

Third,ideological and political education psychological counseling under the network background is beneficial to the shape of an ideal political personality.China’s modernization construction shall pay attention to humanistic care,strengthen the psychological counseling and promote the optimization of the social psychology of netizens in order to help them to shape and improve their political personalities and create good social and psychological conditions for the promotion of the healthy development of China’s contemporary democratic politics.

Fourth,ideological and political education psychological counseling under the network background is favorable for the innovation of the government political service and improvement of the scientific level of the network political service.It will be important tasks for the improvement of the level and capabilities of China’s network political service in the new period to focus on constant satisfaction to the growing spiritual culture of the masses,seize the psychological characteristics of netizens when participating in network politics,intensify the emotional communication,clear the communication channel,improve the psychological counseling mechanism of the ideological and political education and practically integrate psychological counseling into the network political service.

Ⅱ.Main problems faced by ideological and political education psychological counseling under the network background

Ideological and political education psychological counseling is playing a more and more important role in the development of China’s “network politics”,but we shall also see the following problems to be solved existing in it as an emerging method for the Party’s ideological and political works.

First,there is a certain distance between the awareness and capabilities of the party workers to participate in psychological counseling and the expectations of ordinary network politics participating netizens.Popularity of network enables the mass of netizens to share the global network political resources and effectively improve their abilities to participate in politics.On the one hand,some party workers have no idea about collecting public opinions from network and pay no attention to the online political opinions but put them aside and ignore them even disregard the adverse political public opinions on the mood of ordinary netizens.On the other hand,with the enhancement of the growing spiritual cultural demands as well as the “awakening” and gradual improvement of the self-awareness and democratic awareness,the mass of China’s netizens desire for more participation in network politics and equal democratic political negotiation.Furthermore,“network politics” has been treated as an important means for them to maintain their own rights and interests and show their status as “masters” to some extent.Therefore,if the party workers in social management position don’t pay enough attention to network politics,don’t have sufficient knowledge about the spread of network political information as well as the communication and cooperation between the government and netizens,and seldom interact online with netizens,the communication between the government and netizens will be affected to some extent and netizens’ suspicion of the government will be increased which will finally result in the lack of credibility of the government.

Second,emotional comments on network politics are prominent and netizens’ reason and psychology for participation in network politics are immature.Although “network politics” is playing an increasingly important role in representing the public demands,mitigating the social contradictions,promoting the social equity and justice and other aspects,we have to still mention the following contents.In today’s society,the psychology of some netizens to participate in network politics is becoming more and more complex,and their comments on network politics are increasingly emotional.Thus,some netizens may lack a reasonable recognition and rational judgment on their own towards certain social phenomenon and problems.As a result,their comments on network politics are not based on facts but mere subjective assumptions on their own while taking the Internet as a channel to vent their discontent irrational mood wantonly,resulting in the cross-infection,spread and growth of pessimistic psychology,negative moods and adverse network public opinions on the Internet which will suppress people’s psychology and subtract the healthy social atmosphere.“Such rational online political participation results in a disorder condition of the society which has significantly affected the healthy development of political participation.”

Third,normal ideological and political education psychological counseling mechanism is not perfect yet.Since the Eighteenth National Congress of the Communist Party of PRC,and the Third,the Fourth and the Fifth Plenary Sessions of the 18th CPC Central Committee,“focusing on humanistic care and psychological counseling,and cultivating the self-esteem,rational peace,and positive social psychology” has become an effective way for the Party’s ideological and political works under the “new normal conditions”,especially the “Thirteenth Five-Year Planning” of the Party has particularly proposed to “strengthen the construction of the fundamental system for social governance and improve the social psychological service system and counseling mechanism.” But in general,China’s psychological counseling mechanism for the ideological and political works under normal conditions is not completed and improved enough to be adaptable to the accelerated information progress,which can’t satisfy the realistic demands for the construction and development of the socialist modernization progress in our transition period.Some party workers lack of service awareness and efficiency awareness for psychological counseling under the influence of traditional concepts and systems.To be specific in the process of the network political services,they have no clear systematic regulations in terms of the network politics response mechanism which means they are in a passive state for response and lack of interaction with the netizens about the network politics.In regard to the social problems reflected by the network public opinions on politics,some party workers have rare humanistic care and governance impetus based on the service awareness so that the government fails to seize the opportunity to intensify the communication with the masses but leads to their sense of alienation and mistrust on the contrary.

Ⅲ.Recommendations for improvement of the efficiency in ideological and political education psychological counseling under the network background.

In the era of network information,we shall take the initiative to establish a sound and normal ideological and political education psychological counseling mechanism to comprehensively improve the efficiency in ideological and political education psychological counseling.

First,improve the psychological counseling awareness and level of the party workers in participation in network politics.Thomas L.Friedman,a famous American scholar,has sharply pointed out in his work of The World Is Flat that in the new time of network media,“people have to learn to live online and survive online!” It is the same to the majority of the netizens,as well as the majority of the party workers undertaking the heavy task of psychological counseling for ideological and political works.With the rising network political participation awareness and the masters’ subject consciousness of the masses,the majority of party workers shall try to change their traditional concept of governance,take initiative to adapt to the new network political environment,learn the new technology of network application in order to practically concentrate the attention on ideological and political education psychological counseling for the majority of netizens and improve the abilities and levels of the people participating in political education psychological counseling.

Second,focus on cultivation of the democratic political awareness of the masses and shape of the ideal political personality.At present,the adverse social psychological attitude of some netizens is greatly related to their weak ideology and imperfect political personalities.Therefore,we shall pay much attention to the cultivation of netizens’ democratic political awareness and promote the majority of netizens to improve their political personalities in order to optimize the personality and psychology of the masses and finally provide reliable reliance for China’s socialist modernization construction.

Third,improve and strengthen the normal ideological and political education psychological counseling mechanism,and establish an initiative and service-type government.The political rumors and false public opinions frequently appearing on the Internet are usually caused by unsuccessful communication between the government and netizens.Therefore,a sound investigation,communication and feedback mechanism for ideological and political education psychological counseling is beneficial for a scientific guidance on ideological and political public opinions and the establishment of service-type government.

In a word,in the current context of network information,we shall create good atmosphere for network public opinions and improve the efficiency of ideological and political education psychological counseling,enhancing both the ideological and political awareness and sense of identity of the masses,and the consciousness and level of the party workers in participating in ideological and political education psychological counseling to intensify the normal ideological and political education psychological counseling mechanism and create healthy network environment for public opinions in order to achieve the new situation of a harmonious society in an all round way.

Ideological and political education psychological counseling is facing problems.Therefore,it is necessary to help the party workers to learn and master the knowledge about psychological service,improve the ability of party workers to participate in psychological counseling,strengthen the cultivation of the good political attitude of netizens and enhance the psychological service mechanism for the ideological and political works in order to further improve the efficiency of the psychological counseling of China’s current ideological and political education.
